About this file
This document contains vendor questions and answers regarding a construction project for the Illinois Department of Natural Resources (IDNR) to construct a fishing pier at Lake Le-Aqua-Na State Park. IDNR will not lower the lake level during construction, but the contractor can install a steel sheeting cofferdam to dewater the foundation locations. Concrete testing must be performed by an IDOT-approved company, while HMA testing can be done by the contractor's own IDOT-certified company or they can hire a testing company. The related state and local contract opportunity is for IDNR to seek bids for the construction of the fishing pier and repaving of a parking lot at Lake Le Aqua Na State Park in Stephenson County, Illinois. The solicitation will only accept electronic submissions per the state's CPO Notice 2020.06.
Pricing terms, set-asides, funding requirements, and other salient details were not provided in the document. The contract term and any renewal options were also not specified.

ILLINOIS DEPARTMENT OF NATURAL RESOURCES
VENDOR QUESTIONS
Date: November 18, 2021 File# 1-22-012
LOCATION: Lake Le-Aqua-Na State Park
PROJECT TITLE: Construct Fishing Pier
Vendor Question 1: Can the lake be lowered to allow construction of the concrete foundation in a dry condition? If the answer is “No” Can we install a steel sheeting cofferdam?
IDNR Answer 1: The current lake water elevation is 848.90 and will be filling at an undetermined rate depending on precipitation. IDNR will not be lowering the lake level come time of construction.
The contractor can install steel sheeting to form a cofferdam to dewater around the foundation locations. IDNR will allow water inflated cofferdams, and jumbo bulk bags used as a sandbag cofferdam if they have no holes and fill material is completely sealed.
No uncontained/unsealed earth fill material will be allowed to build a cofferdam since it will contaminate the lake with sediment.
Vendor Question 2: Can we perform our own Material testing for concrete and HMA?
IDNR Answer 2: Concrete testing will need to be tested by a testing/consultant company approved by IDOT. HMA testing can be by their own company as long as they are certified with IDOT for testing otherwise they will need to hire a testing company.
