About this file

This is a Performance Work Statement (PWS) for the AFRL/DP Laboratory Demonstration Project, a pre-solicitation opportunity issued by the Department of the Air Force Materiel Command Research Laboratory under solicitation number FA8650-25-R-TBD_FA8650-26-R-TBD. The contractor will provide comprehensive support to AFRL in administering the Lab Demo Project, which encompasses approximately 5,500 scientists, engineers, business professionals, technicians, and mission support personnel.

The primary objectives include designing and implementing additions or modifications to existing Lab Demo initiatives focused on employee assessment and compensation, broadbanding, position classification, the Contribution-based Compensation System (CCS), and other personnel flexibilities. The contractor shall conduct analytical support on Lab Demo employee assessment and compensation results, workforce impact and trends, cost studies, and initiative effectiveness, with findings documented in formal reports and briefings for Air Force and DoD review. Additional deliverables include meeting and legislative support, technical and training assistance, policy analysis, software and database design with revisions and testing, user training and support, and re-certification and accreditation services for the AFRL Contribution-based Compensation System Software (C2S2)—a critical tool ensuring accurate employee assessment and compensation. The scope demonstrates a need for expertise spanning human resources policy, compensation systems analysis, software development and maintenance, and federal workforce management practices.
