About this file

This is a Request for Quote (RFQ) issued by the City of Cocoa, Florida for laboratory analytical services to support the city's water quality testing operations. The City seeks quotations from NELAC DOH-certified laboratories to perform routine and special analytical services for drinking water, deionized water, and wastewater samples, with deliverables including timely analysis and compliant reporting in formats required by the Florida Department of Environmental Protection (FDEP) and the United States Environmental Protection Agency (USEPA). The scope encompasses approximately 50 different analytical tests and test groups, including primary standards, secondary standards, wastewater effluent analysis, volatile organic contaminants, metals analysis, radiological parameters, and microbiological testing, along with courier pickup services and weekend or holiday surcharges as applicable. The quotation release date was March 9, 2026, with a question submission deadline of March 13, 2026 at 5:00 PM and quotations due by March 24, 2026 at 5:00 PM, submitted via the city's bidding platform at myvendorlink.com (bid ID LAB-26-03-COC) or by email to purchasing@cocoafl.gov. The contract term is one year from the award date with four optional one-year renewal periods. No site visits or bidders' conferences are mentioned in the materials.

Pricing shall be submitted on a per-unit basis for each analytical test, with sample pickup costs, sample analysis fees, and sample container provision included in all pricing submissions; testing frequencies vary annually, quarterly, monthly, and weekly, with some analytes performed less frequently, allowing bidders to calculate total fiscal year costs for evaluation purposes. Minimum qualifications require NELAC DOH certification with current audit results and proficiency test documentation, capability to complete analysis and reporting within 10 calendar days of sample receipt, provision of properly vetted sample containers and LIMS-compatible reporting, weekend and holiday analysis capability with disclosed surcharges, and three references for similar municipal or utility laboratory services. Bid evaluation prioritizes compliance with instructions and minimum requirements, past performance verification through provided references, and pricing as the lowest responsive and responsible bid, with total contracted laboratory costs over the fiscal year impacting bid selection. The RFQ does not identify any specific set-aside designations, disadvantaged enterprise program preferences, incumbent vendors, or current contractors. No specific award value or budget range is disclosed in the procurement materials. Service providers must meet insurance requirements, comply with E-Verify employment verification, provide human trafficking attestations, and certify they are not owned or controlled by foreign countries of concern as defined by Florida Statutes.
