About this file

This is a Louisiana Preference form that establishes procurement guidelines for state and local contract opportunities in Louisiana. The form applies to all procurement officers, purchasing agents, and similar officials making purchases of materials, supplies, products, provisions, or equipment under Louisiana regulations. Bidders seeking preference must complete this document in its entirety and submit it prior to bid opening; preference submitted on any other document or after the bid opening will not be considered. The form requires bidders to specify whether they claim the ten percent Louisiana preference, identify their target line items, confirm their Louisiana workforce composition, and provide the locations within Louisiana where products are produced, manufactured, or assembled.

To qualify for Louisiana preference, bidders must meet three specific conditions: the cost of Louisiana-produced items cannot exceed the cost of out-of-state items by more than ten percent; the vendor must agree to sell Louisiana items at the same price as the lowest bid offered; and in cases where multiple bidders offer Louisiana items within ten percent of the lowest bid, the bidder offering the lowest price on Louisiana items is entitled to accept the lowest bid price. Additionally, Louisiana preference applies only to bidders whose workforce comprises a minimum of fifty percent Louisiana residents. The form provides specific definitions for "assembled," "Louisiana products," "manufactured," "processed," and "produced" to clarify which items qualify for preference consideration.
