DOTD Agg Contract, Basecourse, Stone
The Louisiana Department of Transportation and Development (DOTD) is soliciting sealed bids for a 12-month contract to furnish dense base course stone aggregates across multiple parishes, including Bienville, Caddo, East Baton Rouge, Evangeline, and Orleans. The procurement seeks approximately 13,448 tons of aggregates to be delivered to 12 DOTD maintenance units across districts 04, 05, 58, 61, and 62. Aggregates must be sourced from an approved supplier listed on the state's Approved Materials List and must meet the requirements of the 2016 Louisiana Standard Specifications for Roads and Bridges, specifically Section 1003.03.1, Table 1003-6. Bidders are required to specify product and source codes for each line item, with unit prices not exceeding two decimal places and quoted F.O.B. Destination, inclusive of all freight and delivery charges. The bid submission deadline is November 21, 2025, at 11:00 AM CST, with a contract period running from January 1, 2026, through December 31, 2026, and potential for two additional 12-month renewals. The procurement includes preference opportunities for Louisiana and U.S. manufacturers, with specific qualification criteria for each. Bidders claiming the 10% Louisiana preference must have a minimum of 50% Louisiana resident workforce and produce/manufacture/assemble products within the state. The U.S. preference form allows for a 5% price preference for domestically manufactured products. All bidders must be registered with LaPac and, for corporations and LLCs, must be registered with the Louisiana Secretary of State. The DOTD reserves the right to increase or decrease quantities at the same price and may cancel items with 30 days' written notice. Materials will be approved at the stockpile and subject to laboratory testing, with payment made within 30 days of proper invoice or delivery. While no specific budget range is explicitly stated, the total estimated quantity of 13,448 tons suggests a significant procurement value for the aggregate supply contract.
