About this file

This is a Tenant Space Configuration exhibit (Exhibit B) for the Illinois Department of Innovation and Technology (CMS) on behalf of the Department of Children and Family Services (DCFS) for a warehouse facility in Springfield, Illinois (Sangamon County), referenced as project L6945. The state seeks approximately 36,000 square feet of warehouse space to accommodate DCFS operations. The facility must include 523 square feet of personnel space comprising two small offices and four medium cubicles for administrative services; 85 square feet of common office space including a mini break room with kitchenette and open space; and 29,706 square feet of specialty space including a 22,000 square-foot warehouse with a minimum 20-foot ceiling height, loading dock capable of accommodating semi-truck delivery with dock leveler, and forklift charging capability. Additional specialty space includes a 7,426 square-foot open area, copy room, men's and women's employee restrooms, janitor closet, and two drinking fountains. The configuration also requires 6,063 square feet of circulation, support, and flex space for mechanical, electrical, plumbing, and data closet infrastructure. The total projected headcount is six employees (two in small offices and four in medium cubicles).

Respondents must provide a minimum of eleven parking spaces contiguous to the building or in close proximity, including one ADA-accessible space on an accessible route to the main entrance. All parking areas must be fully paved with asphaltic cement or concrete, lighted, and striped with efficient drainage. All data wiring must comply with Department of Innovation and Technology requirements using Category 6 or better cabling installed to IEEE and manufacturer specifications, with rack placement conforming to TIA-569 standards. Network closets are restricted to authorized personnel only and cannot be shared with outside entities or used for customer storage due to data security regulations including HIPAA Section 164.310 and PCI-DSS 9.1. Proposals must reference the Building Program Standards document (updated 7/1/2024) for exterior needs and performance and quality material standards. The state reserves the sole discretion to evaluate responses and determine whether properties reasonably meet the performance and spatial guidelines, and this Tenant Space Configuration document serves as the definitive improvement exhibit to the lease.

In the event a response is submitted for consideration of property where these Tenant Space Configurations may be reasonably met without complete demolition and re-construction of the space, but may require some interior upgrades and alterations, the Tenant Space Configurations shall represent performance and spatial guidelines. Evaluation of such response will require a review of the site and concurrence by the state on the extent to which the property reasonably meets the performance and spatial guidelines or will meet the guidelines based upon proposed improvements detailed in the response. Unless specific exceptions to the performance and spatial guidelines are acceptable to the state as may be offered, this Tenant Space Configuration document will serve as the definitive improvement exhibit to the lease without regard to the scope of work required to deliver the space in accordance with all standards and requests noted herein. Determinations of meeting the performance and spatial guidelines set forth herein shall be made solely at the state's discretion to favor the interest of the state.

All responses shall also provide a minimum of 11 parking spaces, contiguous with the building or a parking structure or surface lot(s) in close proximity to the proposed property, including 1 ADA-accessible spaces on an accessible route to the main building entrance. No gaps in numbering shall be allowed.

For each wiring closet, all jacks shall be numbered consecutively with no breaks in numbering and labeled on. There shall never be more than one connection terminated in a wiring closet with the same number. Enough service loop shall be available to move panels anywhere within a rack.
