SECTION 01009 GENERAL INFORMATION AND REQUIREMENTS

PART 1: GENERAL

1.1 SUMMARY

A. Description of Work: Furnishing labor, equipment, supplies, and materials, to remove, salvage or dispose of existing culverts; supply and install new road culverts; perform excavations and place earth fill to construct embankments. Remove approx. 0.6 miles of fence and construct new fence off the travel way of the road. Upgrade two existing cattle guards to 28’ wide units. Work on this project can only occur between July 15th and November 30th during any calendar year.

B. Location: Work under this Contract is located in Valley County, Montana. The work area is shown on the drawings.

C. Culvert Spreadsheet: Designates the type and quantity of work required at each project location.

1.2 REFERENCES

1.3 DEFINITIONS

A. Approvals: Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing. After approval of an item, submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.

1.4 SUBMITTALS

A. Scope: Submittals include, but are not limited to, manufacturers' literature, as-built drawings and the Contractor’s Work Schedule.

B. Requirements: Refer to specifications for submittals required. Allow at least 5 working days for review. Submittals shall be delivered to the Contracting Officer’s Representative.

C. Identification of Submittals: Completely identify each submittal by showing at least the following information:

1. Name and address of submitter, plus name and telephone number of the individual to contact for further information.

2. Name of project as it appears in these specifications.

3. Contract number, drawing number, and specification section number to which the submittal applies.

4. Whether this is an original submittal or resubmittal.

5. Each item shall clearly note the manufacturer's name and address, trade name, product, lot, style, color, catalog designation or model number, and locations of use.

1.5 CERTIFICATES OF CONFORMANCE

A. Requirements: The Contracting Officer may permit use, prior to sampling and testing, of materials when accompanied by Certificates of Conformance. Materials used on the basis of a Certificate of Conformance may be sampled and tested. Installation of materials on the basis of Certificates of Conformance shall not relieve the Contractor of responsibility for incorporating materials which conform to the requirements of the drawings and specifications. Material not conforming to those requirements will be subject to rejection, whether in place or not.

B. Format: The Certificate of Conformance provided by the supplier shall:

1. State that the named product conforms to the Contract requirements.

2. Either be accompanied with a certified copy of the test results, or certify that such test results are on file with the manufacturer and will be furnished to the Contracting Officer upon request.

3. Provide the name and address of the manufacturer, the testing agency, and the date of tests.

4. Set forth the means of identification which will permit field determination of the product delivered as being the product covered by the certification.

1.6 QUALITY ASSURANCE

A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.

B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.

1.7 DELIVERY, STORAGE, AND HANDLING

A. Delivery: Protect products incorporated into the work from damage while in transit to the site.

B. Storage: Provide temporary storage facilities for products. Storage shall comply with the manufacturer's instructions. The storage area shall permit access for inspection and handling.

C. Handling: The Contractor shall replace, at his expense, any products damaged by loading, hauling and unloading.

1.8 PROJECT/SITE CONDITIONS

A. Access to the Work: Access to the work area shall be on existing public roads. Any public or private roads including cattle guards, gates and culverts, or any off road travel areas damaged in any way by the Contractor’s operations shall be restored by the Contractor, at the Contractor’s expense, to the same condition existing prior to the commencement of work.

B. The contractor shall have all utilities marked out before any excavation occurs. One submittal is proof that the 1-800-424-5555 utilities Underground Location Center was called and mark outs requested for each are where excavation is expected.

C. Environmental Considerations:

1. No waste fluids from equipment (such as fuel, oil, grease or antifreeze) shall be drained or spilled on the ground. All waste fluids shall be captured and disposed of properly offsite. If a waste fluid is accidentally spilled on the ground, the Contractor shall excavate the spill area to a depth 12 inches below contaminated material, remove excavated material from the worksite and dispose of it properly offsite, at the Contractor’s expense.

2. All of the Contractor’s vehicles and equipment shall be washed before mobilizing on the site to prevent spread of noxious weeds.

1.9 SEQUENCING AND SCHEDULING

A. Permitted Work Period: Work on this project can only occur between July 15th and November 30th during any calendar year to accommodate wildlife concerns in the vicinity.

B. Work Schedule: The schedule shall be submitted at the pre-work conference. When requested, submit an updated schedule within 3 calendar days. As a minimum, the estimated start and completion dates shall be shown in the schedule.

PART 2: PRODUCTS

PART 3: EXECUTION

3.1 PROJECT MEETINGS

A. Pre-Work Conference:

1. Will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date and place. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract.

2. The Contractor, subcontractors and the persons responsible for coordination of the work shall be present at the meeting.

3. Be prepared to summarize and explain procedures planned for the project and present the submittals requested in the specifications.

B. Progress Meetings:

1. To be held at the project site, or as determined by the Contracting Officer.

2. May be called by either the Contracting Officer or the Contractor.

Request shall state who should attend and include an agenda.

C. Final Inspection:

1. To be held at the project site, or as determined by the Contracting Officer.

2. Notify the Contracting Officer in writing at least 5 working days before the completion date so the Government can schedule final inspection.

3. The superintendent shall be present during this inspection.

3.2 PREPARATION

A. Work Layout: The Government will set survey stakes and monuments to give the Contractor measurements, lines and grades necessary for the work executed under the Contract. Survey stakes, monuments or benchmarks disturbed or removed during construction shall be reset by the Contractor at the Contractor's expense.

B. Work Limits and Control Points: Will be staked and established by the Contracting Officer.

3.3 PROJECT MONUMENT

A. Requirements: None

3.4 SALVAGEABLE ITEMS

A. Requirements: Salvageable items to be removed from the site shall become the property of the Contractor. All materials salvaged off the individual sites will be removed from government property and legally disposed of, all fees associated with the removal and disposal shall be paid for by the contractor. Burning or burying of removed materials is not permitted on government property.

3.5 DISPOSAL OF DEBRIS

A. Requirements: Items or debris to be removed from the site, but not designated as salvageable items for the Government, shall become the property of the Contractor. Disposal of materials offsite in a legal manner and payment of disposal fees required is the Contractor's responsibility. Burning or burying of removed materials is not permitted on government property.

3.6 PROJECT IDENTIFICATION

A. Requirements: None

3.7 AS-BUILT INFORMATION

A. General Requirements: The Contractor shall maintain a list of culvert types, sizes and lengths installed at each site, including the installation dates and referenced to the stationing on each road.

Provide a copy of the list to the Contracting Officer when requested, prior to progress payments and final payments.

3.8 WARRANTY

A. Requirements: Materials and equipment furnished under this Contract shall be covered by the most favorable commercial warranties given to customers for such materials or equipment. The rights or remedies provided herein are in addition to and do not limit rights afforded to the Government by other clauses of this Contract. With respect to warranties, expressed or implied, from manufacturers or suppliers for materials or equipment furnished under the Contract the Contractor shall:

1. Obtain warranties that would be given in normal commercial practices.

2. Require warranties to be executed, in writing, for the benefit of the Government.

3. Submit warranties to the Contracting Officer prior to the final inspection.

A. Description: The materials to be furnished by the Government and their locations.

A. Location: The Government-furnished property will be provided by the Bureau of Land Management at the Glasgow Field Office; 5 Lasar Dr. Glasgow, MT 59230

B. Time: Property will be available Monday through Friday between the hours of 8:00 a.m. and 12:00 noon, and 1:00 p.m. and 4:00 p.m., except on holidays.

SECTION 01505 MOBILIZATION

PART 1: GENERAL

1.01 SUMMARY:

A. Section Includes: Preparatory work and operations, including those necessary to the movement of personnel, equipment, supplies and incidentals to the project site; and for other work and operations which must be performed or costs incurred prior to beginning work on the various items on the project site. This specification does not include moves between project sites.

PART 4: MEASUREMENT AND PAYMENT

4.01 METHOD OF MEASUREMENT:

A. Units: Progress payments will be made as follows:

1. When 5% of the original Contract amount is earned from other bid items, 50% of the amount bid for mobilization or 5% of the original Contract amount, whichever is lesser, will be paid.

2. When 10% of the original Contract amount is earned from other bid items, 100% of the amount bid for mobilization or 10% of the original Contract amount, whichever is lesser, will be paid.

3. Upon completion of work for the project, payment of the amount bid for mobilization in excess of 10% of the original Contract amount will be paid.

4. The total sum of all payments shall not exceed the original Contract amount bid for mobilization, regardless of the fact that the Contractor may have shut down the work on the project or moved equipment away from the project and then back again.

SECTION 01570 TRAFFIC REGULATION

PART 1: GENERAL

1.01 SUMMARY:

A. Requirements: The Contractor is responsible for public safety and maintaining traffic flow during removal and replacement of road culverts.

1.02 REFERENCES:

MUTCD Manual on Uniform Traffic Control Devices, for Streets and Highways

1.03 SUBMITTALS:

A. General: Submittals shall be according to Section 01009 - General Information and Requirements.

B. Traffic Control Plan: Submit 1 copy of a traffic control plan showing the type and locations of traffic control devices to be installed. Approval of the traffic control plan by the Contracting Officer is required prior to beginning work.

PART 2: PRODUCTS

2.01 MATERIALS:

A. Signs: Shall have reflectorized sheeting, and meet the standards of the current Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD) for colors, sizes, and shapes.

B. Barricades: Shall be constructed of wood or metal and meet the standards of MUTCD for colors, sizes, and shapes.

C. Cones: Shall be orange colored and highly visible both in daylight and darkness. For nighttime use, they shall be reflectorized or equipped with lighting devices for maximum visibility. Reflectorized material shall have a smooth, sealed outer surface which will display the same approximate color day and night. Cones shall be capable of remaining upright during normal traffic flow and wind conditions in the area where they are to be used. Cones shall be a minimum 18 inches high.

D. Drums: Shall be 55-gallon metal. Markings shall be alternating horizontal orange and white stripes, each stripe being four to eight inches wide. Material shall be reflectorized with a smooth, sealed outer surface. There shall be at least two orange and two white stripes on each drum.

PART 3: EXECUTION

1. Construction shall be accomplished in such a way as to maintain traffic flow on existing roadways, or detours in the approved traffic control plan.

2. Detours shall be constructed only when authorized by the Contracting Officer. When required, detours shall be constructed on alignments approved by the Contracting Officer. They shall be constructed in such a manner as to minimize environmental impact, yet must provide safe passage of traffic. Any detour construction must be reclaimed to its original condition after culvert installation is complete.

3.02 PUBLIC SAFETY:

A. Requirements:

1. The Contractor shall conduct the work as to assure the safety of the general public along roadways, and to assure the protection of persons and properties.

2. Appropriate traffic control signs and devices shall be erected prior to use of the roadway or area and promptly removed when no longer required.

When signs and barricades do not provide adequate protection, or when required by the Contracting Officer, the Contractor shall provide flagmen or other appropriate traffic controls.

3. Work shall be scheduled, so that open trenches, gravel stockpiles and dirt piles, or other traffic hazards are eliminated prior to sunset.

B. Signs: Signs shall be placed in positions where they convey their messages most effectively. Locations shall meet the requirements of MUTCD.

C. Other Traffic Controls: Barricades, drums, and cones shall be used as required as channelization devices to prevent vehicular travel in areas that are a hazard to the public or would be a danger to workers and equipment.

PART 4: MEASUREMENT AND PAYMENT

4.01 METHOD OF PAYMENT:

A. Units: The work described in this section will not be measured for payment.

4.02 BASIS OF PAYMENT:

SECTION 02315 EXCAVATING, BACKFILLING, AND COMPACTING

PART 1: GENERAL

1.1 SUMMARY

A. Section Includes: Excavation, borrow excavation, embankment construction, and placement of materials to construct or reconstruct road embankments and drainage ditches.

1.2 DEFINITIONS

A. Unclassified Excavation: Consists of the material excavation and placement regardless of its nature.

B. Rock Excavation: Removal of material is rock excavation when it consists of igneous, metamorphic, and sedimentary rock which cannot be excavated without blasting or the use of a tractor having a power rating in excess of 195 net horsepower, with a rear-mounted, heavy-duty, single-tooth, ripping attachment.

C. Common Excavation: Removal of unclassified materials which can be excavated using a rear-mounted, heavy-duty, single-tooth ripping attachment mounted on a crawler tractor with a power rating of 195 net horsepower or less shall be considered common excavation.

D. Muck Excavation: Shall consist of the removal and disposal of deposits of saturated or unsaturated mixtures of soils and organic matter not suitable for foundation material regardless of moisture content.

E. Embankment Material: Shall be mineral soil free from peat, frozen material, brush, trees, roots and rocks over 6 inches in greatest diameter obtained from site during excavation or obtained from approved borrow areas.

F. Topsoil: Surface soil found on road embankments side slopes, excavation areas and borrow areas, approximately 4 inches in depth that supports growth of vegetation and contains organic matter. Topsoil shall be free from subsoil, debris and stones larger than 1 inch diameter.

1.3 PROJECT/SITE CONDITIONS

A. Excess Material: Usable excess material excavated shall be used in the embankment construction before the use of borrow is allowed. Borrow wasting is not permitted.

B. Borrow Material Source: Borrow sources shall be approved by the Contracting Officer. Haul distance shall not exceed 5280 feet.

C. Fencing: When fencing is removed, replace the fencing to the same condition as it was before removal. The Contractor shall be responsible for the livestock confinement when a portion of a fence is removed.

D. Drainage of Borrow Pits: Borrow pits shall be excavated so that water will not collect and stand.

E. The contractor shall call the Utilities Underground Location Center @ 800-424-5555 and have all underground utilities marked out before any excavation occurs.

PART 2 PRODUCTS

2.1 MATERIALS

A. General: See definitions.

PART 3 EXECUTION

3.1 PREPARATION

A. Traffic Control and Public Safety: Shall be according to Section 01570

– Traffic Regulations.

B. Clearing and Grubbing: The area to be excavated, and the surface area to be covered by fill material, shall be thoroughly cleared and stripped of vegetative matter, brush, trees, stumps, roots, loose rocks, and other objectionable materials.

C. Topsoil: Strip the top 4 inches of surface soil from embankment slopes, excavation areas and borrow areas and store in designated stockpile areas.

D. Utilities: Before starting excavation, the Contractor shall establish the location and extent of underground utilities in the work area.

Protect utility services uncovered by excavation. Notify the Contracting Officer immediately if utilities are damaged. Damage to utilities shall be repaired at the Contractor's expense.

E. Dewatering: Keep the excavation dewatered so that installation of culverts can be carried on under dewatered conditions. Dispose of excess water by using natural drainage ways near the site to the extent of their natural capacity, when no erosion or other damage will occur.

F. Borrow Areas: Notify the Contracting Officer and obtain approval in advance of opening designated borrow areas (see sht. 2 of the plans).

G. Embankments:

1. Embankments are to be cleared of sod, vegetation, and all topsoil and shall be completely broken up by plowing or scarifying to a minimum depth of 6 inches. Scarifying or furrows shall be a maximum of 3 ft apart, and shall be parallel to the centerline of the embankment.

3.2 INSTALLATION

A. Excavation: Excavate where shown on the drawings and typical sections, unless staked otherwise. Excavate on a straight grade between the control points shown on the drawings unless staked otherwise. Existing structures which are disturbed or damaged by construction activity shall be reset, repaired, or replaced at the Contractor's expense.

B. Use of Borrow Material: Do not use borrow material until after the materials obtained from required excavation have been placed in the

February 9, 2015 Page 3 of 3 fill, unless otherwise directed by the Contracting Officer. Finished borrow area side slopes shall be 3:1 or flatter

C. Embankment: Embankment materials shall be scraper placed to the lines and grades as specified on the drawings or staked in the field.

Materials shall be placed parallel to the axis of the embankment in even continuous layers not more than 8 inches in thickness. The full cross section of the embankment shall be maintained as each successive layer is placed. Successive loads of material shall be placed to produce a distribution of material throughout the embankment that is free from lenses, pockets, streaks or layers of material differing substantially in texture or gradation from surrounding material.

D. Compact soil materials to not less than the following percentages of maximum dry unit weight according to ASTM D 698:

1. Scarify and re-compact top 12 inches of existing subgrade and each layer of backfill or fill soil material at 90 percent.

2. The Government will be responsible for producing all proctor test results and testing all soils required to be compacted.

E. Frozen Material: Shall not be placed, nor be placed upon a frozen surface.

PART 4 MEASUREMENT AND PAYMENT

SECTION 02322 EXCAVATION AND FILL FOR STRUCTURES

PART 1: GENERAL

1.1 SUMMARY

A. Section Includes: Excavating, backfilling, and compacting for Culverts.

1.2 DEFINITIONS

A. Common Excavation: Common excavation shall be unclassified and shall consist of the material excavated regardless of its nature.

B. Embankment Material: Shall be mineral soil, free from peat, frozen material, brush, trees, roots and rocks over 1 inch in diameter.

C. Topsoil: Surface soil found on road embankment side slopes, excavation areas and borrow areas, approximately 4 inches in depth that supports growth of vegetation and contains organic matter. Topsoil shall be free from subsoil, debris, and stones larger than 1 inches diameter.

1.3 QUALITY ASSURANCE

A. Failure Criteria: Not limited to the following:

1. Culvert shifted out of alignment or grade due to backfill and compaction. (See specification on drawing 3)

2. Settlement of backfill below finished road grade. (See specifications on drawing 3)

1.4 PROJECT AND SITE CONDITIONS

A. Borrow Areas: On Government land shall be approved by the Contracting Officer.

PART 2: PRODUCTS

2.1 MATERIALS

A. General: Material excavated shall be unclassified. Backfill material shall be approved by Contracting Officer before use. Material from excavations shall be used unless it contains ice or frozen earth, debris, earth with high moisture content, or is specified in other sections to be replaced. Materials removed in clearing and grubbing shall not be used for backfill.

B. Bedding:

1. Culvert bedding: Soil material which does not contain rocks larger than 1 inch diameter.

C. Backfill:

1. Culverts: Shall conform to the requirements for soil materials above.

PART 3: EXECUTION

3.1 PREPARATION

A. Traffic Control and Public Safety: Shall be according to Section 01570

– Traffic Control.

B. Topsoil: Strip the top 4 inches of surface soil from embankment slopes, excavation areas and borrow area and store in designated stockpile areas.

C. Utilities: Before starting excavation, the Contractor shall establish the location and extent of underground utilities (1-800-424-5555) in the work area. Protect utility services uncovered by excavation. Notify the Contracting Officer immediately if utilities are damaged. Damage to utilities shall be repaired at the Contractor's expense.

D. Dewatering: Keep the excavation dewatered so that installation of culverts can be carried on under dewatered conditions. Dispose of excess water by using natural drainageways near the site to the extent of their natural capacity, when no erosion or other damage will occur.

3.2 INSTALLATION

A. Excavation:

1. General: New culverts are to be installed as staked in the field.

Under-excavate the pipe exterior grade to provide a bedding zone (see details on sheets 15 & 16). Do not excavate below the bedding zone unless muck or unsuitable foundation material must be removed.

2. Corrugated Polyethylene Pipe Trench Width (Excavator): When trenches are excavated with an excavator minimum trench width shall be according to ASTM D2321, See drawing 15, and 16, or the excavator bucket width, whichever is wider. Trench width must be of sufficient width to allow use of the type of compaction equipment onsite.

3. Pipe Trench Width SEE DRAWINGS 15 AND 16 FOR TRENCH WIDTH TABLES

4. Borrow areas: Grade borrow areas to drain. Side slopes of borrow areas shall be 2:1 or flatter.

B. Bedding:

1. Culvert bedding: Bedding is the portion of the backfill envelope that is placed directly on the foundation; refer to the drawings. Bedding should be sufficient to provide uniform firm support for the pipe and maintain pipe grade; minimum bedding depth is 4 inches (see details on sheets 15 & 16). If a pipe has a bell-and-spigot joint where the bell is significantly larger than the pipe, the manufacturer may require use of “bell holes” in the installation. Bell holes are depressions in the bedding designed to accommodate the connection so that a stress point does not occur.

C. Backfilling:

1. Culvert haunch: Refer to the drawings for location of the haunch area. The backfill should be installed in 6 inch maximum layers, or lifts, uniformly on each side of the pipe. The backfill shall be shoveled under the pipe, taking care to fill voids. Each haunch area lift of backfill shall be mechanically compacted with two complete passes across the entire surface of the lift. Compaction should be conducted in such a way that the pipe alignment is not disturbed. If pipe alignment is disturbed it must be corrected before compaction continues. Backfill construction should continue up to the pipe springline to complete the haunch area. (see drawings 14, and 15 for specific details)

2. Initial Backfill: Refer to the drawings for location of the initial backfill. The area of the initial backfill envelope extends from the pipe springline to a minimum of 6 inches above the pipe crown. It should be placed in 6 inch maximum lifts and mechanically compacted to the same density of the adjacent undisturbed road embankment.(see drawings 14 and 15 for specific details)

3. Final backfill: Final backfill extends from the initial backfill to the top of the trench. Refer to the drawings for location of the final backfill. Culvert cover shall be a minimum of 1 foot and construction equipment or vehicles shall not pass over the pipe until this cover is attained. Final Backfill shall be mechanically compacted to the same density of the adjacent undisturbed road embankment, or 90% of ASTM D 698 whichever is greater. (see drawings 15, and 16 for specific details)

D. Compact soil materials to not less than the following percentages of maximum dry unit weight according to ASTM D 698:

1. Scarify and re-compact top 12 inches of existing subgrade and each layer of backfill or fill soil material at 90 percent or existing undisturbed road embankment whichever is greater.

E. Topsoiling: Stockpiled topsoil shall be spread to a uniform thickness on backfilled embankment slopes, excavated areas and borrow areas.

Hand rake topsoil into areas inaccessible to equipment.

3.3 FIELD QUALITY CONTROL

A. Testing: The Government will perform required compaction testing.

B. Backfill: Completed embankment slopes and surfaces shall match and blend smoothly into the existing embankment slopes and surfaces. Hand rake areas inaccessible to equipment to ensure a finished appearance.

C. See drawing 3 for specification of pipe alignment and grade requirements.

PART 4: MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT

A. Units: The work described in this section will not be measured for payment.

4.2 BASIS OF PAYMENT

A. Payment: No direct payment for the work described under this section will be made. Consideration for this item shall be included in the bid prices for other items of the Contract.

Part 1. GENERAL

1.1 SUMMARY

A. Section Includes: The removal of existing pipe culverts and installing Contractor-furnished pipe culverts.

B. This work shall be completed in accordance with the requirements set forth in the installation instruction from the PPI (Plastic Pipe Institute).

1.2 SUBMITTALS

A. General: Submittals shall be according to Section 01009 - General Information and Requirements. Contractor shall submit manufacturer’s certifications each type of the proposed culvert pipe, and obtain approval from the Contracting Officer for the culvert, before purchasing the culvert for this project.

B. Certificates of Conformance: Submit three copies of written certification from the culvert fabrication company for each type of the Contractor-furnished culverts to be used on this project stating that the culverts conform to the requirements of this specification section.

1.3 QUALITY ASSURANCE

A. Failure Criteria: Not limited to the following:

1. Deformed, broken, or damaged culverts or couplers of any type.

2. Culverts of any type not installed to within 1 tenth of a foot of specified grade and alignments.

3. Culverts of any type installed at a reverse grade to the direction of flow.

4. Culverts of any kind installed with the bell facing down stream

5. Culverts of any kind that allow soil thru joint within one year of acceptance of work.

1.4 DELIVERY, STORAGE, AND HANDLING

A. Delivery: Culverts shall not be dragged, dropped, or otherwise mishandled.

1.5 SEQUENCING AND SCHEDULING

A. Culvert Length: Culvert lengths shall be according to the Culvert Spreadsheet.

1. The contractor shall field verify the length of all fills to assure that the culverts extend a minimum of 3’ past the toe of the fill slope.

Part 2. PRODUCTS

2.1 PIPE MATERIAL

B. Joint Performance

1. Pipe shall be joined with a gasketed integral bell & spigot joint meeting the requirements of ASTM F2736 or F2881, for the respective diameters.

2. 18-inch - through 60-inch shall be watertight according to the requirements of ASTM D3212. Spigots shall have gaskets meeting the requirements of ASTM F477. Gasket shall be installed by the pipe manufacturer and covered with a removable, protective wrap to ensure the gasket is free from debris. A joint lubricant available from the manufacturer shall be used on the gasket and bell during assembly.

3. 18-inch through 60-inch diameters shall have a reinforced bell with a polymer composite band installed by the manufacturer

C. Fittings

1. Fittings shall conform to ASTM F2736, ASTM F2881 and AASHTO M330, for the respective diameters. Bell & spigot connections shall utilize a spun-on, welded or integral bell and spigot with gaskets meeting ASTM F477. Bell & spigot fittings joint shall meet the watertight joint performance requirements of ASTM D3212. Corrugated couplings shall be split collar, engaging at least 2 full corrugations.

D. Material Properties

1. Polypropylene compound for pipe and fitting production shall be impact modified copolymer meeting the material requirements of ASTM F2736, Part 3. EXECUTION

3.1 PREPARATION

A. Removal and replacement of road gravel and topsoil: Shall be according to Section 02322 - Excavation and Fill for Structures (Culverts).

B. Excavation: Shall be according to Section 02322 - Excavation and Fill for Structures (Culverts).

C. Culvert Removal: Remove existing Culverts at the locations specified in the CULVERT Spreadsheet. Culverts will be removed from existing embankments, or in the case of washouts, culverts may be removed from the drainageway downstream of the embankments. All sections of existing culverts may be joined by connecting bands, or in the case of washouts, may be separated. Culverts, including connecting bands, gaskets and any other appurtenances removed will either become the property of the contractor and be legally disposed of government property.

D. Disposal Items: Disposal items will consist of Corrugated Metal pipe (CMP), including connecting bands, gaskets and any other appurtenances removed during Culvert Removal; and Corrugated Polyethylene (CPE) culverts including connecting bands, gaskets and any other appurtenances, damaged during culvert removal, or otherwise damaged and determined to be unsuitable for salvage. All disposal items shall become the property of the Contractor. Disposal of these items offsite in a legal manner and payment of any disposal fees are the Contractor’s responsibility. Burying of disposal items on land owned by the Federal Government, OR State of Montana will not be permitted

3.2 INSTALLATION

A. Laying Conduit: Begin at downstream end of conduit line. Place bell or groove ends of conduits facing upstream. Culverts shall be made with full 20’ sections of conduit whenever possible. More than 1 section of conduit less than 20’ per culvert will be not accepted for payment. All pipe connections shall be as close to the geometric center of the culvert as possible. No pipe connections shall be closer than 10’ to the exposed side slope of the embankment. Install all culverts as per the details, and notes on drawings 3, 15, and 16.

B. Joining Conduits: Use the manufacturer's recommended method of joining conduit sections, insuring that the ends are fully entered and inner surfaces are flush and even. No backfill shall be placed prior to approval of the Contracting Officer. Remove and replace damaged pipe at Contractor's expense. Install all culverts as per the details, and notes on drawings 3, 15, and 16.

C. Bedding: Shall be according to Section 02322 - Excavation and Fill for Structures (Culverts) and drawing sheets 3, 15, and 16.

D. Backfill: Place and compact backfill as specified in Section 02322 - Excavation and Fill for Structures (Culverts).

Part 4. MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT

A. Units:

i. Culvert Sites will be measured and paid for by the individual site. Culverts, connecting bands, gaskets, riprap, geotextile, culvert removal or any other appurtenances will not be measured or paid for as one unit separately, but will be included in the price for each Culvert Site. Payment for each Culvert Sites will include excavation required to remove the existing culvert, install the new culverts, placing and compacting of backfill to the design cross section of the roadway, and minor (less than 50 yd3 per site) adjustments in inlet and outlet channel geometry. Upon completion of all aspects of the specifications and drawing for that culvert site payment will be made.

PART 1: GENERAL

1.01 SUMMARY:

A. Section Includes: Installing 226 rods of 4 wire fence with Contractor-furnished property and Government-furnished property, wire fences will be installed as shown on the drawings and as specified herein.

1.03 SUBMITTALS:

Submit written certification from the treating plant stating that chemicals and methods used for wood preservation and net amount of preservative retained are in conformance with applicable standards. Submit written certification from the manufacturer that the Contractor-furnished fence posts and wire conform to the requirements of this section.

PART 2: PRODUCTS

2.01 CONTRACTOR-FURNISHED MATERIALS:

A. Wire:

1. Barbed Wire: A strand of two plies of 12-1/2-ga galvanized wires twisted together with 2-point barbs of 14-ga wire spaced 4 inches apart. Wire and barbs shall be zinc-coated steel, with a class 3 zinc coating. The minimum breaking strength of each pair of wires shall be 950 lb-force. Wire shall conform to ASTM A 121.

2. Barbless Wires: A strand of two 12-1/2-ga galvanized wires twisted together. Wire shall be class 3 zinc-coated steel. The minimum breaking strength of each pair of wires shall be 950 lb-force. Wire shall conform to ASTM A 121.

3. Single Strand Barbless Wire: Shall be 9-gauge steel with a class 3 zinc coating. The minimum breaking strength of each wire shall be 950 lb-force. Wire shall conform with ASTM A 121

4. Miscellaneous Wire: Wire for gate loops shall be 9 or 12 1/2 gauge class 3 galvanized barbless wire.

B. Posts and Braces:

1. Wood Posts and Braces: Wood posts and brace rails shall be sound single-stem members of round cross section. A slight bend in one plane is acceptable. Wood posts 6 inches minimum diameter at the small end and brace rails shall be 4 inches minimum diameter at the small end and lengths are as shown on the work data sheet. Honey Locust, western red cedar (full stem with bark removed), juniper, osage orange, and white oak are acceptable without treatment. All other wood types must be treated as per Part 2.03 of this section. Posts are not acceptable when sweep causes a straight line joining the center of the top to the center of the butt to fall outside the body of the post, or at a point 2 inches or more from the center of the post. Posts that are twisted, rotted, excessively bent, or have a check extending into the pit or more than one check are not acceptable. Posts that are charred are not acceptable.

2. Steel Fence Posts: Shall be painted solid green, with a welded or riveted anchor plate, and shall be furnished with clip-type wire fasteners (punched tabs for fastening wires are not acceptable). Steel posts shall be manufactured from wrought, rail, or new billet steel, and shall have a minimum weight of 1.33 lb/lin ft exclusive of the anchor plate, which shall weigh a minimum of 0.67 lb +5%, and shall be a minimum of 18 square inches in area. Steel fence posts and fasteners shall be in accordance with

ASTM A 702.

C. Gates:

1. Wire Gates: Shall have the same type wire and wire spacing as the fence. Use treated wood stays for intermediate gate stays.

D. Fasteners:

1. Staples: Shall be 9-ga, bright-finish or galvanized 1-1/2 inches in length.

2. Nails: Shall be 60d ring shank (6-inch, 7-gauge).

3. Clips: Shall be 11-gauge galvanized wire.

E. Post Grout: The qrout shall be a rapid setting commercial product manufactured for anchoring posts.

2.02 GOVERNMENT-FURNISHED MATERIALS:

A. Requirements: See Section Titled - Government-Furnished Property.

2.03 WOOD TREATMENT PRACTICES:

A. General: Minimum net retention and penetration shall be according to AWPA U1, Section B and shall meet Standard UC4A.

B. Chromate Copper Arsenic (CCA): Waterborne preservative according to Type A, B, or C in AWPA P 5.

C. Field Cutting: Shall be treated with copper naphthenate according to AWPA M

PART 3: EXECUTION

3.01 PREPARATION:

A. Clearing: No clearing of the fence line will be allowed.

A. General: Steel posts shall not be used for end-panel, corner-panel, gate-panel, or stress-panel posts. Set wood posts in dug or drilled holes. Drive steel posts. Posts shall be installed plumb, to the designated depth, and the lateral alignment shall be within plus or minus 1/2 inch. Post spacing shall be within 6 inches, but only when ground conditions prevent exact spacing. When treated members must be bored or cut during construction, thoroughly swab untreated surfaces with approved preservative. Avoid breathing sawdust and direct contact of preservative on the skin during field cutting and swabbing. Refer to the preservative manufacturer's required warnings for handling treated members.

B. Ratio of Wood to Steel Line Posts: Line posts shall be all steel.

C. Wood Posts: The Contractor shall dig or drill holes for setting wood posts to the designated depth.

Dug or drilled holes shall provide adequate open space around the post so that backfill can be tamped the full depth around the post. Backfill gradually and uniformly with soil around each post; compact backfill firmly from the bottom of the hole to the ground surface.

D. Steel Posts: Drive into the ground to the depth shown on the drawings or until the anchor plate is slightly below the ground surface. Posts shall be driven plumb. When rock formations prevent driving, remove anchor plate and excavate or drill holes a minimum of 18 inches deep and slightly larger than the diameter of the post. Place posts in the holes and grout the post solidly in position with cement grout or mortar.

E. Corner Panel, End Panel, and Stress Panel Assemblies: Construct as shown on the drawings or as staked in the field. Rock jacks shall not be substituted for these items. Construct stress panels a maximum of 80 rods center-to-center for barbed wire sections. In addition, stress panels are required at points between which wire is to be stretched.

F. Wire: Stretch tightly and staple to wood posts or securely attach to steel posts with standard wire clips. Wire is properly stretched when it is springy to the touch. Terminate wire at each end post, gate post, corner post, or stress panel by wrapping wire around the post two times and tie off by wrapping the incoming wire a minimum of four times. Stretch tightly and staple to wood posts or securely attach to posts with standard manufactured wire clips. Wire clips shall be twisted or otherwise secured off on both sides of the post. Each side of the clip shall be twisted around the wire and back past the clip itself, (more than 360 degrees). Drive staples into wood until the staple comes in contact with the wire against the post, but not so tight as to crimp the wire or prevent free movement of the wire between the post and the staple. Do not drive staples parallel to the grain of the wood.

G. Brace Wires: Shall be double looped with either four plies of 9 gauge or 8 plies of 12 1/2 gauge wires. Number of plies of wire will be counted in the middle of assemblies before twisting. All wires shall be twisted tight with a stick. Leave one end of the stick long enough to fasten behind the horizontal brace to prevent wire from unwinding.

H. Gates: Shall be installed in accordance with the Work Data Sheet and the drawings.

I. Mechanical Gate Closures: Line up the latch with the gate. Adjust latch assembly after installation so that the latch does not bind and the gate hangs properly.

J. Spiking: For spikes larger than 40d, predrilled holes shall be used. The hole diameter shall be 3/4 the diameter of the spike and drilled to a depth no greater than 1/2 the length of the spike.
