Bureau of Land Management
(BLM)
The BLM manages more land – approximately 253 million acres -than any other Federal agency.
This land, known as the National System of Public Lands, is primarily located in 12 Western states, including Alaska.
The Bureau, with a budget of about $1 billion, also administers
700 million acres of sub-surface mineral estates throughout the nation.
The BLM's multiple-use mission is to sustain the health and productivity of the public lands for the use and enjoyment of present and future generations.
BLM Division of Information
Resource Management (DIRM)
The Bureau of Land Management (BLM), National Operations Center (NOC), Division of Information Resource Management (DIRM) located in Denver, Colorado has a vision to establish a commitment to excellence in delivering quality Information Technology (IT) services and systems to its customers the first time, every time.
The division emphasizes the application of IT to meet specific business processes to improve public service, enhance employee productivity and improve data quality.
DIRM supports the BLM's mission by providing collaborative technical leadership, guidance, application development, engineering, and enterprise administration of BLM IT infrastructure to the whole of BLM inclusive of state offices, field offices, national centers, interagency partnerships, and the Washington Office.
The division's commitment is to support the BLM with superior information systems and processes that help serve customers better.
BLM National Operations
Center(NOC) Acquisitions
The NOC Acquisitions is headquartered in Denver, Colorado. We provide national-level acquisition operational supporting construction, information technology and goods and services as well as all acquisition support for NOC daily operations, and support contracts. We procure over $110 million dollars annually, of which 37% of these dollars are in our information technology program.
Fiscal Year 2015 Focus
• Support the Greater Sage Grouse effort
• Enhance Resource Landscape Management techniques
• Deliver the AFMSS application
• Support BLM Branding Initiatives
• Standardize BLM’s Geospatial web & Data Sharing strategies
• Lead BLM Asset Management operations including Real Estate, Fleet, WCF
• Reduce BLM Classification processing time, pilot OWCP efficiency improvement
• Produce a clean Financial Audit & accurate Financial Reports
• Enable Mobility, WiFi, and Virtual Workforce infrastructure
• Implement National IT Service Delivery/Reliability

Amendment #1
The purpose of this Amendment is to upload the Word file of
Exhibit 3 - Questionnaire and to extend the date for Part I for receipt of those questionnaires as is indicated within this new
Word file.
Amendment #2
The purpose of this Amendment is to upload Attachment 4 -
Related Technologies which was inadvertently omitted from the original posting of the solicitation.
Amendment #3
Appoint Allyson Conley as Primary Contract Specialist.
Remove 52.216-18 - Ordering (Oct 1995) (ADDENDUM)
Remove the previous stated past performance instructions and associated Exhibit 3
New past performance instructions are incorporated within the updated solicitation.
A revised Exhibit 3 has been updated and incorporated to coincide.
Amendment #3 (Con’t)
Past Performance Questionnaires (Exhibit 3) are due on Monday
November 17, 2014.
Note: All previous past performance submissions will not be evaluated when determining awards. All previously received past performance questionnaires were deleted upon receipt by the contract specialist.
Responses to electronically submitted questions and Pre-Proposal questions will be posted via Amendment 4 on Tuesday November 4, 2014.

Business Objectives
1. Establish business partner relationships
2. Identify and secure long term relationships with capable providers for key business and technology services.
3. Streamline procurement processes to support dynamic business and technology needs.
4. Provide access to technology solutions and alternative approaches for achieving business objectives.
5. Continuously strive to improve practices and procedures understanding the ever-evolving IT Environment.
6. Provide cost effective solutions through competition amongst the
Contractor awardees.
Performance Objectives
DIRM develops, operates and maintains approximately 40 software applications for the BLM. These applications are national in scope and assist bureau programs in the management of over 260 million acres of land in the United States.
1. Work is performed in a consistent, repeatable, predictable, and coordinated manner.
2. New system application development
3. Maintenance of existing systems (current configurations)
4. Migration to new operating methods/environments
5. Consolidation of IT systems and services through technologies and architectural strategies such as virtualization, centralized and cloud-based hosting.
6. Other major effort forecasted over the next several years are mobile development and application reengineering/refactoring.
7. Facilitation of data sharing.
