Introduction of BLM team (DIRM and IT Team). BLM overview and organizational structure (states, state offices, NOC/HQ, NIFC in Boise, Eastern States Office). BLM budget. Surface and subsurface mineral interests and stewardship, wild horse & burro, grazing, other public lands related programs.

DIRM organizational overview. Managing data center, infrastructure, etc. Have divisions, including operations, application support, security, engineering, etc. Contract focus is on engineering/systems development.

NOC acquisition group organizational overview. Last FY $400M in spend BLM wide (inc. $110M in obligations at the NOC, about 37% of which was related to IT programs). IT purchases will be at least doubling in the coming FY (due to organizational restructuring of IT group as well as other causes).
Overview of commodities handled through NOC acquisitions group (construction, IT, business support services, etc.).

Reminder that this is a competitive environment. System went down and some have not seen all solicitation attachments, so FBO is the main point of entry for all interested parties. Goal of the solicitation is to award to multiple vendors. Fixed price and LH tasks will be issued under the umbrella IDIQs. Total value is $49M. Minimum value of award is $10K. All awardees of an IDIQ will get a minimum task order right off the bat. Maximum order is $5M per line item, $10M maximum order across all items (on a particular order). Technical evaluation will include past performance and supplier capability. Price will be evaluated. Tech is more important than price. Specific mention of the important of Amendments #3 to the solicitation, given the technology changes.
Audience Question: Will the PowerPoint slides from the Pre-Proposal Conference be posted to FBO or FedConnect? Answer: Yes. All will be posted.
Amendment 4 will be posted next week (November 3-7, 2014). Looking for a recap of the proposal.
Question and answer session will happen today via cards submitted to the BLM NOC Acquisition Team from the audience. We won’t answer all questions today, but will address those questions (that are not answered today) at a later date.
Audience Question: Past performance questionnaires. How many are needed? Answer: This will be changed to three (3).
Audience Question: Questions that were submitted to the purchase team previously (not via cards today), will there be answers to those today? Answer: Answers to questions previously submitted will be answered at a later date. Answers will be publicized via a new amendment.
Audience Question: Can we evaluate more than 3 past performance survey responses?
Answer: Only 3 will be evaluated.
Audience Question: Regarding past performance evaluations/references, if a questionnaire is submitted from the subcontractors of a prime, will these count as a single or multiple submission? Answer: Yes, if they are for different contracts.

Business Objectives: We’ll have a small staff and maturing the IT systems development side of the house. BLM has some old technology, so we’re looking to change much of that. There are a lot of disconnected areas; therefore, remote access will be big. We’re looking for partnership to generate innovation and evolve overall environment. Current standards laid out (see attachment 2 to the

Denver Federal Center, Building 50 (OC-660) solicitation). We want efficiencies so lay out that strategy for cost benefits, flexibilities, and efficiencies over the next 5 years. We want to bring things to market faster, so we want streamlined acquisition processes to get things done faster. We’re hoping to compete the Task Orders quicker and remove overhead.
The DIRM side also has GIS and GIS advancements that are making things easier (livemaps, handhelds, etc.). So we want to push 40 something applications, all via their own task orders. So the requirement includes maintaining those with immediate transition from the legacy TOs. Agile systems development is big and Joe believes in it. Everything needs to be evaluated and that’s a big part of the partnership we’re looking for.
30-40 TOs initially to maintain the systems we have currently. Also have future task orders to replace/upgrade applications/technology in the future. A brief overview of task orders types/requirement areas.
Open communication is going to be important for a successful awardee. Data and information sharing is a major performance criteria.
Audience Question: Will BLM outline some of the standards and/or technology currently in use? Do we have older technology? Answer: Yes, look to the solicitation for the overview of this information.
Audience Question: Regarding ongoing tasks to manage existing technology and/or applications, will we be providing current information to non-incumbents? Answer: Yes, information about existing technology/applications will be provided to successful awardees at the task order level (not the IDIQ level).
Brief overview of the procurement/solicitation process. An amendment will be issued to summarize a few things. As of now, close date is November 24. Plan on setting a competitive range and going through discussions and go through the full process (we’re well rounded and will evaluate many aspects). We’re looking for business partners in the true sense. We’ll collect questions and provide select answers after the break.

IT office is here at the Denver Federal Center so most of the work will be done here. However, other offices within BLM will look to this vehicle, so the range of customers is broader than just the NOC/DFC.

Audience Question: What about Alaska, will they be able to use the resulting IDIQs? Answer:
Yes, this is a BLM wide award and they will look to use this as well.

IT Contracting Q&A (procurement)
1. Will other federal agencies be able to use the resulting contract vehicles?
a. Answer: No, the resulting vehicles will be made available only within BLM.
2. Will BLM publish a list of pre-proposal conference attendees with point of contact information?
a. Answer: Yes, we will do this via Amendment 4.
3. What is current contract number for the underlying requirement? Does current contract cover same scope and level of effort?
a. Answer: L10PC00595
b. Answer: No
4. Since part of the work described in the mock task order is existing work, could the mock task order be awarded with the award of the IDIQ contracts?
a. Answer: No, the mock task order is being used only for evaluation purposes.
5. Does the BLM intend to issue any task orders with the issuance of the IDIQ contact to maintain continuity of services and, if so, how does the BLM intend to do that?
a. Answer: BLM will award a task orders for the minimum order amount to all successful awardees of the IDIQ and when we award the task orders for the future work, we’ll amend the preexisting task orders.
6. Is the 49M ceiling for all IDIQ awards or each IDIQ award?
a. Answer: The $49M ceiling is the total for all IDIQs awarded as a result of this solicitation.
7. Will BLM provide training?
a. Answer: Yes, BLM will provide training, per Section 1.2.12 of the solicitation.
8. Is the incumbent supplier excluded from the competition?
a. Answer: No, the incumbent is not excluded from competition.

DIRM Q&A (technical)
1. Clarify the geospatial technology being sought?
a. Answer: BLM uses a wide variety. Each task will set forth the specifics. Please see the attachment provided in the solicitation but we will confirm specifics regarding enterprise licenses?
2. Are there any other apps to be moved to this requirement in the future?
a. Answer: Yes. Things may drop off and others may be added in the future.
3. What is the site for performance?
a. Answer: There will be a mix of on-site and off-site. Guidance will be provided as needed.
Ideally we would all be virtual, but we will provide guidance and ask proposals to provide your vision. Task orders will be competed as quickly as possible with the goal to minimize gap after April 1.
4. Section 3.2.2 identifies 44 support service tasks. Does the Government envision that all 44 support tasks fall under the classification for Applications Development Life Cycle, as it appears currently?
a. Answer: No, we’ll clean up the formatting issues in the solicitation documents that will resolve this.
