SPE602-26-Q-0702 Kuwait Truck Transportation Service Summary
This is a Solicitation for Commercial Items (SF 1449) issued by DLA Energy for tank truck transportation services of fuel products within Kuwait. The solicitation, numbered SPE602-26-Q-0702, was issued on June 18, 2026, with a quote deadline of July 13, 2026 at 8:00 A.M. EDT. The contract is a three-year Requirements Type contract with a six-month option period (October 1, 2026 through September 30, 2029, with option period October 1, 2029 through March 31, 2030). Quotes must be submitted via email to BulkFuelsBidCustodian@dla.mil and must include the entire quantity for each line item; partial quantities will not be considered. The solicitation is a small business set-aside for women-owned small businesses (WOSB) eligible under the Women-Owned Small Business Program.
The contractor must provide truck transportation for four fuel types: Turbine Fuel Aviation (JA1 and JP8), Diesel Fuel (DF2/ADO), and Motor Gasoline (MOGAS). Total quantities over three years are 46.5 million gallons (JA1), 1.2 million gallons (JP8), 82.35 million gallons (Diesel), and 7.4 million gallons (MOGAS), representing approximately 137.45 million gallons total. Transportation originates from various Kuwait Petroleum Corporation facilities (KAFCO, KNPC Shuaiba, KNPC Subhan/Ahmadi, and Mina Refinery) and destination points include Camp Buehring, Ali Al Salem, Al Jaber, and other Defense Fuel Supply Point locations. Evaluation is based on two factors: Technical Acceptability (three sub-factors weighted equally: General Provisions and Performance Requirements, Quality Assurance and Quantity Requirements, and Deliverables) and Price. The responsible and technically acceptable offeror with the lowest total evaluated price will be eligible for award. Offerors must demonstrate compliance with extensive technical, quality assurance, security, and operational requirements detailed in the Performance Work Statement, including maintaining qualified personnel, providing properly maintained vehicles no older than seven years, maintaining insurance coverage, and submitting multiple plan deliverables (Contract Compliance Plan, Quality Control Plan, Transportation Plan, and Security Plan).

If the loss tolerance exceeds 0.5%, DLA Energy is entitled to the entire amount of the lost product, regardless of the cause of the loss. The Government reserves the right to offset any losses incurred during shipment against each invoice; however, the 0.5% loss tolerance applies only to normal operating losses. In the event there is evidence of theft or tampering, DLA Energy reserves the right to claim losses, even if they are less than 0.5%. The offset will be determined by the average of daily gains/losses per CLIN over the invoice period. The invoice period is defined as bi-weekly for this contract.
