About this file
These are three Supplemental Quality Assurance Provisions (SQAPs) issued by the Defense Logistics Agency (DLA) Energy that establish specifications and requirements for aviation and fuel products.
C16.09 - Turbine Fuel, Aviation (Jet A1) (January 2025): This SQAP specifies requirements for Jet A1 aviation turbine fuel (NSN 9130-00-753-5026). The fuel must conform to ASTM D1655 (latest version) or Defence Standard 91-091 for European, Middle Eastern, and Asian locations. Key modifications include microseparometer (MSEP) rating requirements of 85 minimum for fuel with Fuel System Icing Inhibitor (FSII), 80 for Corrosion Inhibitor/Lubricity Improver (CI/LI) alone, and 70 when both additives are present. FSII shall be Diethylene Glycol Monomethyl Ether (DIEGME) at 0.07 to 0.10 percent by volume per ASTM D4171 or MIL-DTL-85470C. CI/LI must conform to MIL-PRF-25017H with Amendment 1 and be listed in QPL-25017. Static Dissipater Additive (SDA) conductivity limits are 50-600 picosiemens per meter. Metal Deactivator Additive (MDA) requires written consent from the procuring activity. Synthetic blend components and co-hydroprocessed synthesized kerosene must be approved under ASTM D7566, MIL-DTL-83133, and MIL-DTL-5624 with notification to the contracting point of contact.
C16.18-2 - Fuel Oil, Diesel (OCONUS) (December 2025): This SQAP covers diesel fuel for overseas locations (NSN 9140-00-286-5294). Product must conform to country-specific commercial/local specifications: Canada (CAN/CGSB-3.517), Central America (RTCA 75.02.17), Australia (Fuel Standard Automotive Diesel Determination), Philippines (PNS/DOE QS 004), Egypt (Egyptian Standard 16), Middle East (BS EN 590), and all other locations (ASTM D975). Contractors shall assume winter grade diesel for the performance period unless the schedule specifies both winter and summer grades. Fuel must be visually free of undissolved water, sediment, and suspended matter, with total particulate contamination not exceeding 10 mg/L per ASTM D6217. Afghanistan locations require Grade E diesel with -15°C maximum cold filter plugging point per EN 590. Caribbean PC&S locations require minimum 60°C flash point. Optional additives include fuel stabilizer/biocide per MIL-S-53021A and CI/LI per MIL-PRF-25017H with concentrations between minimum effective and maximum allowable levels listed in QPL-25017. Contractors must submit written exceptions or deviations to DLA Energy if unable to meet any characteristic requirements.
C16.69-1 - Gasoline Automotive, Unleaded, Regular (PC&S) (June 2017): This SQAP specifies regular unleaded automotive gasoline (NSN 9130-00-148-7103) by country: Australia (Fuel Standard Petrol 2001), Canada (CAN/CGSB-3.5-2001), Japan (JIS K 2202), Philippines (PNS/DOE QS 008:2012), Middle East (EN 228), and all other regions (ASTM D4814). Local specifications may be submitted for review and approval. Gasoline must meet Motor Octane Number (MON), Research Octane Number (RON), and/or Anti-Knock Index (AKI) limits per applicable country specifications, with allowable reductions for altitude and seasonal variations. Oxygenates must be limited to those permitted by Federal, State, and local environmental regulations applicable at the time and place of delivery and must be blended through mechanical mixing, agitation, or in-line blending prior to loading into transport equipment.

NATIONAL STOCK NUMBER PRODUCT NOMENCLATURE PRODUCT CODE
9130-00-753-5026 Turbine Fuel, Aviation, Jet A1 JAl
Supplies delivered under this contract shall conform to all Federal, State, and local environmental requirements applicable to the geographic location of the receiving activity on the date of delivery. This includes delivery of fuel and documentation in a manner consistent with any existing or after-imposed Title V (Clean Air Act) Permits. The list of such requirements contained in this contract is not intended to be a complete list, and the Contractor shall be responsible for determining the existence of all such requirements. Selected regional environmental requirements are highlighted in the SPECIFICATIONS (CONT'D) clause. In the event that a Federal, State, or local environmental requirement is more stringent than a fuel specification contained in this contract, the Contractor shall deliver product that complies with the more stringent fuel specification. Product that fails to meet the more stringent fuel specification will be considered to be a nonconforming supply. Product(s) to be supplied shall fully meet the requirements of the applicable specification(s) as cited above. In the event that compliance with the more stringent fuel specification causes the contractor to incur additional costs, the contractor may request an equitable adjustment.
(a) PRODUCT REQUIREMENTS. Product shall conform to the latest version of ASTM Dl655: Standard Specification for Aviation Turbine Fuels with the following modifications. For European, Middle Eastern, and Asian Locations Only: product shall conform to the latest revision of Defence Standard 91-091.
(b) SPECIFICATION MODIFICATIONS.
(1) Microseparometer (MSEP).
(i) The following MSEP ratings apply in the presence of the additives listed below. Values apply at point of manufacture:
Jet A1 Additive MSEP Rating, min.
Fuel System Icing Inhibitor (FSII) 85 Corrosion Inhibitor/Lubricity Improver (CI/LI) 80
Fuel System Icing Inhibitor (FSII) and Corrosion Inhibitor/Lubricity Improver (CI/LI)
(A) MSEP shall be performed on unadditized Jet A that has a custody transfer point on the distribution system using, D7224 or D8073. If either method is not available testing may be conducted with D3948. Passing results (min 85) for D3948 will be considered acceptable. Test failures using D3948 shall be retested using D7224 or D8073. If fuel passes D7224 with a minimum limit of 85 or D8073 with a limit of 88, the fuel is acceptable with no further action.
(c) ADDITIVES: Additives shall not be premixed with other additives before injection into the fuel.
(1) FUEL SYSTEM ICING INHIBITOR (FSII). When FSII is required by contract line item
(i) The fuel shall contain 0.07 to 0.10 percent by volume FSII.

(iii) When using the 20-ounce aerosol can to introduce FSII during over the wing refueling, determine the fuel quantity and calculate the amount of required additive. This additive shall be added gradually during filling to permit proper blending in the fuel. One can of aerosol additive will inhibit 180 gallons of fuel to 0.087 percent by volume. The use of aerosol FSII is not permitted for U.S. Navy aircraft refueling.
