About this file
This is a Performance Work Statement (PWS) for the Davis-Monthan AFB Dorm Keytrak Update/Upgrade Project, which requires a contractor to provide, install, program, and configure a complete electronic key management system for dormitory use at Davis-Monthan Air Force Base.
The contractor must deliver a floor-standing, wheeled Keytrak system (brand name or equal) capable of holding a minimum of 2,500 keys with a physical footprint not exceeding 8' L x 6' H x 3' W. The system must include lockable, stackable steel drawers holding a minimum of 240 keys each, a 22" to 32" color flat touchscreen monitor with integrated USB fingerprint scanner, WiFi or hardwire network connectivity, and manual disengagement capability via specialty key during power outages. The software must run on Microsoft Windows 11, operate stand-alone or networked without requiring constant internet connectivity, with all backup data stored locally on CDRW or network drives rather than cloud storage. Security features include multiple login methods (username/password, biometric fingerprint, CAC/TWIC card readers), user profile-based access restrictions, and key tags with microchips and QR codes for automatic identification and transaction recording. The system must support API integration, secure data import/export via FTPS and SFTP, remote access licenses, push reporting with automated email/text distribution, work order tracking, maintenance records, and complete data overwrite capabilities upon lease or semester end. The contractor must provide all installation and training using company employees, deliver a standard warranty, and maintain 24/7/365 support availability. General requirements include designating primary and alternate contract managers with minimum three years' relevant experience, obtaining employee ID badges, complying with all DMAFB security protocols (traffic laws, random searches, weapons prohibitions), environmental and fire safety regulations, and providing two copies of all maintenance manuals and warranty documents upon completion.
