About this file

This is a Performance Work Statement (PWS) for the Davis-Monthan AFB Dorm Keytrak Update/Upgrade Project. The contractor must provide, install, program, and configure a complete turnkey electronic key management system with full troubleshooting and repair support during initial setup. The system must be a floor-standing, wheeled cabinet design capable of holding a minimum of 2,500 keys with a physical footprint not exceeding 8' L x 6' H x 3' W. The system requires lockable, stackable steel drawers (minimum 240 keys per drawer) and a 22" to 32" color flat touchscreen monitor with integrated USB fingerprint scanner.

The software must be PC-based and capable of running standalone or networked without requiring constant cloud connectivity. It must operate on licensed Microsoft Windows 11, store all backup data locally on CDRW or network drives, and include API integration with secure file transfer protocols (FTPS and SFTP). Security requirements include multiple login methods (username/password, biometric fingerprint, CAC/TWIC card readers), user profile-based access restrictions, and key tag tracking using microchip technology with QR codes. The system must track individual key assignments with due-back dates, run diagnostics after power outages, and track maintenance records and work orders. The contractor must provide installation and training using company employees, deliver two copies of maintenance manuals and warranty documents upon completion, and maintain 24/7/365 support availability. Work site preparation requires coordination with the Facility Manager, compliance with all permits and environmental requirements, daily waste removal, and daily cleanup. Government hours of operation are 7:00 a.m. to 3:30 p.m., Monday through Friday, excluding federal holidays and base-approved down days.
