About this file
This is Addendum 1 to the bid specifications for KEYS Bid 20-25, issued by Keys Energy Services, a municipal electric utility in Key West, Florida, addressing substation lattice structure repairs and restoration across six substations. The project encompasses repairs to 67 steel lattice structures and their concrete foundations at Big Coppitt, Big Pine, DVAR, Kennedy Drive, Stock Island Switchyard, and US1 substations. The awarded contractor is responsible for procuring all materials and performing site inspections to determine exact specifications, as individual part drawings are not available. Steel requirements specify ASTM A572 Grade 50 or equivalent with galvanizing per ASTM A123 (no quench). Replacement steel ranges from 1.5 x 1.5 inch to 8 x 8 inch angled steel with thicknesses between 0.20 and 0.60 inch. The lattice structures vary in height, base width, and material dimensions across substations. Bidders may schedule escorted site visits by contacting Samuel Gaccione at Samuel.Gaccione@KeysEnergy.com to inspect substations prior to bid submission. Electronic proposals must be submitted by 10:00 a.m. on Tuesday, August 19, 2025, with contract award anticipated in September 2025 and project completion by February 2026.
The project is open to all qualified contractors without specific set-asides for disadvantaged enterprises. Keys Energy Services did not provide an estimated project value, as the procurement is structured to solicit competitive bids. Contractors must submit bid bonds or certified checks for 5% of their total proposal and provide detailed labor and material costs for each substation location, plus a $10 indemnity fee, on a not-to-exceed pricing basis. Bidders must demonstrate compliance with extensive insurance requirements, including commercial general liability, environmental impairment liability, and workers' compensation coverage. No union requirements apply to this project. Keys Energy Services reserves the right to reject any or all proposals and waive irregularities in the procurement process.
