About this file

This Agenda Item Summary Sheet concerns Keys Energy Services, a municipal electric utility in Key West, Florida, and documents the award of a contract for substation lattice structure repairs and restoration identified as KEYS Bid 20-25. The project encompasses comprehensive restoration work across six substations—Big Coppitt, Big Pine, DVAR, Kennedy Drive, Stock Island Switchyard, and US1 Substation—targeting 67 steel lattice structures comprising 244 total legs and their concrete foundations. The scope of work includes structural steel restoration, thorough cleaning, weatherproof coating application, and structural repairs as needed. Keys Energy Services received four competitive bids in response to the Request for Proposals, with proposals due by 10:00 a.m. on Tuesday, August 19, 2025. The contract was awarded on October 8, 2025, with an anticipated project timeline spanning from contract award in September 2025 to final project completion by February 2026.

The contract has been awarded to Osmose Utilities Services, Inc., the lowest compliant bidder, in the amount of $433,726. This award represents a significant cost advantage compared to the other qualified bidder, Michels Power, Inc., which submitted a proposal of $692,383. The project is fully budgeted with funding sourced from account 1-30-107360-50-26003. The procurement aligns with Keys Energy Services' strategic plan objective of asset management through structured lifecycle planning prioritized on condition assessments, criticality, and risk profiles. The repairs and protective coatings are critical to enhancing overall reliability and extending the service life of the structures, which have been exposed to the Keys' corrosive saltwater environment. Terms and conditions were negotiated with the selected contractor in anticipation of award.

Agenda Item Summary Sheet Meeting Date: October 8, 2025

Proposer: Lynne E. Tejeda, General Manager & CEO Department: Engineering

Agenda Item #: 9b

AGENDA ITEM WORDING: Award Contract for Substation Lattice Structure Repairs and Restoration, Bid 20-25

REQUESTED ACTION: Motion to Award Contract for Substation Lattice Structure Repairs and Restoration, Bid 20-25, to Osmose Utilities Services, Inc. in the amount of $433,726

DISCUSSION: In early 2025, KEYS commissioned and performed a detailed inspection of the legs of 67 steel lattice structures across six KEYS’ substations. The inspection identified 56 legs which are degraded, requiring structural repairs, and recommended the application of weatherproof coating to the legs of all 67 structures and their concrete foundations. One location requires minor concrete repairs.

Given the age of the structures, and their ongoing exposure to the Keys’ corrosive saltwater environment, the repairs and coatings are critical to enhancing overall reliability and extending the service life of the structures.

KEYS issued a request for proposals seeking a qualified contractor to provide materials, labor, tools, and equipment to perform the structural and concrete repairs and apply protective coatings as recommended.

KEYS received four bids in response to the Request for Proposals. Staff recommends awarding the contract to the lowest bidder, Osmose Utilities Services, Inc.
