About this file

This is an addendum to Bid 05-25 issued by Keys Energy Services (KEYS), a municipal electric utility in Monroe County, Florida, for post-storm aerial damage assessment services. The procurement seeks qualified helicopter contractors to provide emergency response capabilities to assess infrastructure, utility, and vegetation damage following major storm events. Contractors must possess FAA Part 135 Air Carrier Certification and demonstrate mobilization capability within 24 hours of notification. Required assets include FAA-certified helicopters with doors-off capability, high-resolution GPS cameras, and pilots with a minimum of 1,500 total flight hours and commercial pilot licensure. Key deliverables encompass visual infrastructure inspections, safe flight pattern execution for damage assessment, and KEYS personnel transportation during emergencies. Proposals were due by 10:00 a.m. on Friday, August 29, 2025. The contract term is three years with potential extension for two additional one-year terms. KEYS intends to award multiple contracts to ensure FEMA compliance and maintain service availability during emergency situations.

Pricing includes a mandatory $10 indemnity fee per task order, with contractors required to submit rates for mobilization/demobilization, hourly operations, additional crew members, standby time, and optional onboard photo/video capabilities. Dispatch locations must be within 300 miles of KEYS' service territory, and contractors must maintain 24/7 contact availability and submit emergency mobilization plans. No specific set-aside designations or disadvantaged enterprise restrictions are explicitly mentioned in the solicitation. The comprehensive technical and operational requirements indicate a potentially significant contract opportunity, with the procurement emphasizing operational readiness, rapid mobilization, and effective post-storm damage assessment capabilities in the Florida Keys region.
