About this file

This document is an Addendum 1 for KEYS Bid 05-25, issued by KEYS (Keys Energy Services) for post-storm aerial damage assessment services during emergency situations. The bid opening has been extended to Friday, September 5, 2025, at 10:00 AM, with an electronic bid submission requirement. The procurement seeks a contractor to provide helicopter-based damage assessment services with specific requirements for aircraft, pilots, and deployment capabilities. Key specifications include FAA-certified helicopters with low-altitude flight capabilities, high-resolution cameras, GPS equipment, and a minimum 3-seat passenger capacity.

The contractor must hold valid FAA Part 91 and 133 certifications, maintain an emergency mobilization plan with 24/7 contact availability, and have dispatch locations within 300 miles of KEYS' service territory. Pilot qualifications include a minimum of 1,500 flight hours with low-level or disaster-related experience, a commercial pilot license, and demonstrated expertise in post-storm or emergency aviation missions. The contractor must be able to deploy within 24 hours of activation, stage helicopters at pre-identified sites, and operate from temporary landing zones as needed. The addendum modifies the original bid specifications, with the new terms taking precedence in case of any conflicts.
