Project 1 / Reference 1 - Organizational Development Two team members from our firm completed an organizational development project that optimized its increasingly unwieldy organizational structure for a large state agency department.

Goals of Engagement:

1. Provide an organizational structure to help deal with future growth and embracing the agency’s commitment to diversity, equity, and inclusion

2. Preserve a strong, collaborative decision-making structure that will allow decisions to be effectively implemented within the organization with a top-down approach.

3. Reduce the number of direct reports to the organization’s top leadership

4. Concentrate change at the headquarters leadership level (i.e., managers and supervisors)

5. Provide for new leadership roles and succession planning in the organizational structure

Size of Agency: Over 4,000 employees within this organization; 17,000 in the entire agency

Duration of engagement: Six months; July through December 2019

Scope of Engagement:

The project involved meeting with the agency leader to clarify the project goals, approach, and timeline. Our team members designed and implemented a strategy for interviewing key supervisor and manager leadership groups in the organization to gather their input and perspectives regarding a potential reorganization. The effort culminated with our team proposing a new organizational structure that would meet the intention of the project and the desired outcomes.

Historical Context:

The consultants conducted three group meetings that included input from 25 senior staff. Individuals who were not able to participate in person or who had additional thoughts shared them with the consultant in a telephone interview or in writing. This supported the important goal of ensuring diversity of perspective.

In these meetings, staff were asked to comment on what was working well in the organization, what ideas they had for organizational change (i.e., what might not be working as well), and what concerns they had about a potential reorganization. The consultant looked for key themes in these comments, screening out issues that seemed to pertain to an individual supervisor or manager’s experience or a systemic issue that was clearly out of scope of the work.

Our team members applied current best practices in organizational systems design to assess and analyze the information gathered, and ultimately to provide guidance to the leadership on the recommended organizational structure.

After completing this work, the consultants met with the leadership and provided the following:

• General observations and common themes from the interviews

• Preliminary recommendations for structural organizational change

• Recommendations for follow-up work at the managerial level

• Implementation considerations and recommended for next steps

• A tailored project schedule and communication plan including key messages tied to implementation milestones

Results:

The recommendations for reorganization and the supporting plans proposed by our team were rapidly adopted by the leadership. Roles and responsibilities were assigned, and the organization began implementation. As a result of our engagement, the customer achieved the following outcomes:

1. Established a refined and realigned organizational structure that positions them to adapt to future growth

2. Engagement of staff that is consistent with their commitment to diversity, equity, and inclusion

3. Clear lines of business with decision-making delegated to the lowest appropriate levels

4. Fewer direct reports to the organization’s top leadership

5. Increased opportunities for leadership growth for mid-management that will support succession planning and preserve institutional knowledge

The leadership of this organization has continued to seek out consultation from our team as they moved through implementation and into sustainment of the change.

Project 2 / Reference 2 - Organizational Development

Two team members have been teaching the Creating Psychological Safety Through Conversations workshop at a college for two years. It is one of four courses designed and developed by our team members that make up the Building Resilient Teams certificate program offered through the college.

Goals of Engagement:

Upon completion of this course, participants can:

1. Approach difficult conversations in the workplace with an open mind and clear set of principles

2. Understand how to view situations from others’ perspectives

3. Gain the ability to share their own perspective in a safe and effective way

4. Learn how to collaboratively align the goals of the team

5. Design agreements that build commitment and action

6. Create safe conversations that bring the team to common understandings

Size of Organization: Over 6,100 enrolled participants, 30% of whom are in a workforce program

Duration of Engagement: Ongoing since January 2019

Scope of Engagement:

Create and deliver coursework that will enable participants to gain and refine essential personal and professional communication skills, including creating psychological safety.

Historical Context:

Effective, efficient organizations need employees who are skilled in having inclusive, diverse, purposeful, and meaningful conversations and dialogue. It is more critical today than ever before, and essential for all organizations who are trying to further their diversity, equity, and inclusion programs.

The Creating Psychological Safety Through Conversations course was conceived, designed, developed, and launched by two of our collaborating team members. The classes are offered through [college] to all Washington State Government employees and the public.

Since January 2019, it has been offered each quarter as an intensive three 8-hour day event. This course is designed to help people understand and implement communication strategies that work in concert with the human brain and nervous system, rather than against it. It is an especially effective course for supervisors and managers who feel they are reaching dead ends with their communication efforts.

The intension of this course is to help equip the participants with tools to effectively build a team culture that is supportive, aware, and connected by helping them develop roads to effective communication.

At the completion of the course, participants are equipped to:

• Create compassionate, inclusive, and respectful interactions by exploring the connections between biology and psychology when conversations go well and when they go poorly.

• Build critical conversation skills to encourage understanding and growth within their team and for themselves.

• Explore different types of conversations, including the purpose of each and how they impact trust and safety.

Conversational skills are taught through learning practical, memorable, step-by-step methods that are the catalyst to meaningful, energizing, and effective conversations. Participants learn how to transform disagreements into collaborative and strengths-based solutions, discovering how to effectively build consensus and identify pathways forward.

Results:

• Over 50 individuals have completed the course and enrollment continues,

• We have been consistently requested to teach this popular course each quarter, and

• Overall participant rating for coursework has been a 6.5 out of 7

Participants have found value in the concepts taught by the instructors from our team, saying the following in response to completing the course:

“It's a great mix of dynamic interaction and lecture.

This is not mainstream material, and the instructors bring it down to an understandable and applicable level.”

“I like that the instructors established psychological safety before teaching us psychological safety.

Demonstrations that hold weight over talk or theory.”

“The instruction team is amazing. Great instructors with real world experience that is invaluable.”

“The best courses I've taken learning this [type of] material. These tools will serve me in all facets of my life for the rest of my life.”

Project 1 / Reference 1 – Change Management

Our company provided Organizational Change Management services on a high-profile Level 3, first-in-the-nation system integration and modernization project across two large state agencies.

Goals of Engagement:

1. Engage at least 30% of the 35,000 external users during the early access phase of the system implementation,

2. Identify, analyze, plan, and execute needed business process changes,

3. Prepare 3,000 staff to successfully adapt to the change, and

4. Train supervisors and managers on how to lead their staff through change

Size of Agency: Over 17,000 total agency employees

Duration of engagement: Two years, ending June 30, 2016

Scope of Engagement: Provide expert OCM services to ensure readiness of approximately 35,000 external users and 3,000 staff across the state and address 289 business process changes.

Historical Context:

Our firm was contracted to implement an OCM framework and lead a team of state OCM/Readiness staff through the application of the framework to achieve readiness for a major business and system modernization effort. The 35,000 external users across the state were:

• Not typically technically savvy,

• Diverse culturally and in terms of preferred spoken language,

• Diverse in age, ranging from individuals in their 20s to those in their 80s,

• Dispersed across the state, and

• Historically slow adopters of change

This project would require them to change the way they reported their information from a simple phone-based process reporting a couple of data elements, to an online system that required reporting several additional data elements. Given these characteristics, the project’s executive sponsor set a goal of 30% engagement of this group during the early access phase of this system.

Our team member led a team of 9 state staff in the operation and implementation of the change management effort. Our team member successfully implemented our firm’s customized change management framework for this extraordinarily complex, first-in-the-nation Level 3 system integration and modernization project. This integrated OCM framework blends the art and practice of change management, transition management, and project management to produce measurable, tangible, sustainable results.

The approach also addressed the diverse needs of the stakeholders, providing information that met the stakeholder needs and was delivered in multiple formats. This resulted in more inclusion, leading to increased awareness of the change among stakeholders, and ultimately, in high levels of engagement prior to the implementation.

Results:

By using our firm’s OCM framework on their project, the sponsor had quantitative metrics that enabled them to know exactly how ready the staff, stakeholders, and business processes were for implementation.

We are extremely proud that our OCM effort achieved the following project-related results:

• Over 35,000 external users o 92% engaged with the system during early access phase (exceeded sponsor goal of 30%) o Stakeholder usage of the system normalized in 3 months (rapid adoption)

• Over 3,000 staff users o Significant transition activities supported 61 business areas across 2 agencies to resolve 289 unique business process changes o 98% of business process readiness tasks completed ahead of go-live; with all critical tasks completed prior to implementation

On a more granular level, readiness assessments were performed by our team member which informed project sponsors on progress in key areas regarding staff and management perceptions of readiness (see table below). The data clearly shows progress through the individual change process, and increased understanding of managers and supervisors on how to fulfill their role as change champions and support their staff through the transition.

On a more enterprise level, the customer’s staff who worked on the project as part of the readiness team experienced a significant increase in their capabilities to plan and implement change. The customer continues to benefit from the knowledge transfer that occurred as staff now demonstrate competency in applying OCM on other change initiatives.

The customer was extremely pleased with the results of this engagement and has continued to seek our firm out to provide OCM services on additional high-profile innovative efforts, both technical and non-technical in nature.

Project 2 / Reference 2 - Change Management

One of our firm’s team members led a project to implement an enterprise change management program for a large federal government entity.

Goals of Engagement:

1. Plan and implement an enterprise change management program

2. Utilize Prosci® methodology as the primary framework

3. Establish a team of OCM practitioners who are trained and certified in the Prosci® methodology

4. Launch a community of practice for the organization

Size of Agency: Over 15,000 total employees

Duration of Engagement: Three years, beginning in 2016 and concluding in 2019

Scope of Engagement:

Establish an organizational change management practice that is applied across the enterprise and scalable for changes small to large, and programmatic, process or technical in nature.

Historical Context:

Following a strategic alignment workshop in the fall of 2015, the entity identified the need to improve its outcomes by establishing an enterprise change management office, installing an Administrator, and obtaining requisite training moving forward. Our team member was assigned as the lead for the effort.

The organization was diverse with regards to:

• Gender, age, and ethnic backgrounds,

• Cultural among individuals, business units, and hierarchical structure

• The types of work performed across the entity, and

• Interest and willingness of individuals to adopt an OCM methodology

Our team member successfully implemented a change management office that includes, but is not limited to, the following characteristics:

• Planning: all potential change projects perform a variety of assessments with the objective of determining organizational readiness, change characteristics, associated risk, change saturation, as well as sponsorship, project management and preparation.

• Assignment and support of roles: assessments are made to determine current state maturity within the attributes of leadership, skill, standardization, project, and process.

• Shared vision: future state vision is developed, gaps identified, and tactics developed to bridge those gaps and to realize the future state.

Our team member performed multiple OCM Capability Maturity Assessments to measure results of the organization’s adoption of the enterprise change management methodology. After the initial baseline assessment, a gap analysis was performed, and tactics were developed with representation across the organization to address areas in need.

Following the second assessment, a new focus was put on leadership, specifically sponsorship training and awareness of roles and expectations, as well is the focus on integration with project management and the organization’s lean initiatives outlined in the following section.

Results:

The organization achieved the following results from this effort:

1. An enterprise change management program was successfully implemented and is currently being sustained within the organization,

2. Prosci® methodology is the primary framework used by the organization,

3. Eleven OCM practitioners were trained and certified in the Prosci® methodology, and

4. A community of practice was implemented to share successes

The methods and approach used for this effort continue to be leveraged by the organization today.

An overview of the assessment results is illustrated below, showing significant growth in all areas of the organization’s change management maturity, as an outcome the implementation of this program.

Further, the organization’s maturity in application, competencies and standardization were observed because of the efforts in demonstration projects, team training and execution, and standardization of approach and language. Socialization improved as well as the success of project outcomes became known. When areas require more focus, representatives from across the organization now have processes in place to conduct a gap analysis and implement strategies to achieve continued growth and sustainment of the enterprise change management office.

Finally, the entity’s headquarters has now adopted the methodology for its upcoming corporate-wide information-technology database replacement. This is an expansive project impacting tens of thousands globally over the next five years. Our team member is called upon frequently to introduce the methodology and provide consultation.
