About this file

This document contains questions and answers regarding a potential blanket purchase agreement for locksmith repair services and maintenance at Peterson Space Force Base in Colorado. The agreement would be used on an as-needed basis, with no set limit on the number of security containers and safes requiring repair. Typical repair times for safes range from 3 to 5 hours if the lock can be replaced without drilling, and 2 to 7 days if drilling is required to access the lock. Offerors should submit pricing based on the line items in the Performance Work Statement and Attachment 3, with the government paying for each job upon request. Invoicing would occur on a call basis, with payment made via government purchase card for authorized work requests to repair safes experiencing issues.

Text version

1. How many hours will need to be dedicated, on average, for each call?

The number of hours it takes to repair a safe is usually based on two criteria. If the lock is able to be replaced without having to be drilled out, the typical repair time is 3-5 hours dependent on the availability of the replacement lock. If the lock must be drilled out in order to open the safe and replace the lock, then that can take anywhere from 2-7 days dependent on whether it is a red or black label safe. One must have the safe drawer facing completely replaced while the other can have the hole drilled repaired.

2. What is the number of security containers and safes that might need repair?

There is not a set limit of safes that need to be worked on as this will be a Blanket Purchase Agreement (BPA) and will be used on an As-Needed Basis. This service is not for a scheduled, consistent, reoccurring service upon a known number of safes, containers, or locks.

3. How would you like this offer submitted?

Please submit your offer based off the Performance Work Statement (PWS) and Attachment 3 - Service List for Pricing. The line items are 1 Each as the government would pay based off the work requested in each call.

4. How will we go about invoicing for this project? Is it on an on call basis?

Yes, an authorized caller would request work when a safe is having issues and the government would pay via GPC.
