OTHER USHMM SOLICITATION REQUIREMENTS
SECTION B (CONT'D) – SUPPLIES AND SERVICES AND PRICES/COSTS
B.1 SUPPLIES AND SERVICES
B.1.1 Upon award, the awardee ("Contractor") shall provide management, supervision, labor, equipment, supplies, and veterinarian services necessary to fulfill the United States Holocaust Memorial Museum's ("USHMM" or the "Museum") Explosive Detection Canine Team ("EDCT" or "Services") as further described in Section C, below and otherwise in the awarded Proposal, thereby assisting its Division of Protection Services ("DPS") in creating and maintaining a safe and secure environment while presenting themselves in a manner appropriate for a museum environment and memorial to the victims of the Holocaust.
B.1.2 Contractor personnel assigned to the Contract ("Contract employee(s)") shall perform Services at USHMM facilities, including both the Museum building and the adjacent Ross Administrative Building ("Ross") at 100 Raoul Wallenberg Place, SW, Washington, D.C. 20024- 2126, at USHMM's off-site facility, The David and Fela Shapell Conservation, Collections and Research Center ("Site II" or the "Shapell Center") in Bowie, MD, off-site special events venues and if required, off-site facilities including those of other government agencies/organizations.
B.1.3 USHMM maintains leased additional office space in the Portals III office complex, located at 1201 Maryland Avenue, SW, Washington, DC 200024 and reserves the right to require temporary additional services ("TAS") there on an optional basis.
B.2 PRICING STRUCTURE
B.2.1 Labor Categories and Rates. The Offeror/Contractor shall submit fully-burdened hourly rates established for all relevant labor categories to be used for performance and billing hereunder in the manner established at paragraph L.09.1.1, below. The minimum wage rates, excluding Health and Welfare benefits, are included in Exhibit 1.
B.2.2 Renewal rates for each of the prospective option years shall not exceed the previous year's labor rates plus the percentage increase for U.S. City Average for the most recent twelve-month period (Consumer Price Index for All Urban Consumers: Selected Areas, all items index).
B.3 PRICINGWARRANTY. Contractor warrants that the prices for the supplies and services under this Contract are not greater than the prices charged by the Contractor's most favorable customer under similar circumstances.
B.4 DOCUMENTATION REQUIRED BEFORE CONTRACT START-UP. Contractor shall support a transition of services from the incumbent/predecessor Contract, by submitting the following to the COR within 30 days of Contract start-up:
B.4.1 High season staff supplementation plan (as described in paragraph C.2.3.09, below)

B.4.2 A list of all firearms to be used or stored on USHMM premises, including serial numbers discussed in paragraph C.5.4.2(1), below)
B.4.3 On the job training program plan (as described in paragraph C.6.2.1, below)
B.4.4 A complete Quality Control Program ("QCP") (as described in paragraph E.3, below)
B.4.5 A plan for filling open posts (as described in paragraph F.2.04, below)
B.4.6 A list of all Contract employees, their respective Contract start dates, shift assignment, and position identifying part-time or full-time status (as described in paragraph G.2.2, below)
SECTION C – DESCRIPTION, SPECIFICATIONS, STATEMENT OFWORK
C.1 BACKGROUND. USHMM is an independent establishment of the United States government. USHMM is the national institution for the documentation, study, and interpretation of Holocaust history and serves as this country's memorial to the millions of people murdered during the Holocaust. USHMM's primary mission is to advance and disseminate knowledge about this unprecedented tragedy, preserve the memory of those who suffered, and encourage its visitors to reflect upon the moral and spiritual questions raised by the events of the Holocaust.
USHMM's ability to provide for the security and safety of its staff, visitors, property, and collections is paramount to the successful operation of the Museum. As such, and with an increasing number of visitors and events, USHMM's DPS has an uncompromising need to detect the presence of explosive material(s) and/or devices introduced onto Museum property in delivered and hand carried packages. The EDCT will be required as needed to examine such items delivered by vehicles, couriers, abandoned by visitors and/or other persons on USHMM property, including off-site USHMM locations or adjacent areas.
C.1.1 Site II, The Shapell Center. The Museum's Collections are permanently housed at the David and Fela Shapell Family Collections, Conservation and Research Center. The Shapell Center is a two story, 103,000 square foot facility, located on approximately nine acres in Bowie, Maryland. The facility includes a 108 space exterior vehicle parking area, including 7 handicap spaces, along with a high security entry guard booth. The Shapell Center is a state-of-the-art facility that features highly specialized laboratories and climate-controlled environments where a wide variety of media are treated and preserved. The Shapell Center serves as a hub of activity supporting acquisitions, education, and scholarship to ensure that future generations will continue to honor the memory of Holocaust victims and learn from their history to build a better future. It is estimated the Shapell Center will be operated by approximately 85 full time staff members working on a weekday schedule. The site will also be visited by research and the public on a scheduled weekday basis. Special events will also be held at the facility. These events may include, but are not limited to, conferences, workshops, receptions for up to 400 persons, and visits by prominent and high level officials, including Presidents and heads of foreign governments. These visits may occur with little or no notice to management and may occur on weekends.

C.1.2 Public activities at the Shapell Center will largely be confined to the second floor research and library areas. Researchers will be scheduled and monitored by Museum staff while in these areas. Public activities may also include tours of the facility's laboratory and storage vaults. Tours will be approved, conducted and monitored by Museum staff members. Security services for researcher access and public events will include the verification and accommodation of parking access requests, vehicle inspections, parking directions, crowd control and monitoring during special events, and the inspection of personal belongings upon the departure of researchers in an effort to prevent artifact thefts.
C.1.3 Access to the site by vehicle traffic includes employee and Contractor privately-owned vehicles. Additionally, hired transportation companies may be used by both the Museum and private individuals to transport individuals to and from the site; buses, cabs or car services of varying types can be expected. Access to the loading dock(s) will only be permitted by appointment or by regular delivery service trucks, to include the United States Postal Service and various other delivery services (UPS, FEDEX, etc...)
C.2 GENERAL REQUIREMENTS
C.2.1 General Orders, and Post Orders. USHMM shall respectively issue "General Orders" and "Post Orders" to Contractor, providing explanation, guidance and procedure for specific duties that may arise within the Museum. Post Orders shall include a list of duties and requirements for Contractor K-9 officers. USHMM reserves the right to close a post temporarily or permanently or to have an officer reassigned to assist at another post. The COR will provide notification to Contractor's Project Manager or supervisor when changes are required.
C.2.2 Temporary Additional Services (TAS). USHMM may require Contractor to perform temporary additional services ("TAS") over and above the routine services specified, such as supplying additional officers and supervisors to staff before or after-hour events at USHMM, off site special events or to augment existing staff during periods of heightened security. Not counting USHMM's off-site special events, USHMM estimates that TAS will be required approximately 200 hours per Contract year, and all TAS assignments shall be issued by the COR.
The COR will normally provide a minimum of 24 hours' notice of increased staffing; however, as few as four (4) hours' notice may be given in case of exigent circumstances as such are communicated in writing to Contractor by the COR no later than 24 hours of the initial notice.
C.2.3 Contractor Duties/EDCT Services Defined. Contractor shall provide EDCT K-9 support as established in Post Orders, General Orders, at USHMM's request, and as otherwise described in Contractor's Proposal. Such support includes without limitation performance twenty-four (24) hours a day, seven (7) days a week, every day of the year (as detailed at Section F.2.5, below):
C.2.3.01 EDCT Services - Inspect all incoming packages, parcels, boxes, containers, vehicles or other items as deemed appropriate by the COR and as detailed in USHMM/PS regulations, post orders, or special orders for the presence of explosives or explosive devices;
search USHMM property, parking lot, perimeter and/or adjacent areas as COR may determine;
and perform certain auxiliary services as directed. Off-site special events may be subject to special COR instructions to be issued prior to/during the event.

C.2.3.02 Roving Patrols - Conduct security and safety roving patrols in accordance with routes and schedules established in Post Orders, at the direction of the COR, and as dispatched by Control Center staff. COR may request additional patrols due to special circumstances and real-world situations.
C.2.3.03 Museum Keys - Receive, administer, return, and account for all USHMM issued keys in accordance with USHMM policy and procedures. USHMM keys shall not be taken off the property unless approved by the COR. Misplaced or missing keys must be reported immediately to the Control Center and the COR.
C.2.3.04 Alarm Systems - Respond to and report on building fire, access control, and intrusion detection/alarm systems, and other protection devices or building equipment as prescribed by Post Orders, General Orders, and otherwise at the direction of the COR or Control Center staff.
C.2.3.05 Hazardous Conditions - Immediate reporting to Control Center staff all potentially hazardous conditions and/or items in need of repair, including, but not limited to, inoperative lights, leaky faucets, toilet stoppages, broken or slippery floors or sidewalks, broken glass, hazardous weather conditions, inoperative or malfunctioning alarms or security equipment or elevators, and any other security or safety/health hazards discovered inside USHMM buildings or on exterior premises.
C.2.3.06 Medical Emergency - When on scene, assist with medical emergencies and provide emergency first aid, CPR and use Automatic External Defibrillators (AED) equipment as may be explicitly requested and otherwise in accordance with established DPS practice and procedures detailed in Post Orders and General Orders. This may entail lifting very large and heavy individuals. The Contractor must provide the USHMM K-9 handler AED/First Aid certifications prior to working on a USHMM site.
C.2.3.07 Civil Disturbance - The K-9 units will assist in Civil Disturbance situations as needed or requested by the COR.
C.2.3.08 Special Escort - Provide security escort duties for special visitors and VIPs in the Museum and/or assist in providing executive protection for high profile visitors as assigned by the COR.
C.2.3.09 Incident Reports – K-9 Officers will submit statements or incident reports when requested by the COR.
C.2.3.10 Other Duties - Contractor shall support USHMM activities and facilities and assist USHMM staff and/or visitors as may be reasonably requested by the COR including without limitation taking inspected materials to the Lost and Found, opening and securing doors and gates, etc.
C.3 CONTRACT PERSONNEL. Before being assigned to any USHMM facility, and to be
USHMM RFP 95476725R1000 5 of 66 [EDCT Services] eligible to perform this Contract, each Contract employee must meet the following requirements to the satisfaction of the COR:
C.3.1 General Requirements. All Contractor personnel assigned to this contract must be United States of America citizens and have a minimum of five (5) years’ experience demonstrating:
C.3.1.1 The ability to meet and deal tactfully and politely with the public;
C.3.1.2 The ability to read, write and speak the English language fluently;
C.3.1.3 The ability to read, understand and apply printed rules, detailed orders, instructions, and training materials;
C.3.1.4 The ability to follow through with instructions;
C.3.1.5 The ability to maintain poise and self-control under stress;
C.3.2 Project Manager/Handler
C.3.2.1 Contractor will assign a project manager to control and manage the overall administration of this Contract. The term "Project Manager" (PM) shall mean a person, designated in writing by the Contractor, who has complete authority to act for the Contractor on a day-to-day basis. Contractor shall provide the name, telephone number, and address of the project manager, in writing, to the COR and the Contracting Officer within seven (7) workdays after award of the contract.
C.3.2.2 Project Manager is not by itself a full-time Contract position; the Project Manager will not remain on-site other than to provide periodic supervision of the Contract.
C.3.2.3 The Project Manage, if scheduled as a on-site working handler, r must demonstrate the capability to maintain an efficient working canine unit while supporting the Museum's security objectives and have excellent, demonstrated interpersonal skills to maintain continuous liaison with the COR and other Museum staff.
C.3.2.4 The Project Manager shall dress in appropriate business attire.
C.3.2.5 The Project Manager shall have the authority to accept notices of deductions, inspection reports, and all other correspondences on behalf of Contractor. The Project Manager is responsible for the coordination and completion of all Contract administration and work requirements, special orders, and supervision of the EDCT, and other duties as required by the Government. The Project Manager shall report directly to the COR regarding the Services.
Specific duties and responsibilities of the Project Manager shall be detailed in USHMM provided Post Orders.
C.3.2.6 The Project Manager shall notify the COR of any onsite visits by Contractor officials/representatives senior to the Project Manager prior to the end of the next business day.

C.3.2.7 The Project Manager can assist in recruiting, interviewing, processing or hiring of Contract employees for the site. These duties should be performed by the Contractor's office/corporate structure.
C.3.2.8 Subject to the prior approval of the COR, the duties of Project Manager may be performed by a Contract employee performing EDCT services under this Contract.
C.3.3 Armed Officer/Handler - Fulfills duties of officer described above, excepting only duties specific to Project Manager, and wears the uniform described below.
C.3.4 Temporary Additional Services (TAS). [As described in paragraph C.2.2, above]
C.3.5 Training. [As described in C.6, below]
C.3.6 Replacement Personnel. All replacement personnel, to include the Project Manager, all handlers/officers shall possess the same qualifications and meet the standards, education, and experience, and training requirements specified in this Contract for the position for which they are reporting. Replacement employees must be authorized, uniformed, badged employees approved by the COR prior to reporting for duty under this Contract.
C.4 WORK SCHEDULING PROCEDURES. Contractor shall prepare the working schedule for all officers on separate schedules and post copies simultaneously both in the Contractor's onsite office.
C.5 UNIFORMS, EQUIPMENT & OTHER PROPERTY
C.5.1 General. USHMM shall furnish the following:
C.5.1.1 A minimum of one (1) telephone line and telephone for the conducting of official business. Contractor shall be responsible for payment of all unauthorized and/or toll phone call charges.
C.5.1.2 Museum Complex office space, storage space, lockers, kennel space, including office machines (as deemed necessary by USHMM) shall be assigned to the Contractor.
USHMM will also assign for use, to be shared with another federal agency, one security booth located at the entrance to USHMM parking lot area adjacent to the Ross Administrative Building. Office furniture will be supplied for the office area and the Project Manager's office.
USHMM shall provide a computer for the Project Manager. Contractor shall make no alterations or modifications to any USHMM furniture, equipment, facility or to any USHMM or other government property. Similar office/kennel space and equipment, based on the size and needs of the force detailed, will be assigned to the Contractor at the Shapell site.
C.5.1.3 All keys necessary for the Contractor to perform duties. Contractor will strictly enforce key control according to procedures provided by the COR, the Control Center staff, and/or DPS staff. Contractor shall be responsible for all costs incurred for re-keying when

Contract employees lose keys. (see, e.g., Exhibit 3, "Contract Adjustment Table") If Contract employees repeatedly lose keys, USHMM may deduct replacement costs from Contractor invoices.
C.5.1.4 USHMM copiers or fax machines, but solely for the performance of official USHMM business under this Contract.
C.5.1.5 USHMM forms as prescribed by the Contract, as well as supplies such as computer paper, copier paper, and computer ink cartridges. Contractor shall provide all other office supplies.
C.5.1.6 Classrooms for the on-site training of personnel employed by the Contractor, for the purpose of their understanding and operating all fire alarm systems, security systems, or devices and emergency operating procedures.
C.5.1.7 Building utilities and services in accordance with established USHMM operational procedures. This includes the use of concession facilities when open, restrooms, and the use of medical facilities when available for emergency purposes only.
C.5.1.8 USHMM will supply Multiple frequency, portable, hand-held radios, batteries, and battery chargers with specific instructions for use provided by the COR. USHMM will obtain all permits for the operation of such radio equipment over USHMM-identified frequencies in accordance with applicable federal regulations.
C.5.1.9 To each officer approved to work under this Contract and prior to posting, an USHMM identification badge/access card. Officers shall each be required to wear and keep their badges visible at all times while on duty. The badge must be returned to DPS on the individual's last day of work at USHMM, or at the time the officer is removed from this Contract.
C.5.2 Accountability for USHMM Property
C.5.2.1 FAR 52.245-1 GOVERNMENT PROPERTY (APR 2012) –

C.5.2.2 USHMM and Contractor will perform an initial joint inventory within ten (10) working days of the Contract start date. Thenceforth, Contractor shall perform and submit inventories of USHMM-furnished equipment to the COR on the first day of each month, and otherwise upon USHMM request.
C.5.2.3 Contractor shall use DPS Form 712, Property Accountability Record (Exhibit
4) to sign for and report all USHMM-issued property as required by paragraph C.5.2.1 (above).
C.5.2.4 Malfunctions of USHMM Property - Contractor shall notify the COR within one (1) calendar day of any malfunctioning USHMM equipment used by Contractor or Contract employees, and follow up with written notification within three (3) working days.

C.5.3 Uniforms
C.5.3.01 Contractor shall furnish and maintain, at no cost to Contract employees, all uniforms and equipment necessary and required for Contract performance, and assure all Contract employees wear the proper uniform while on duty. Contractor shall be responsible for the cost of cleaning, pressing, and repairing such uniforms.
C.5.3.02 The COR shall determine BDU uniform color. Contractor shall submit to the COR documentation itemizing the quantity of uniforms and equipment respectively in new, or at least good condition that Contractor has issued to Contract employees. Contractor shall supply to all uniformed Contract employees (i.e., all CLIN-identified Contract employees except Project Manager) the following items and minimum quantities:

C.5.3.03 Trouser legs must be hemmed at the point where they touch the shoe tops without causing a break in the crease lines. Trousers must also fit properly. Black socks must be worn and must be long enough so the skin does not show below trousers when sitting.
C.5.3.04 Contractor staff shall wear only insignia and pins, rank, etc., approved by the COR. Insignia and pins will be small and neat. Prohibited pins are pins which are unrelated to duties and/or do not present a neat appearance and/or clash with the uniform colors.
C.5.3.05 When attired in cold weather or rain gear, identification badges shall be worn above the left pocket of the outermost garment.
C.5.3.06 Cold weather jackets will be (BDU) or similar jackets. Embroidered name tags with a person's first initial and last name will be sewn to the right side above the chest pocket. “K-9 Team” will be sewn to the left side above the chest pocket.
C.5.3.07 Additional inclement weather clothing may be required for those officers required to perform duties while exposed to cold, rain, and other inclement weather conditions.
C.5.3.08 The uniform shall be worn on all posts.
C.5.3.09 Grooming & Overall Appearance – Contractor is responsible for assuring that all employees maintain a neat appearance in accordance with generally-accepted standards of the community, and the specific requirements of the Contract. All officers shall be in uniform and ready to begin work promptly at the start of their shift. Officers must be properly attired, in full
USHMM RFP 95476725R1000 13 of 66 [EDCT Services] uniform, and in compliance with uniform requirements anytime the uniform is worn on USHMM property, including strict observance of the following:
(1) No Contract employee shall enter on duty until he/she has approved apparel and accessories (e.g. no holes, rips, tears, missing buttons, broken zippers, or cut-off sleeves, trousers, or waist).
(2) Undergarments that can be seen through or above a uniform top or bottom must be natural in appearance to diminish attention to the undergarment.
(3) Hair shall be professional and office-appropriate in appearance, allowing for the proper wearing of any headgear. In all cases, hair shall not interfere with the proper wearing of any official headgear.
(4) Items used to hold hair in place shall be small and of a plain design.
(5) Tattoos are permissible on body locations to the extent they are not obscene and are free of any threatening or unprofessional material, such as swear words, nudity, gang signs and/or gang affiliations, and swastikas.
(6) Makeup, if worn, shall be in accordance with a professional office-appropriate setting.
(7) Fingernails shall be kept clean and professional in appearance. Fingernails shall be of a length that would not interfere with job performance, which is roughly less than or equal to one-quarter of an inch beyond the fingertip. While on duty, members shall not have any object affixed to their fingernails.
(8) Professional prescription eyeglasses may be worn. Mirrored and opaque sunglasses are prohibited for on duty use. Sunglasses shall be removed indoors.
(9) Perfumes, colognes and body sprays are discouraged, but if worn, shall be subdued and not overbearing or excessive.
(10) Officers may wear small, plain button earrings not to exceed one-half inch in diameter. Jewelry cannot interfere with job performance and must be in keeping with the seriousness and reverence of working in a living memorial
(11) Members shall not wear more than two earrings per ear.
(12) Members shall not wear any visible body piercings, except earrings in their ears, while in uniform or on-duty.
(13) Members shall not wear more than one bracelet (not to exceed one inch in width) per arm.
(14) Members shall not wear more than one necklace or neck chain (not to exceed
USHMM RFP 95476725R1000 14 of 66 [EDCT Services] one-quarter of an inch in width). Attachments such as pendants, charms, and medallions shall be covered.
(15) Members shall not wear more than two rings per hand. Wedding and engagement ring combinations are considered one ring.
C.5.3.10 Contractor shall conduct uniform inspections prior to the start of each shift to ensure that (a) Contract employees are well-groomed, (b) uniforms are clean and neatly pressed, and (c) officers are in possession of assigned equipment. Any Contract employees not meeting uniform requirements will not be allowed to work and the Contractor shall immediately assign a replacement officer to the vacant post.
C.5.4 Firearms and Ammunition
C.5.4.1 Standard Issue - Contractor shall furnish sufficient and approved by the COR, 9MM Semi-Auto, handgun, with three (3) magazines, proper holster and pouches, to equip each armed Contract K-9 handler employee while on duty. Personal weapons shall not be used or brought onto USHMM property under any circumstances. Other weapons loaded with 9MM ammunition will not be accepted by USHMM as meeting the firearms requirements provided above. Ammunition provided for all armed personnel while on duty will be the appropriate standard duty approved or equivalent as approved by the COR. Contractor shall provide and maintain appropriate and ample supplies of firearms and associated upkeep and maintenance equipment (cleaning solvents, lubricating oils, rods, brushes and cleaning patches, and other normal maintenance tools).
C.5.4.2 Storage & Handling - Contractor shall always handle firearms in a safe and prudent manner, including strict observance of the following procedures:
(1) Contractor shall provide to the COR a list of all firearms to be used or stored on USHMM premises, including serial numbers prior to start of Contract performance. Contractor shall keep the list current and provide it to the COR immediately upon a change or upon request.
(2) Contractor shall ensure that weapons are only loaded or unloaded using a COR approved, Contractor-provided clearing barrel.
(3) Loading and unloading of ammunition and the cleaning of firearms shall take place in designated areas only. All weapons and associated ammunition, when not in use, shall be stored and secured in the Contractor's office in a Contractor provided safe approved by the COR. Without prior written authority of the COR, no Contract employee shall have in their possession any ammunition for firearms at the time of their entrance upon USHMM property.
(4) All firearms shall be accounted for at each shift change. The K-9 handler shall make accurate receipt and return entries on USHMM DPS Form 737, Equipment Register (Exhibit 5).

(5) When contained and transported in an appropriate firearm storage bag/container, the Contractor may remove firearms and ammunition from USHMM premises for repair, inspection, replacement, or weapons qualification purposes. However, no firearms or ammunition may be brought on or removed from USHMM property without the prior, written approval of the COR, even by professional weapons couriers.
C.5.4.3 Contractor Inspection - The K-9 handler will ensure optimum operating conditions of all firearms shall be cleaned and oiled monthly or more frequently as weather and/or environmental conditions may require. Contractor shall maintain documentation of the aforementioned weapons maintenance and make such available to the COR upon request.
C.5.4.4 Ammunition shall be replaced annually with new ammunition. All weapons assigned to the site must be test fired annually. Upon completion of these respective requirements, the Contractor shall document its performance to the COR.
C.5.4.5 Contractor shall be responsible for licenses and permits required for weapons.
C.5.4.6 Contractor will be responsible for the purchase, storage, and issuance of ammunition for use while on duty. Contractor will also provide ammunition for the purpose of semi-annual Special Police Officer (SPO) license qualification as described provided in paragraph C.6.2.4, below.
C.5.5 Body Armor. Contractor shall issue to all Contract employees body armor that meets the standards set by the National Institute of Justice certification for Level IIIA. This requirement also includes the issuance of two body armor carriers. USHMM reserves the right to determine, in the absence of the Contractor making a determination, that the wearing of the body armor is mandatory while performing productive hours. USHMM also reserves the right to make the wearing of body armor mandatory during periods of heightened security or specific threat.
C.5.6 Supplementary Equipment
C.5.6.1 Canine Unit (K9/Dog) - The Contractor shall supply all traditional detection dogs needed to fulfill EDCT Services hereunder. In addition to a sense of smell, the dogs must be eager to perform this type of work. The animals must be intelligent, healthy, possess a stable temperament at all times, and be anxious to please their handler(s). Due to the presence of artifact, paintings, collectables, and one-of-a-kind items Contract dogs should not jump up or onto a target being searched.
C.5.6.2 Contractor shall provide a holding kennel of a size appropriate for the canine, and all canine-related equipment such as leashes, muzzles, grooming equipment, water pan, food, vitamins, and whatever is necessary to maintain the canine during duty hours.
C.5.6.3 Contractor shall pay all veterinary expenses.

C.5.6.4 Contractor shall supply each officer with supplementary equipment including, but not limited to: notebooks, pens, pencils, replacement flashlight batteries and bulbs, traffic control safety apparel (reflective vests, gloves, traffic batons, etc.), as appropriate to operations.
Officers shall not be permitted to provide themselves with unauthorized supplemental or personal equipment, such as chemical agent devices, concealed firearms, knives, "come-alongs," or other non-standard items.
C.5.6.5 Contractor shall provide and maintain an adequate supply of operable and reliable flashlight batteries and flashlights onsite in addition to those supplied with uniforms.
Cell and smartphones are authorized on USHMM locations to be used as a backup if the radio cannot be used.
C.6 TRAINING
C.6.1 General
C.6.1.1 Contractor shall maintain a training facility legally permitted for explosives, at which Contractor keeps a sufficient amount of explosives to train its EDCT personnel and to simulate a car/truck bomb. However, subject to the prior, written approval of the COR, US Department of Transportation-certified non-hazardous explosives may be substituted for live explosives for purposes of canine training and testing.
C.6.1.2 All Contract employees must successfully complete all initial training requirements required hereunder for their respective positions prior to undertaking their assignments or be subject to disqualification from service eligibility by the COR. To assure timely postings, Contractor shall regularly update and provide the COR with a list showing all Contract employees' respective progress through the training, re-training, certifications, and re-certifications required hereunder. Contractor is hereby placed on notice that USHMM shall not waive any training requirements.
C.6.1.3 All Contract employees shall maintain a level of proficiency acceptable to USHMM. USHMM reserves the right to require remedial training of any Contract employee exhibiting unacceptable skill or knowledge levels and/or their removal from the Contract.
C.6.2 Contractor-Provided Training
C.6.2.1 On the Job Training - Contractor must provide to USHMM, within 30 days of Contract start, the on-the-job training (OJT) program it plans to use for orientation of new Contract employees to the site. This shall include a minimum of four (4) hours orientation and post observation administered no later than the beginning of the tour of duty on the first day a handler is assigned to the facility.
C.6.2.2 Baton Training - Before Contract employees may perform duty hours carrying a baton, they must successfully complete certified baton training. Contractor shall provide certificate copies to the COR.

C.6.2.3 Firearm Training - Before Contract employees may perform duty hours as an Armed Officer/Handler hereunder, they must successfully complete 40 hours of firearm training and qualify for Special Police Officer (SPO) commissions as required by the District of Columbia, Security Officer Management Branch (SOMB) or by the Maryland State Police, as appropriate. As proof of successful completion, the Contractor shall submit to the COR the SPO Firearms Course Certificate (Exhibit 6). No other form will be accepted for satisfying this requirement. Contractor shall likewise provide any official bond required, and pay any fees or cost involved or related to the appointment of officers as SPOs hereunder. Contract employees serving as Armed K-9 Officers must successfully complete the SOMB/Maryland annual firearms requalification with 9MM semi-auto handguns prior to the expiration date of the SPO commissions.
C.6.2.4 Handler Certifications/Training - Consistent with the provisions of Section E (Inspection and Acceptance) below, Contractor shall provide the COR with proof of qualifications for all Contract staff prior to start of performance, including training certificates of completion and a written description of training content.
(1) The handler shall have (a) demonstrated a minimum of five years' experience as a canine explosive search handler training, cross-training, and/or working in a military, U.S. Government, or law enforcement agency or organization and (b) hold a certification from an accredited law enforcement agency, military or U.S.
Government agency or organization. The COR will determine if the certification provided by the Contractor is sufficient to meet U.S. Government requirements for EDCT.
(2) During the Contract period, the Contractor must successfully complete all new Federal Government certifications as stated in future Government guidelines, regulations or policies. Documentation of all certifications during the course of the Contract should be sent to the COR within one week of the certifications.
Note: Certification failures shall be sent to the COR immediately. Contractor will remove from the duty station any handler/canine who lacks the requisite experience and/or a full complement of valid, up-to-date, and approved certifications.
(3) The handler shall undertake annual training with completed ongoing, continuing education that addresses topics like:
● Explosive Chemistry
● Explosives detection
● Search techniques/Suspicious packages procedures
● Explosives disposal
● Special event sweeps
● Improvised explosive devices
● X-Ray Interpretation
● Vapor explosive detection equipment (trace machine)
● Radiation detector equipment

● Bomb incident management
● Hazardous Materials meeting the requirements of CFR 1910.120(q)(6)(i)
(First Responder Awareness Level)
C.6.2.5 Canine Certification/Training - Consistent with the provisions of Section E (Inspection and Acceptance) below, the Contractor shall provide the COR with proof of canine qualifications (past and present training, medical records, and other supporting documentation) prior to the start of performance. The Project Manager shall be responsible for maintaining training records for Contractor's canine unit to meet all Contract training and competency requirements, reviewing such records on a quarterly basis.
(1) Contract dog(s) shall have detection reliability in excess of 95%. They shall be trained to disregard artificial distractors (substance(s) purposely placed in the article to confuse them). They must be trained to sit to alert the handler that explosive materials have been located and not to paw or retrieve an explosive chemical or device.
(2) Contract dog(s) must be continuously trained a minimum of two hours daily by their handler(s) to maintain peak performance. They shall also have undergone competent professional training, possessing training certificates that demonstrate compliance with industry and federal regulation standards. Contractor shall have 60 days to comply with special or changing federal requirements, regulations, and guidelines.
(3) All canines recruited and trained for the USHMM must have a good medical record and be up-to-date with all required shots, medical treatments, and examinations as specified by licensed veterinarians. All Contract dog records shall be reviewable by the COR at any time upon request. USHMM may remove canines with health discrepancies or issues from the Contract until the Noncompliant conditions are certified corrected by a veterinarian.
(4) Dogs trained for drug detection are ineligible for usage on this Contract.
(5) Vapor wake trained dogs are ineligible for usage on this contract.
(6) All Contract dogs shall be capable of recognizing the scents of the following explosives (forms of odors will not be considered as separate odors):

C.6.2.7 Training Aids -
(1) Contractor must be legally permitted to maintain at least 100 pounds of high explosives. Subcontracting of storage facilities is not permitted, unless approved by the COR.
(2) Contractor must be able to demonstrate that they have the in-house capability to
USHMM RFP 95476725R1000 20 of 66 [EDCT Services] destroy or expend contaminated or undesired explosive materials. At least one legally certified blaster be assigned to corporate staff and the Contractor shall carry an up-to-date legal permit to conduct blasting.
(3) Contractor shall provide verification to the COR that they have legally exempt untagged plastic explosive scent training aids. No plastic explosives (such as C-4) will be used for certification if they contain detection tangents such as EGDN.
C.6.2.8 Additional Training - In addition to the basic training and firearm qualifications set forth elsewhere in this document, Contractor will provide additional training for all employees working under this Contract, including: Certified online courses are acceptable.
(1) Cultural Sensitivity and Public Interaction
(2) Counter Surveillance Techniques
(3) Recognizing Suspicious Behavior
(4) Conducting Field Interviews with Suspicious Individuals or Mentally Disturbed.
(5) Active Shooter Response
(6) Additional Training certification documentation will be submitted to the COR on request.
C.7 OTHER CONTRACTOR RESPONSIBILITIES
C.7.1 Contractor shall comply with all applicable federal, state, and local laws regulating security services.
C.7.2 Contractor shall prepare, compile, and maintain appropriate files or records to accurately indicate compliance with Contract requirements stated in the Contract. At minimum, these records shall include operating instructions received from the COR and implementation thereof, correspondence from the COR, and records kept in the normal course of business. Contractor shall likewise maintain a filing system of Contract employee qualifications and training onsite by employee name and in alphabetical order, which will be made available to USHMM upon request of the COR.
C.7.3 Contractor shall use an automated payroll system to reduce the amount of time necessary to prepare reports required for payroll.
C.7.4 As requested by the COR, the Contractor shall submit USHMM facilities K-9 monthly schedules to the COR.

SECTION E - INSPECTION AND ACCEPTANCE
E.1 FAR 52.246-6 INSPECTION – TIME-AND-MATERIAL AND LABOR HOUR

E.1.1 Notwithstanding anything herein to the contrary, it shall be the responsibility of the Contractor to ensure that all supplies and services provided hereunder conform to the specifications prior to delivery to USHMM, including qualified Contract employees each with proper equipment and a dog physically able to conduct searches regardless of the physical size or method of packaging of deliveries or the size of the vehicles used for delivery (e.g. long beds of trucks, tractor-trailers, etc.).
E.1.2 Notwithstanding anything herein to the contrary, neither USHMM's reviews, approval, or acceptance of services and/or supplies, nor payment for any Services shall be construed to operate as a waiver of any provision or requirement of this Contract. Nor shall acceptance by USHMM relieve the Contractor of responsibility for correction of errors or omissions that may arise after such acceptance, if the errors and omissions are clearly the result of Contractor's performance.
E.2 QUALITY ASSURANCE
E.2.1 USHMM may conduct inspections on a regular and unannounced basis, evaluating all aspects of performance requirements (including without limitation uniforms, equipment, search conduct, and bomb threat response time) as described in the Contract. Such inspections will include use of training aids that will be placed in various locations on and offsite to determine K 9 proficiency (for example, the COR may require Contract employees to put out a minimum of three (3) odors in designated locations). Inspection by USHMM shall not relieve the Contractor of responsibility for any or all quality control aspects during the life of the Contract. This shall include quality control for all items covered by this Contract that may be subcontracted.
E.2.2 Onsite Supervision. The Project Manager/K-9 handler, and the COR will communicate on a regular basis (e.g., biweekly, once every two weeks). Topics will include the daily Operations Report and attached Incident Reports, upcoming events, inspection results, any problems encountered, or other issues that arise on a daily basis regarding Contract management and USHMM operations. These meetings will address progress reports, special work requirements, and strategic plans or issues. The overall goal of these meetings is to improve customer services and enhance operational efficiency of the Contract.
E.2.3 Management Meetings. In addition to the "QCP Meetings," described below at paragraph E.3.5, the COR shall conduct a quarterly in-progress conference with the Contractor's company representatives. This meeting may be called more often at the discretion of USHMM.
E.2.4 Uniform & Equipment Inspection. All uniform items, equipment, and accessories pertaining to the Contract shall be subject to COR's prior review and approval. Any disputes regarding application of the standards shall be referred to the COR for final adjudication.
E.2.5 Training Inspection. The curricula of all Contractor-provided training and any changes thereto shall be subject to the COR's prior review and approval before the respective curricula is first presented to a Contract employee. The Contracting Officer, the COR, and/or other designated USHMM personnel may inspect, monitor, and evaluate the conduct of all Contractor

E.3 QUALITY CONTROL. Maintenance of and adherence to an USHMM-approved Quality Control Program ("QCP") is considered a critical Contract element. To assure Contract requirements are fulfilled, the EDCT force managed productively, and quality control of Contract administration maximized, Contractor shall submit a complete QCP to the COR for approval within 30 days of startup and at least 30 days prior to the implementation of any changes thereto.
The QCP shall include at a minimum, but not be limited to, the following:
E.3.1 A protocol that establishes and enforces K9 maintenance standards, including without limitation:
E.3.1.1 handler recognition and control of canine diseases;
E.3.1.2 familiarity with hygiene requirements and the physical condition of duty dogs;
E.3.1.3 cleanliness of kennel, offices, and all assigned canine areas; and E.3.1.4 regular and emergency veterinarian services.
