About this file

This document is a sole source posting from the Washington State Department of Enterprise Services regarding a contract to provide a license for the National Institute of Government Purchasing/Procurement (NIGP) Commodity Codes and Crosswalks to use on the Washington Electronic Business Solutions (WEBS) system. The Department of Enterprise Services has selected Periscope Holdings, Inc. NC (PHI) as the sole source provider due to their exclusive ability to license this software. The contract will be for a five-year initial term, with an option to extend for an additional one-year period. The total contract value is $186,348.00.

The posting indicates that the NIGP Commodity Codes are the Washington State standard and are used by the vendor community to access opportunities. In the absence of other qualified sources, the state intends to make a sole source award of the contract to PHI. Offerors are required to submit capability statements within five working days of the announcement to demonstrate their ability to meet the state's requirements, which include access to the NIGP Codes and Crosswalks.

STATE OF WASHINGTON

Department of Enterprise Services

SOLE SOURCE POSTING

April 815, 2024

The Department of Enterprise Services contemplates awarding a sole source contract to Periscope Holdings, Inc.NC (PHI) to provide a license for the National Institute of Government Purchasing/Procurement (NIGP) Commodity Codes and Crosswalks to use on WEBS. Enterprise Services is required by RCW 39.26 to post solicitations using the WEBS system.

PHI has been selected for a sole source due to a combination of factors, including:

· NIGP Commodity Codes are the Washington State Standard and are used as the universal tool for the vendor community to access opportunities that apply to their business

· PHI is the only known vendor who can license this software

Enterprise Services will enter into a five year contract with PHI. The contract will be issued on or after May 1, 2024 and will continue for a five year initial term. The cost of this contract is $186,348.00.

Enterprise Services may opt to extend the contract an additional one (1) year if required. Enterprise Services determines that each optional additional one year extension would result in equal (and/or slightly higher) consideration being added to the total contract value.

Offerors contemplating the above requirements are required to submit capability statements detailing their ability to meet the state’s requirements within five (5) working days of this announcement.

Capability statements should address the following state requirements:

· Access to NIGP Codes

· Access to NIGP Codes Crosswalks

In the absence of other qualified sources, it is the state’s intent to make a sole source award of the contract. To submit capability statements or for questions, contact:
