About this file

This is an amendment and Q&A document for Washington State Department of Labor & Industries (L&I) RFQQ K5761 for Pharmacy Point of Service services. The amendment revises the schedule of events, with a bid due date of January 17, 2024, followed by evaluations and potential oral presentations during the week of February 10, 2025. The contract start date is set upon completion of the solicitation process.

The Q&A portion reveals that L&I currently uses MPOS (Medical Information Payment System), an in-house built mainframe system, integrated with MIPS for payment processing through the state's AFRS system. OPTUM/Change Health Care is the current EDI service provider, following NCPDP D.0 and previous NCPDP 5.1 compliance standards. Any new solution would require a security design review by WaTech, as the VPN connects between the switch vendor and WaTech, with the mainframe operated by Ensono.

B. Questions and Answers

Q: What is the name of your current Point of Sales System?

A: MPOS – Medical Information Payment System, Point of Sale, an in-house built Mainframe system.

Q: What ERP or Financial system your PoS is integrated with now?

A: Medical Information Payment System (MPOS) payments coincide/are part of, the Medical Information and Payment System (MIPS) payment cycle, another in-house built Mainframe system. Payment information is sent to Office of Financial Management (OFM) who issues payment (warrant/EFT) to provider/pharmacy via the state’s AFRS (Agency Financial Reporting System).

Q: Who is your current EDI service provider?

A: In relation to MPOS, OPTUM/Change Health Care provides the EDI service for prescription transactions.

Q: What are compliance standards you are following for EDI Transactions?

A: Current standard NCPDP D.0 and previous NCPDP 5.1 standard. (The assumption is that pharmacies no longer submit in the 5.1 standard however LNI was receiving 5.1 transactions in 2018 which is well after implementation of D.0).

Q: Do you know if the solution needs to pass through WaTech Security Design, or is this RFP only for Services and use your EDI solution?

A: The VPN is between the switch vendor and WaTech and the mainframe is Ensono’s. So, the short answer is yes. A security design review would likely be required for a new solution but it wouldn’t be performed by my team. This would likely be performed by WaTech.

Q: How would you like to see the charges for EDI services: monthly on min xxx transactions, fixed price, per transaction, or any other method?

A: Please see #10 in the RFP regarding Funding.
