About this file

This document is a Sole Source Posting from the Washington State Gambling Commission (GMB) regarding the intent to award a sole source contract to CimpleSquare, LC for IT business analyst services. GMB requires the continuation of IT staff augmentation services, specifically business analyst services, originally competitively procured through Work Request R2303 as a 2nd tier solicitation under ITPS contract statewide contract 08215. The current contract expires on November 20, 2024, with no option to extend. GMB will enter into a one (1) year contract with CimpleSquare, LLC starting on December 1, 2024, with an option to extend for an additional year. The cost of the one-year contract is $550,000.00. GMB cites the extensive background check requirements due to its law enforcement agency status and the need for continuity of services as the rationale for the sole source award.

The posting states that CimpleSquare staff have been working on GMB's multi-year IT modernization project for approximately 18 months and have gained a deep understanding of the agency's operations, regulatory and law enforcement work, and have been involved in documenting business process flows and requirements. GMB indicates that in the absence of other capable sources, it intends to make a sole source award of the contract.

Washington State Gambling Commission

SOLE SOURCE POSTING

October 28, 2024

The Washington State Gambling Commission (GMB) contemplates awarding a sole source contract to CimpleSquare, LC to provide IT business analyst services.

GMB requires the continuation of IT staff augmentation services, specifically business analyst services, originally competitively procured with Work Request R2303 as a 2nd tier solicitation under ITPS contract statewide contract 08215.

GMB originally competitively procured for services through ITPS contract 08215, engaging CimpleSquare in a one-year contract with an option to extend for an additional year. The contract was signed in December of 2022; Due to extensive background check requirements required because GMB is a law enforcement agency, work did not begin until April of 2023. The current contract expires November 20, 2024, with no option to extend.

This contract will provide continuity of services by continuing to utilize the contracted business analysts that were assigned to and have been working with GMB on this project. The contracted business analyst resources have been working with GMB for approximately 18 months on the agency's multi-year IT modernization project. As a result, CimpleSquare staff have learned the nuances of the regulatory and law enforcement work GMB does, and have helped agency staff document business process flows, ideal future state processes, and have been deeply involved in capturing and documenting this information in the last 18 months.

GMB will enter into a one (1) year contract with CimpleSquare, LLC. The contract will be issued on December 1, 2024 and will continue for one (1) year. The cost of this one-year contract is five hundred fifty thousand dollars ($550,000.00). GMB may opt to extend the contract for an additional year, in a one-year increment, if required. GMB determines that the optional additional year extension would result in equal or slightly higher consideration being added to the total contract value.

Offerors contemplating the above requirements are required to submit capability statements detailing their ability to meet the state’s requirements within ten (10) working days of this announcement.

Vendor capability statements should address how they are qualified and capable of performing the following requirements:

• GMB is a law enforcement agency; prior to receiving system access, all assigned resources must complete an extensive background check that includes submitting fingerprints to the FBI. How would you address work stoppage that would occur if your staff cannot pass background check or if results take longer than anticipated?

• How would you address the initial challenge of having a deep understanding of following without delaying work on the modernization project:

o The operations of the agency, including the relationships between working units and between GMB and their customers, tribal partners and stakeholders o Work already completed on the project, including business process flows, business requirements, technical requirements, use cases, user stories, and state of current legacy systems

In the absence of other capable sources, it is the state’s intent to make a sole source award of the contract. To submit capability statements or for questions, contact:
