About this file

This document is a pre-proposal participant list for the Request for Proposals for CM/GC Services related to the John Wetten Elementary School Gymnasium Seismic Retrofit and General Program (SRGP-JWE) project issued by Gladstone School District 115 in Oregon. The procurement seeks Construction Manager/General Contractor services for comprehensive seismic rehabilitation of the original 1958 gymnasium (9,200 square feet), which is classified as an unreinforced masonry (URM) building requiring structural improvements including load path corrections, seismic isolation joints, mezzanine anchoring, deep foundations for liquefaction mitigation, shear wall strengthening, out-of-plane anchorage, diaphragm connections, and nonstructural repairs. A mandatory pre-proposal conference was held on November 24, 2025, at 10:00 AM at 250 E Exeter Street, Gladstone, Oregon. Proposals were due on December 9, 2025, at 2:00 PM. Design-construction services are scheduled to begin January 29, 2026, with construction anticipated during June-September 2026 and/or June-September 2027. The contract is expected to be executed on January 15, 2026, following board approval on January 14, 2026.

The CM/GC will be selected on a Cost of the Work Plus Fee basis with a Guaranteed Maximum Price (GMP). The total project funding is $2,598,905, with construction costs not to exceed $1,923,300, which includes engineering ($308,900), construction management ($62,700), special inspection services ($17,000), permitting fees ($63,600), and contingency ($276,405). Proposers must demonstrate a minimum of five years of continuous construction experience, completion of two comparable projects, and provide 100% performance and labor/material bonds. Evaluation criteria assess firm experience (15 points), CM/GC experience (15 points), key personnel experience (20 points), project understanding (15 points), scheduling approach (5 points), cost control (15 points), fee (10 points), and references (5 points). The procurement mandates good faith efforts to utilize local contractors, minority and women-owned businesses, and emerging small enterprises. Contractors must be registered with the Oregon Construction Contractors Board and comply with prevailing wage requirements. The site is within a liquefaction hazard area, requiring specific mitigation measures.
