About this file
This is a Notice of Intent to Award issued by Gladstone School District 115 Operations Department in Oregon for Construction Manager/General Contractor (CM/GC) services for the John Wetten Elementary School Seismic Retrofit and Green Project (SRGP). The project involves comprehensive rehabilitation of the original 1958 gymnasium (9,200 square feet), classified as an ASCE 41-17 URM building type. The scope includes structural repairs such as load path improvements, seismic isolation joints, mezzanine anchoring, deep foundation solutions for liquefaction mitigation, shear wall strengthening, out-of-plane anchorage, and diaphragm connections. A mandatory pre-proposal conference was held on November 24, 2025, at 10:00 AM at 250 E Exeter Street, Gladstone, OR, with proposals due on December 9, 2025, at 2:00 PM. The review committee has recommended awarding the contract to P & C Construction, pending the statutory protest period. The design-construction services are scheduled to begin January 29, 2026, with construction anticipated for June-September 2026 and/or June-September 2027. The contract is expected to be executed on January 15, 2026, following board approval on January 14, 2026.
The total project funding is $2,598,905, with construction costs not to exceed $1,923,300, including engineering ($308,900), construction management ($62,700), special inspection services ($17,000), permitting fees ($63,600), and contingency ($276,405). The CM/GC will be selected on a Cost of the Work Plus Fee basis with a Guaranteed Maximum Price (GMP). Evaluation criteria assessed firm experience (15 points), CM/GC experience (15 points), key personnel experience (20 points), project understanding (15 points), scheduling approach (5 points), cost control (15 points), fee (10 points), and references (5 points). Proposers were required to have a minimum of five years of continuous construction experience, demonstrate completion of two comparable projects, and provide 100% performance and labor/material bonds. The procurement included mandatory good faith efforts to utilize local contractors, minority and women-owned businesses, and emerging small enterprises. All contractors must be registered with the Oregon Construction Contractors Board and comply with prevailing wage requirements per ORS 279C.800-279C.870. Geotechnical analysis confirmed the site is within a liquefaction hazard area, requiring specific mitigation measures within the retrofit scope.
