About this file

This document is a Sole Source Posting from the Washington Military Department, dated August 8, 2025, announcing its intent to award a contract to ESi Acquisition, Inc. (DBA Juvare) for web-based crisis management software. The contract will be issued on or after October 1st, 2025, with an initial one-year term and the option to extend for four additional one-year increments. Vendors are required to submit capability statements within ten working days, detailing their ability to meet specific requirements such as developing custom code, providing a non-production testing instance, enabling seamless data sharing between WebEOC instances, supporting unlimited user additions without additional costs, and sending Integrated Public Alert & Warning Systems (IPAWS) alerts.

The total contract value for the initial one-year term is $96,242.41, excluding Washington state sales tax. The Washington Military Department determines that each optional extension would result in equal or slightly higher consideration. The department is seeking a comprehensive crisis management software solution that can meet the needs of current WebEOC platform stakeholders. In the absence of other capable sources, the state intends to make a sole source award to ESi Acquisition, Inc. Interested parties can contact Alyssa Pearson at 253-512-7137 or Alyssa.anderson-pearson@mil.wa.gov for further information or to submit capability statements.

STATE OF WASHINGTON

Washington Military Department

SOLE SOURCE POSTING

August 8, 2025

The Washington Military Department contemplates awarding a sole source contract to ESi Acquisition, Inc. (DBA Juvare) to provide web-based crisis management software.

The Washington Military Department requires web-based crisis management software capable of meeting the various needs of stakeholders currently using the WebEOC platform.

The Washington Military Department will enter into a one-year contract with ESi Acquisition, Inc.

The contract will be issued on or after October 1st, 2025 and will continue for a one-year initial term. The cost of this one-year contract is $96,242.41 not including Washington state sales tax.

The Washington Military Department may opt to extend the contract for an additional four (4) times in one (1) year increments if required. The Washington Military Department determines that each optional additional one-year extension would result in equal (and/or slightly higher) consideration being added to the total contract value.

Offerors contemplating the above requirements are required to submit capability statements detailing their ability to meet the state’s requirements within ten (10) working days of this announcement.

Vendor capability statements should address how they are qualified and capable of performing the following requirements:

• Have the capability and tools required to develop custom code (HTML and CSS) for the platform;

• Provide a developer/non-production instance that allows for changes to the software to be tested without affecting the production instance;

• Be capable of seamless connection and live data sharing with separate WebEOC instances used by counties within Washington State;

• Be capable of adding any number of required users without incurring additional licensing or server usage costs, and

• Have the capability to send out Integrated Public Alert & Warning Systems (IPAWS) alerts

In the absence of other capable sources, it is the state’s intent to make a sole source award of the contract. To submit capability statements or for questions, contact:
