CUI SOURCE SELECTION INFORMATION – SEE FAR

2.101 AND 3.104

(4) Identification of statutory authority permitting other than full and open competition:

10 U.S.C. 2304(c)(1), One source or limited sources; FAR 6.302-1(a)(2).

(5) Demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited:

Ezekiel Aeronautics (1WAV6), now operating as Global Precision Imaging (8GN37), has proven to be the only company capable of transferring DLA’s images from the original format into clean and accurate files suitable for use in manufacturing. There have been several unsuccessful past attempts at using other sources for this service, including and . Of the few sources available, Global Precision Imaging is the only one that can convert the "dirty" images into a digital product that is sufficient, accurate, and of a file size that is manageable in the DLA electronic repository.

Digital Mylars have proven to be more efficient than film medium in the storage and usage of data. As a result of utilizing digital Mylars, lead times associated with the reproduction of film copies have been eliminated. Several thousand film Mylars, used by DLA Aviation in the procurement of spare parts, have been converted to a digital format. DLA Aviation continues to have this film to digital conversion need. There is a continual transfer of new items to DLA’s management. And dormant bid-sets are constantly being reactivated for procurements.

(6) Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies:

Per DFARS PGI 206.302-1, the Air Force Materiel Command (Air Force Sustainment Center)(AFMC OL_H/PZIOA) located in Hill AFB, UT 84056 posted a sources sought notice to SAM.gov. Notice ID FA8201-24-Q-0006, Sources Sought, was posted to SAM.gov on May 2, 2024, and closed on May 17, 2024. This posting was classified as a small business set-aside (FAR 19.5), under NAICS code 325992 (Photographic Film, Paper, Plate, Chemical, and Copy Toner Manufacturing), and had a product code of 7670 Microfilm, Processed). Only one potential source expressed interest in the requirement, provided a capabilities statement to AFMC’s designated point of contact (POC). On May 21, 2024, AFMC’s POC provided feedback and a capability statement to DLA’s Contracting Officer. On the same day, the Contracting Officer reached out to POC and requested additional information concerning the contractors’ capabilities; the vendor provided their technical capabilities on the same day. DLA’s Contracting Officer provided technical capabilities statement to DLA’s requirements owner (Technical POC) for technical acceptability, but after further analysis, was determined to be technically unacceptable. was technically unacceptable based on the following information provided:

“(DLA) actually used years ago. They produced a usable image (however some would argue that the way they “brought the MYLAR into tolerance” distorted the rest of the data) if the MYLAR was very clean. (DLA) found that if we provided a “noisy” MYLAR we got back an image with huge black splotches and could not read anything in that area. If provided a clean MYLAR, then the product received was good but any part of a drawing that was not clean would be illegible. Unless (the contractor) has changed their process, used a pinch type of scanner to do their scanning,

which can lead to stretching or bunching up in areas. The (contractor) had a means of correcting this, but (DLA) is not sure that method was able to fix that exact area and may have affected other data. Some questioned the fact that the grid lines were perfect after their “fixing” the drawing. Tinker AFB used them for a lot of digitization’s but again, when (DLA) used them, if the drawing was not clear, (DLA) did not get a usable product.”

Based on the requirement owner’s assessment, capabilities are not able to meet the Governments requirement as written and/or as demonstrated previously. Therefore, the acquisition will be synopsized and any firm requesting a copy of solicitation will be provided.

Per FAR 5.202, there are no exceptions that apply to this requirement; therefore, a combined synopsis/solicitation will be posted to SAM.gov along with this redacted J&A. This requirement is not expected to exceed the simplified acquisition threshold and will be posted to the Governmentwide point of entry (GPE), SAM.gov.

(7) A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable:

The Contracting Officer determines the anticipated cost to the government will be fair and reasonable, and that the resulting contract represents the best value to the Government, by comparing proposed prices to historical prices paid for the same or similar supplies/services; or based on one or more of the statements outlined in FAR 13.106-3(a)(2).

(8) Description of market research conducted and results or a statement of the reason market research was not conducted:

In accordance with DFARS PGI 206.302-1, the Contracting Officer utilized a sources sought notice posted by the AFMC to document the market research. The results of the sources sought include the following: As detailed in paragraph 6 above, only one source provided a response, and that response was determined to be technically unacceptable. DLA's Technical POC, Ashley Davis, provided the technical capabilities assessment. The results of the sources sought analysis include the following details:

Market research seeking potential sources has been well documented, and this research revealed that DLA utilized and as sources for Mylars. Although the Mylar accuracy has been acceptable, blemishes and/or dark tint on the film has been an on-going issue. Also, the file size produced by these companies was either too large, or the digital images were too blotchy. Global Precision Imaging (GPI) employs a unique technique that cleans the data prior to scanning without destroying the original film. Other DoD entities have contracted with other companies in the scanning industry who claim to be able to accomplish this task.

However, the overall product provided by these companies has not been technically acceptable due to inaccuracies in the end product. Many of these companies perform the task by scanning an image through a standard wide format scanner. However, the most widely used machines in the plotting and scanning industry cannot replicate the accuracy required to preserve the integrity of the original data.

GPI is the only responsible source with the equipment/capability required to deliver this accuracy and is a proven performer in digitizing Mylars that meet and/or exceed the Governments requirement.

(10) Listing of sources that expressed, in writing, an interest in the acquisition:

(11) Actions, if any, the agency will take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required:

For the reasons set forth in Paragraph 5, DLA has no plans at this time to compete future contracts for the services/supplies covered by this J&A. If other potential source emerges, DLA will assess whether competition for future requirements is feasible.
