About this file
This is a Single Source Justification for a federal contract award under FAR 13.106-1 for simplified acquisitions over the micro-purchase threshold but not exceeding the simplified acquisition threshold.
The Department of Veterans Affairs, VISN 04, Wilmington Medical Center (Acquisition ID 36C244-26-AP-4005) seeks additional sound masking equipment and paging capabilities for the Atlantic County clinic in Linwood, New Jersey. The new equipment must integrate seamlessly with the existing I.Net system installed under prior contract 36C24425P0820. The requirement is necessary for emergency management response planning and patient privacy protection. While maintaining the same brand name is in VA's best interest for equipment compatibility, the SDVOSB installation provider is not required to remain the same, though strongly encouraged due to their project knowledge. The contracting officer conducted market research via GSA eLibrary and SDVOSB contractor review, determining that two or more sources could potentially provide equivalent items. However, an initial SDVOSB set-aside solicitation received no responses, and a subsequent small business set-aside solicitation yielded only three responses from two small businesses and one SDVOSB. The unique technical requirement for seamless integration with the existing I.Net system, with no guarantee that alternative systems would function properly with current infrastructure, supports the single-source justification. Contracting Officer Michael Shull certified the purchase approval on August 10, 2026.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for MPT up to SAT

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold
Acquisition Plan Action ID: 36C244-26-AP-4005
1. Contracting Activity: Department of Veterans Affairs, VISN 04, Wilmington Medical Center in reference to new request.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This new contract requirement will be for additional sound masking and adding paging capabilities to the Atlantic County clinic in Linwood, New Jersey.
This requirement is necessary for the emergency management response plan as well as patient privacy. New equipment must be compatible with the existing equipment installed during phase 1. Contract 36C24425P0820 for vendor information and parts list. It is in VA’s best interest for the brand name to remain the same, however the SDVOSB installation portion is not required to remain the same. It is strongly encouraged due to their intimate knowledge of the project order and installation but isn’t a requirement.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The I.Net system is already installed under contract 36C24425P0820. The additional speakers must be able to work with seamlessly and integrate into the current system. Any other system is not guaranteed to work with or function properly with the I.Net system.
4. Description of market research conducted and results or statement why it was not conducted:
A search was done on GSA eLibrary to try to identify sources and alternative brands of equipment that would meet the requirements of the statement of need and are available from small business sources. We reviewed the SDVOSB contractor Terms & Conditions + pricelists to determine who can provide brand name or equivalent items. We determined that 2 or more would be capable of providing these items.
The solicitation that was set aside for SDVOSBs, however, the original solicitation did not receive any responses. The requirement was resolicited as a small business set aside and received 3 responses from 2 small businesses and 1 SDVOSB.
