About this file

This Justification for Sole Source document details a critical procurement for Microsoft SharePoint support services for the US Fleet Forces Command (USSFFC). The sole source contract with Microsoft, valued at $126,416.00, will provide 12 months of enterprise-level support to address severe SharePoint environment issues, including 140 hours of US national response, secure offline assessment, and 120 hours of environment enhancement assistance.

The procurement is driven by ongoing SharePoint functionality problems that have rendered the system unstable and inoperable, significantly impacting operational effectiveness. Microsoft is being selected as the sole source vendor due to its unique position as the original developer and rights holder of SharePoint, possessing proprietary diagnostic tools and internal engineering expertise unavailable to third-party vendors. The support will cover reactive and advisory services, incident management, built-in proactive services, and on-site support, with the primary goal of stabilizing the SharePoint environment and restoring full operational capability for the BSO 60 organization.

Describe in detail why only this source can furnish the requirements to the exclusion of other sources.

(what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)

Microsoft is the sole developer and rights holder for SharePoint. Full access to internal engineering teams, source level diagnostics, and proprietary tools required for deep technical troubleshooting, which is currently an urgent requirement due to the current lack of SharePoint functionality. This procurement is being pursued as a sole source award to Microsoft due to the critical need for expert-level remediation and reconfiguration of our high-visibility SharePoint environment. This environment, which supports the entire BSO 60, is currently misconfigured and lacks essential baseline SharePoint functionality, including workflows, search capabilities, and email integration. These deficiencies are significantly impacting operational effectiveness and the ability to perform daily mission functions.

Multiple engineering teams have attempted to resolve the configuration issues over time without success.

Despite various troubleshooting efforts, the environment remains unstable and unreliable. Most notably, a recent outage rendered the system inoperable for weeks, and although partial functionality has been restored, core services are still degraded.

Given the complexity of the issues and the ongoing critical impact to BSO 60 operations, it is imperative that the original developer and platform owner (Microsoft) provide direct intervention. As the sole developer and proprietor of SharePoint and its underlying architecture, Microsoft has proprietary knowledge, internal tools, and advanced diagnostic capabilities that are not accessible to third-party vendors or support contractors. Only Microsoft engineers possess the necessary access and technical authority to perform a complete and authoritative assessment and reconfiguration of the environment.

Due to the unique expertise required, the mission-critical nature of the environment, and the inability of external parties to resolve the issue to date, Microsoft is the only source capable of meeting our requirements and restoring full operational capability.

IZI The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

USFFC command uses Microsoft SharePoint environment. Microsoft support is needed to access critical SharePoint outages and degraded services. Microsoft is able to provide as needed reactive and advisory support including incident management as they are the manufacture of SharePoint.
