About this file
This is a Sole Source Justification document for a federal contract award by the Defense Microelectronics Activity (DMEA), located at 4234 54th Street, McClellan, California.
DMEA is awarding a Firm-Fixed-Price (FFP) contract on a sole source basis to Defense and Aerospace Manufacturing LLC (DAM) for the alteration and repurposing of 200 data transfer device (DTD) cases to meet current operational requirements in support of PMCIA case manufacturing. The work requires physical modifications to existing DTD enclosures while maintaining their required form, fit, and function. The supplier must utilize necessary intellectual property, technical data packages, or proprietary specifications to safely and effectively execute the modifications. The contract is approved under the authority of R-FAR 6.103-1 and 10 U.S.C. 3204(a)(1), which permits sole source procurement when only one responsible source can satisfy agency requirements.
The justification is based on DMEA's outreach to six industry and government partners to assess their capabilities, capacity, and certifications. Only DAM confirmed the ability to perform the work, citing the requirement for specialized tooling and the ability to maintain strict tolerances necessary for thin sheet metal modifications. Other vendors lacked appropriate laser cutting equipment or could not meet the tight tolerances required. Additionally, competing manufacturers referred DMEA to DAM as the known specialist for this type of work. DAM is ITAR and ISO 9001 certified and demonstrated quality and on-time delivery in an initial test batch procurement, providing confidence for contract award. The contracting officer certified on July 2, 2026, that the anticipated cost is fair and reasonable.

Sole Source Justification
1. Agency and Contracting Activity: Office of Secretary of War, Defense Microelectronics Activity (DMEA).
2. Nature and/or description of the action being approved: This document approves the award of a contract, on a Sole Source basis to Defense and Aerospace Manufacturing LLC (DAM) for alteration of data transfer device (DTD) cases enabling the repurpose to meet current operational requirements in support of the PMCIA case manufacturing . This justification is made on an Individual basis.
3. Description of supplies/services required to meet agency needs: The Government requires the alteration of data transfer device (DTD) cases enabling the repurpose to meet current operational requirements. The supplier shall execute physical modifications for a total quantity of 200 DTD enclosers provided directly from existing stock. To successfully fulfil this requirement and meet program and mission needs, the supplier must utilize the necessary intellectual property (IP), technical data packages, or proprietary specifications required to safety and effectively modify the enclosures while maintaining their required form, fit, and function.
The anticipated contract type for this effort is a Firm-Fixed-Price (FFP) award with the total estimated value including options is
4. Statutory Authority Permitting Other Than Full and Open Competition:
R-FAR 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements; 10 U.S.C. 3204(a)(1).
5. Rationale for Use of Authority: DMEA reached out to multiple manufactures to perform the needed case modifications. Some vendors did not have the correct tooling, and others stated they could not meet the strict tolerances required for thin sheet metal modifications. Tight tolerances and fine features are required for this specific case modifications.
A total of six (6) industry and Government partners were approached to determine whether they had the capabilities, capacity, and certifications needed to perform the work and of those six (6) Defense and Aerospace Manufacturing (DAM) was the only source who stated they could perform the work. Other manufacturers also pointed DMEA towards DAM as they are known to perform this specific type of work.
DAM is the only source with the required specialized tooling necessary to modify the enclosures while maintaining their required form, fit, function.
