About this file

This is a Justification for Other Than Full and Open Competition submitted by the U.S. Department of State's Global Acquisitions office for an 11-month interim contract continuation from October 15, 2026, to September 15, 2026. The contract, valued at $5,479,887.27, seeks to continue maintenance, logistics, and spare parts services for equipment used in Haiti under the existing contract 191LE24C0024. The procurement is a hybrid FFP (Firm Fixed Price) and Time and Materials contract managed by the Acquisition Management division at the Department of State.

The contractor, Triarih, provides equipment maintenance and repair services for armored and unarmed vehicles, radios, weapons, and night vision goggles supporting INL (International Narcotics and Law Enforcement) operations in Haiti. The justification cites 41 USC 3304 and FAR 6.103 authority, specifically FAR 6.103-1 establishing only one responsible source can meet agency requirements. Triarih is uniquely qualified due to Haiti's volatile security environment, where armed gangs control Port-au-Prince's surrounding areas, creating extraordinary barriers to entry. The contractor has operated continuously in this environment for [redacted years], developed essential operational knowledge, local relationships, and security protocols, and currently possesses five specialized mechanics and two project managers with hands-on experience maintaining armored vehicles and defense articles in active operational environments. Triarih maintains all necessary security approvals, vetting, and established supply chains for specialized vehicle parts; replicating this infrastructure would require 3-4 months and result in unacceptable service gaps. An RFI issued in August 2026 yielded only two vendor responses: Triarih and Airbana Technical Solutions, LLC, which lacks overseas operational experience. The Contracting Officer determined pricing is fair and reasonable based on comparison to independent government cost estimates and historical pricing, with parts priced 4% above online catalogs but 10-16% below manufacturer suggested retail pricing. This J&A will be posted per FAR 6.305 requirements and the interim contract allows continued service until recompetition can be conducted under an existing Department IDIQ vehicle.
