About this file

This is a Sole Source Justification document for maintenance and repair services of sixteen (16) Xenex Pulsed Xenon Broad Spectrum Ultraviolet Room Disinfection Robots at the Central Texas Veterans Healthcare System (CTVHCS). The justification supports awarding a sole source contract to Xenex Disinfection Services Inc., the original equipment manufacturer (OEM), under FAR 13.5 Simplified Procedures for Certain Commercial Items.

The contract will have a base period plus four option years, running from 2/1/2025 through 1/31/2030, following the expiration of the current contract (36C25720A0004/36C25720N0164) on 1/31/2025. Services include preventive maintenance, repairs, replacement parts, remote diagnostics, 24/7 customer support, software upgrades, and monthly performance reporting. A Sources Sought notice was posted on 9/9/2024 with one SDVOSB response, but the vendor could not confirm having Xenex-certified technicians. Xenex confirmed they are the only authorized service provider for their proprietary UV robots, as only Xenex-provided parts and certified technicians can maintain the equipment's warranty and functionality.
