About this file
This document is a Pre-Solicitation Request for Qualifications for Architect-Engineer services to repair the HVAC systems in two buildings at Grand Forks Air Force Base.
The project has two parts - one for building 607, the Operations Group facility, and one for building 314, the Communications Squadron facility. The A-E firm will be required to perform field reconnaissance, studies, site investigations, and preliminary design meetings to produce contract documents for the HVAC repairs. After providing three distinct scope options for each building, the Air Force will select one option for each and the A-E firm will prepare a design-build solicitation package. The opportunity is set aside for small business participation, with no incumbent small business contractor. Qualifications are due by May 8, 2024, and the anticipated award is in June/July 2024 for a period of performance through October/November 2024. The selection criteria prioritizes geographic proximity, capacity to complete the work on time, specialized experience, past performance, and professional qualifications.

Evaluation Factors for Award
The selection criteria below are listed in descending order of importance.
(1) Geographic proximity. For the prime contractor, as well as Structural, Civil, Mechanical, Electrical, and Architectural personnel, the Government’s evaluation of geographic proximity will consider the firm’s physical location and knowledge of the locality (Grand Forks AFB), provided that application of this criterion leaves an appropriate number of qualified firms.
(2) Capacity to accomplish work in the required amount of time. The Government's evaluation of the offeror's capacity to accomplish work in the required amount of time will be derived from proposal submission document Standard Form (SF) 330 “Architect-Engineer Qualifications" and past performance information that is stored in government databases (e.g., Contractor Performance Assessment Reporting System (CPARS), Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS).
(3) Specialized experience and technical competence in the type of work required. The Government's evaluation of specialized experience and technical competence will consider experience diversity in design of projects involving HVAC systems.
(4) Past performance. The Government's evaluation of past performance will consider the offeror's recent and relevant past 10 years performance on contracts with government agencies and private industry in terms of experience with cost control, quality of work, compliance with performance schedules, and percentages of work completed by the prime contractor for basic disciplines as listed above in Factor 1.
(5) Professional qualifications necessary for satisfactory performance of required services.
