Amendment 0002

Two (2) Single-Award Indefinite Delivery/Indefinite Quantity (IDIQ) Term Contracts for Roofing, Facade, and Building Envelope Engineering and Design Services throughout the GSA Mid Atlantic Region.

1. The following responses/clarifications to requests for information are being provided as part of this amendment:

a. Is there a certain percentage of the Design Team’s fees that must be assigned to the Team’s Small Businesses? For example, if the architect that is leading the design team is a small business, does there work have to make up at least 50% of the team’s overall fees? Answer: The contracts awarded will be service contracts set aside for small business. FAR Clause 52.219-14(c)(1) applies and at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the firm (i.e., the prime). This requirement can be complied with over the duration of the contract, and does not necessarily need to be complied with on each task order.

b. Is there a requirement for the number of miles the prime firm’s office must be from the North and South service center regions described in the RFP? Answer: No.

c. Can any team member’s office be located within the geographic North and South service center regions? Or does the Prime specifically have to be located within the geographic service center region? Answer: Criteria 6 (Location in the general geographic area of the project sites and knowledge of the locality of the projects), does not require the prime or team members to be located in the geographic North and South service center regions.

d. Can exceptions be made to the 1 page limit requirement if the content requested is too large to fit on 1 page? (for example, to meet the requirements listed in Criteria 4 & 5, more than one page might be necessary) Answer: Individual sections of the SF 330 may exceed the length stated in the synopsis/solicitation, but the overall 25-page limitation is firm. Use your business judgement on what aspects of your firm to present within the 25-page limit.

e. Is this strictly for Engineering or can Architects respond as well? Answer: This synopsis/solicitation is not limited to engineering firms. Any firm is allowed to submit an SF 330 for review.

2. Submission Requirements are changed from “The firm shall submit no more than five (5) relevant projects performed within the last five (5) years that illustrate overall team experience relative to this contract scope. If more than five relevant projects are submitted, only the first five listed will be considered by the board. In addition to Form F of the SF330, each project submission may include up to two additional pages for photos or other information. Relevant projects are defined as A/E services for construction projects between $150,000 and $5,000,000 which demonstrate experience with roofing, façade, and building envelopes, or comprehensive analyses of roofing, envelope, and façade systems. Experience with federal buildings, historic buildings, the GSA PBS P-100, and projects involving occupied space, may be evaluated more favorably.”

In addition to Form F of the SF330, each project submission may include up to two additional pages for photos or other information. Projects completed within the last five (5) years may be considered more favorably than projects completed prior to the last five (5) years or still being performed. A/E services for construction projects less than $150,000 will not be considered relevant. There is no upper limit on the dollar value of construction projects that may be considered relevant, but most A/E services to be performed under this contract will be for construction projects in the $150,000 to $5,000,000 range and, in aggregate, five (5) projects that reflect a firm whose work centers on projects of that size may be evaluated more favorably. Experience with federal buildings, historic buildings, the GSA PBS P-100, and projects involving occupied space, may be evaluated more favorably.”

3. Firms responding to the synopsis/solicitation must acknowledge this amendment in writing in their letters of interest.

4. The due date and time for the SF 30 remains the same, 5/10/16, 2 p.m. Eastern Time.

5. All else remains the same. Thanks.
