Amendment 0001

Two (2) Single-Award Indefinite Delivery/Indefinite Quantity (IDIQ) Term Contracts for Roofing, Facade, and Building Envelope Engineering and Design Services throughout the GSA Mid Atlantic Region.

1. The following responses/clarifications to requests for information are being provided as part of this amendment:

a. Question: As the North Service Center area consists of PA, NJ, and DE. The RFP states that “ The A/E must be able to provide in-house staff or consultants a project designer for each state who is licensed by that state in accordance with the EPA Asbestos Model Accreditation Plan. Please clarify if every key staff member is required to be licensed in PA, NJ and DE or required to be licensed in PA, NJ or DE. Will the requirement be met if our team includes just one accredited key person with PA and NJ, and a different key person with DE (for example)? Answer: The intent of the requirement is to have a licensed asbestos designer available for designs in each state. That requirement could be met with separate licensed designers for each state, or by using a single designer licensed in multiple states. There is no requirement that every key staff member to be a licensed asbestos designer.

b. Question: The RFP mentioned double-spaced when referring to page count. Should that be corrected to say be double-sided? Answer: The first sentence in the Submission Package Requirements section is changed from “The SF 330 is limited to 25 double-spaced pages” to “The SF 330 is limited to 25 double-sided pages.” One sheet of paper with text on both sides counts as one page. Text may be single-spaced or greater.

c. Question: Is “one page” the front side and the back side of a sheet? Answer: Yes.

d. Question: Is section H limited to only the 3 pages allocated to Quality Control, Geographical

Location and Capacity of the Firm and Project Team? Answer: Instructions for Section H from the Synopsis: “In a narrative format, outline the firm’s approach to design, design reviews, quality control, and project management. Include any additional information regarding the firm’s qualifications to perform work similar in scope and size to this project. The last entry of Section H must read ‘I hereby certify that the firm or firms listed in Part I, Item C meet(s) the geographical limitations stated in the synopsis of this contract.’” Section H may exceed three pages, but it applies to the 25-page overall limit. Use your business judgement on what aspects of your firm to present within the 25-page limit.

e. Question: Is the letter of interest included in the 25 page limit? Answer: No. It is in addition to the 25-page limit. It is a transmittal document and should only include the information requested in the Synopsis. It is not an opportunity to provide an additional page of content.

f. Question: Are Part II’s included in the 25 page limit? Answer: No.

g. Question: Are you expecting criteria 1-6 to be answered separately from the

SF330? Answer: No.

h. Is the SF330 part II counted in the 25 page limit? Answer: No.

2. The following is hereby incorporated into the Synopsis/Solicitation: “GSA CAD Deliverables

Policy and Drawing Analysis Program (DAP) will be incorporated as requirements into the awarded contract. The DAP is a software utility that generates reports (both tabular and graphical) that are used to aid in the identification of some (but not all) GSA CAD standards compliance issues. The utility is an aid to compliance, but is not guaranteed to work in all versions of AutoCAD or any other product, and does not make drawings compliant to enumerate all issues of noncompliance. The party responsible for producing the drawings is ultimately responsible for compliance with the GSA policy. The Detailed CAD Deliverable Policy may be accessed on the internet at http://www.gsa.gov/midatlanticcadpolicy. The contractor agrees that http://www.gsa.gov/midatlanticcadpolicy all CAD, AutoCad drawings and related files, photographs, drawings, renderings, blueprints, specifications and/or other materials generated for use by the contractor on the project, whether in machine readable form or not, shall belong at all times to the General Services Administration (GSA) and shall be delivered to GSA at the times specified and within the schedules contained in the Agreement or at the termination of the Agreement, whichever occurs first.”

3. Firms responding to the synopsis/solicitation must acknowledge this amendment in writing in their letters of interest.

4. The due date and time for the SF 30 remains the same, 5/10/16, 2 p.m. Eastern Time.

5. All else remains the same. Thanks.
