About this file
This document is an Emergency Purchase Statement from the State of Illinois Chief Procurement Office. It describes an emergency extension to a Joint Purchase Master Contract for the state's cannabis Seed to Sale Inventory Tracking System, which is led by the Illinois Department of Financial and Professional Regulation (IDFPR). The vendor, BiotrackTHC dba Bio-Tech Medical Software, will continue to provide licensing, maintenance, and hosting of the cloud-based Seed to Sale system that tracks regulated cannabis products from cultivation to sale. This system also validates medical cannabis inventory, patients, and purchase limits, as well as tracks transportation and shipping manifests. The original contract expires on July 31, 2021, and the emergency extension will cover the period from August 1, 2021 to October 29, 2021 at an estimated cost of $75,000.
The emergency extension is required to prevent disruption of critical state services that impact health, safety, and revenue collection. A competitive joint procurement is being drafted, but additional time is needed to complete the process. The extension will be funded through state appropriated funds, and the total estimated cost for the full extension period from October 30, 2021 to July 31, 2022 is $225,000. The vendor was selected due to their direct experience and administration of the required products and services.

| TextField2: The scope of supplies and services provided in the original emergency will remain the same for the emergency extension. |
Currently, a competitive procurement is being drafted with IDFPR taking the lead. The State of Illinois agencies, the Illinois Department of Financial and Professional Regulation, the Illinois Department of Agriculture, the Department of Public Health, and the Illinois State Police, that are responsible for the regulatory oversight of the State's cannabis programs and current users of the Seed to Sale Inventory Tracking System will all be participants in a Joint Purchase. This competitive Joint Purchase is the most viable and valuable procurement method. Due to the complexity and timing of this procurement, an emergency extension is still required to maintain these products and services to prevent or minimize serious disruption in critical State services that affect health, safety, or collection of substantial State revenues.
