About this file
This document is an Emergency Purchase Statement and Emergency Purchase Extension related to a Joint Purchase Master Contract for the State of Illinois' cannabis Seed to Sale Inventory Tracking System. The Department of Financial and Professional Regulation (IDFPR) is serving as the lead agency on this procurement. The vendor, BiotrackTHC dba Bio-Tech Medical Software, will provide licensing, maintenance, and hosting of the cloud-based, centralized Seed to Sale Inventory Tracking System that tracks the state's regulated cannabis products from 'seed' to 'sale'. The original emergency contract was for $75,000 and ran from August 1, 2021 to October 29, 2021. Due to the complexity and timing of a competitive procurement, a 9-month emergency extension has been approved from October 30, 2021 to July 31, 2022 for an additional $225,000.
BiotrackTHC was the incumbent vendor and was previously awarded the contract through a formal RFP process. The Seed to Sale Inventory Tracking System services have been delegated to IDFPR by the Governor's Office. Funding will be provided through state appropriated funds. A competitive Joint Purchase procurement is being drafted among the participating state agencies - IDFPR, the Department of Agriculture, the Department of Public Health, and the Illinois State Police - which are responsible for regulatory oversight of the state's cannabis programs and use of the Seed to Sale system.

Describe the scope of the original emergency (supply, service, etc.):

Describe the scope of the extension (supply, service, etc.). Show justification for extending the original emergency contract, and explain why the extension need cannot be met through a competitive process:
The scope of supplies and services provided in the original emergency will remain the same for the emergency extension.
Currently, a competitive procurement is being drafted with IDFPR taking the lead. The State of Illinois agencies, the Illinois Department of Financial and Professional Regulation, the Illinois Department of Agriculture, the Department of Public Health, and the Illinois State Police, that are responsible for the regulatory oversight of the State's cannabis programs and current users of the Seed to Sale Inventory Tracking System will all be participants in a Joint Purchase. This competitive Joint Purchase is the most viable and valuable procurement method. Due to the complexity and timing of this procurement, an emergency extension is still required to maintain these products and services to prevent or minimize serious disruption in critical State services that affect health, safety, or collection of substantial State revenues.
Was authorization to proceed verbally given? No Yes NA
Term of emergency procurement shall not exceed 90 days. Contract may be extended beyond 90 days if CPO determines additional time is necessary; however, prior to execution of extension, CPO must hold a public hearing and provide written determination
