About this file
This document is an internal email chain from Greenville County Procurement Services in South Carolina regarding specifications for Jotto Desk Partitions intended for law enforcement vehicles. The correspondence between Katherine Hawthorne, Senior Buyer, and Jeremy Adkins, Fleet Maintenance Supervisor at the Greenville County Vehicle Service Center, addresses clarification of three specific component parts required for 2020+ Ford Police Interceptor Utility vehicles. The three parts under procurement are: Part #475-0065 (Space Creator Vehicle Partition with Full Window), Part #475-1401 (Bar Window Armor and Door Control Covers), and Part #475-0923 (Replacement Bio-Seat System). The email chain identifies a critical specification issue wherein manufacturer documentation and vendor quotes provided conflicting information about component inclusions, specifically regarding whether High Security Extension Panels (HSEPs) were included with Part #475-0065. The procurement team resolved this by determining that all three complete part numbers should be included in the bid solicitation to ensure vendors provide all necessary components, with 17 units required for each part number.
The email chain reflects the pre-bid phase of Invitation for Bids #26093, with the discussion occurring on March 5, 2026, one day before the official IFB release on March 6, 2026. Key clarification was provided by the Fleet Maintenance Supervisor confirming that the front cage partition, rear partition with molded seat replacement, and window bars to prevent prisoner escape were all required components for the SUV configuration. The procurement team's concern centered on ensuring complete specifications were communicated to potential bidders to prevent gaps in component delivery, as some manufacturers may bundle components under proprietary kit part numbers that differ from the individual part numbers listed by the primary manufacturer.

The first item is Part 475-0065. The description on the manufacturer website says it does not include the HSEP. The vendor quotes have the HSEP listed in the part description. If I only list Part 475-0065 how will potential bidders know that we need the HSEP? It seems to me that we need to request the HSEP part as well.

Yes, I would say put out all the part numbers out on bid. Because we need all of it. I don’t know if some of the providers have their own part numbers made up in kits or not.

I understand what you’re saying, but the part numbers don’t seem to fully match the descriptions provided on the quotes. From what I can tell, the part numbers may not include all of the components listed in the item descriptions.
My concern is that if we request only the part numbers, we may end up missing some of the needed components.
Does this make sense?

It will be all 3 part numbers. It needs a front cage. With it being a suv it will also need a rear partition. With a rear partition you remove the rear seat and install the moulded seat. Then you have window bars so it prevents the prisoner from kicking the back windows out. I hope this helps
