About this file

This is a Draft Specifications document prepared for the State of Rhode Island Department of Behavioral Healthcare, Developmental Disabilities and Hospitals (BHDDH) for the demolition of a former group residential building located at 22 Tartaglia Street in Johnston, Rhode Island. The project involves the complete demolition of an existing 3,200 square foot wood-framed structure and basement, with the footprint to be infilled and stabilized with temporary vegetation. The scope of work includes site demolition, structure removal, grading, erosion and sediment control, and protection of existing trees and vegetation. A pre-bid site visit is scheduled for October 16, 2026, at 12:00 PM EST at the project location. The contract is structured as a single prime contract with the contractor responsible for all necessary permitting and demolition activities.

The specifications establish comprehensive requirements for contractor qualifications, quality assurance and quality control procedures, temporary facilities and site management, environmental protection, and tree preservation. An asbestos determination survey completed on April 6, 2026, identified 26 suspect building materials represented by 52 bulk samples, all of which tested as non-asbestos containing. The contract documents incorporate applicable Rhode Island Building Code provisions, fire safety codes, and standards from organizations including ASTM, NFPA, and ICC. The contractor must comply with work hour restrictions (7:00 AM to 6:00 PM, Monday through Friday), maintain site security and erosion controls, provide temporary facilities including sanitary facilities, and submit payment applications with waivers of mechanic's lien as required. Project completion is anticipated with establishment of temporary vegetation and site stabilization following demolition.

PROJECT SUMMARY

On March 23rd, 2026, MAC Services (MAC) conducted a limited asbestos determination survey for all accessible materials from the group residential building located at 22 Tartaglia Street in Johnston, RI.

The intent of the inspection was to conduct a NESHAP demolition inspection.

The survey focused on all suspected homogenous building materials. In total, there were fifty-two, (52), samples obtained representing twenty-six, (26), suspect building materials. All suspect building material samples collected were determined to be NON-asbestos containing. All sampled materials suspected of containing asbestos are listed in Table 1.

If during the renovation process any suspect looking materials not listed in this report are uncovered from layers below the surface of floors, walls and ceilings by demolition personnel, they must stop all activity around the uncovered material until it is determined if that suspect material is asbestos. MAC

Services is not responsible for any hidden or concealed items or building materials.

SECTION I

Section one of this report details the survey methodology and scope of investigation.

A. SCOPE OF WORK

The space specified for Asbestos Containing Building Material (ACBM) determination was inspected by

Massachusetts Licensed Inspector, Joseph Cooney, (AI000187), collected bulk samples, assessed the physical condition of the materials suspected of being asbestos containing, and completed the field survey forms. The inspector is experienced and has conducted previous asbestos surveys, specifications, asbestos air sample analysis, and monitoring as well as reporting of asbestos repair and removal projects.

Standardized forms were used to gather data, including chain of custody records to accompany samples to the laboratory.

Samples were collected adhering to AHERA regulations and guidelines which dictates that multiple samples per suspect material must be obtained depending on the material type and existing homogenous quantity, with each separate homogenous area of material sampled. Materials are broken down into three separate categories described as follows:

Surfacing Material (SM): is defined as material that is sprayed on, troweled on, or otherwise permanently applied to surfaces, such as acoustical plaster on ceilings, and fireproofing materials on structural members, or other materials on surfaces for acoustical, fireproofing, or other purposes.

Thermal System Insulation (TSI): are materials applied to pipes, fittings, boilers, breaching, tanks, ducts, or interior structural components to prevent heat loss or water condensation, or for other purposes.

Miscellaneous Material (MM): are interior and exterior building material on structural components, structural members or fixtures, such as floor and ceiling tiles, and vinyl sheeting and does not include surfacing material or thermal systems insulation.

Some definitions of terms are as follows:

A homogeneous material is a surfacing material, thermal system insulation material, or miscellaneous material that is uniform in color and texture.

A friable material is one which, when dry, may be crumbled, pulverized, or reduced to powder by hand pressure.

Non-friable materials typically contain bonding agents (e.g., cement, plastics, asphalt, and glue) that lock the asbestos fibers into the product. The inspector identified all visible flooring material that could potentially contain asbestos.

ACBM is an Asbestos Containing Building Material

AHERA stands for Asbestos Hazard Emergency Response Act

B. SAMPLING SURVEY

MAC has developed standard procedures to be used in order to randomly sample each material suspected of being asbestos containing. In order to classify any homogeneous material as a non-asbestos containing building material, a sufficient number of samples are collected and analyzed. All samples analyzed must show the lack of asbestos content (less than one percent asbestos) in order to be considered non-asbestos containing. If a material has trace amounts of asbestos (less than 1%) the material is not considered

‘Asbestos Containing’ and therefore, doesn’t have to be removed as asbestos containing, however, it must still be disposed of as asbestos containing.

Samples were taken and logged in on a chain of custody form and delivered to Asbestos Identification

Laboratory of Woburn, MA for analysis. The bulk samples were analyzed by polarized light microscopy

(PLM) (EPA Interim Method: Appendix A of Subpart F-40 CFR Part 763 and/or EPA 600/R-93/116).

Asbestos Identification Lab is licensed by the Commonwealth of Massachusetts (#AA 000208) for bulk asbestos analysis and is a NVLAP accredited laboratory.

CLASSIFICATION OF MATERIAL CONDITION

Where applicable, all identified asbestos containing material is classified as to physical condition as follows:

GOOD (G):

Asbestos containing building material in good condition at the time of the survey was whole and complete and typical of newer installation.

DAMAGED (D):

Asbestos containing building material in damaged condition at the time of the survey was generally complete but showed some signs of damage or deterioration. Material is classified as damaged when the damage or deterioration covers less than one tenth of the material's surface and is evenly distributed, or when it covers less than one quarter of the material's surface and is localized. This material typically needs attention but does not constitute emergency removal.

SIGNIFICANTLY DAMAGED (SD):

Asbestos containing building material is determined to be significantly damaged when at the time of the survey, the material was damaged or deteriorated, often with pieces missing. A material is classified as significantly damaged when the damage/deterioration covers more than one tenth of the material's surface and is evenly distributed, or when it covers more than one quarter of the material’s surface and is localized.

SECTION II

ANALYTICAL DATA

Fifty-two, (52), samples of materials suspected to be asbestos containing were collected and analyzed.

Analytical Data is presented on the following pages. All sampled materials suspected of containing asbestos are identified in Table 1. Twenty-six, (26), materials, represented by fifty-two, (52), samples obtained were determined to be non-asbestos containing. Multiple samples of each suspect material are required per the AHERA regulations.

Table 1:

"Suspect Homogeneous Building Materials", lists all building materials related to the planned renovations/demolition, suspected of containing asbestos. Asbestos containing materials are divided into the three categories established by the U.S. Environmental Protection Agency under the Asbestos Hazard

Emergency Response Act (AHERA): Thermal Systems Insulation (TSI) Surfacing Material (SM), and

Miscellaneous Material (MM). Each material is identified by the appropriate two-letter prefix.
