About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) document for a single-source procurement.

The National Transportation Safety Board (NTSB), Office of Chief Information Officer, Computer Services Division, is procuring Devolutions remote desktop management software and related services under Purchase Request PUR260102 with an estimated value of $29,250.00. The requirement includes 65 units of DEVO-RCM (Remote Desktop Management & IT Operations - 12-month subscription renewal) and one unit of SUP-PRE (Premium Support). The NTSB justifies restricting this procurement to Devolutions brand products exclusively based on compatibility with existing NTSB systems and platforms. The justification emphasizes that switching to an alternative remote desktop manager would require additional professional services for configuration and deployment, employee training, and would introduce risks of troubleshooting delays, compatibility issues, and network downtime. The NTSB cites FAR 13.106-1(b)(1)(i) as authority for single-source procurement under the Simplified Acquisition Threshold. Although the requirement is restricted to Devolutions, the NTSB will post a Request for Quotes (RFQ) to SAM.gov to maximize competition among Devolutions resellers, though the agency does not anticipate obtaining quotes from multiple small business concerns. The Contracting Officer has determined the anticipated sole-source award to be in the Government's best interest and fair and reasonable. The NTSB commits to continued market research to determine if alternative sources capable of meeting the requirement exist.

NATIONAL TRANSPORTATION SAFETY BOARD

Justification for Other Than Full and Open Competition

“Devolutions Software and Maintenance”

1. Program Office / Procurement Request:

Office of Chief Information Officer, Computer Services Division (CIO-10) Purchase Request PUR260102 Estimated Value: $29,250.00

2. Nature of Action:

The purpose of this Justification for other Than Full and Open Competition (JOFOC) is to provide documentation that explains why this specific requirement is to be restricted to Devolutions brand name products only.

3. Description of Requirement:

The National Transportation Safety Board (NTSB) has a requirement to support and maintain the agency’s existing Devolutions remote desktop manager (RDM) software.

NTSB requires software that can manage remote desktops efficiently and without compatibility issues with the current software in use by the NTSB. Devolutions has the tools necessary to manage multiple remote connections on a single platform including enterprise-grade password management tools, access control and virtual private networks (VPNs)

Devolutions technical capabilities include:

• Remote connection management

• Integrated VPN and VPN management

• Macro support and automated macro

• Password management

• Secure access to critical assets

• IT team management

The required items are as follows:

Part Number Description Quantity DEVO-RCM Remote desktop management & IT operations -

Renewal (12 Month subscription)

SUP-PRE Premium Support 1

4. Authority Cited:

The authority permitting other than Full and Open competition for this procurement is FAR 13.106-1(b)(1)(i) Soliciting from a single source, for purchases not exceeding the Simplified Acquisition Threshold. Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

5. Unique Qualifications / Circumstances of Requirement:

Devolutions brand software is required because currently the NTSB has Devolutions remote desktop manager software and it is compatible with the current software and platforms. NTSB’s unique mission requires remote desktop management software that is compatible with all NTSB current software and platforms.

The NTSB is currently using Devolutions and due to devolutions being the technical solution currently in place, using a product other than Devolutions for remote desktop management would jeopardize compatibility of other software and platforms across NTSB. It is essential to the NTSB mission that all software solutions utilized are compatible with current software in use at NTSB, Devolutions software is compatible with current software and does not introduce any risk of compatibility issues.

If the NTSB were to switch to a different remote desktop manager solution, professional services would need to be purchased again to assist with the configuration and deployment of the new solution and additional employee training would be required for the new solution. Renewing the Devolution software licenses ensures continuity of service and no duplication of cost and labor.

In addition, If the NTSB was to purchase a different product, there would be a risk of troubleshooting delays, possible compatibility issues and downtime that would affect the entire NTSB network.

For these reasons, Devolutions is the only product that has the technical capabilities to satisfy the NTSB’s remote desktop manager solution.

6. Efforts to Determine Only One Source:

While this requirement is restricted to Devolutions brand name products, a request for quotes (RFQ) will be posted to the System for Award Management (www.sam.gov) to maximize competition, in accordance with FAR 5.102(a)(1). A copy of this Justification will be included with the solicitation in accordance with FAR 5.102(a)(6). Market research has indicated that there are multiple resellers of this product, but the NTSB does not expect to obtain quotes from two or more responsible Small Business concerns. Therefore, this will be conducted as an unrestricted purchase.

7. Contracting Officer’s Determination:

I have reviewed the above JOFOC, and determined that based on the information provided, it is accurate and complete, the anticipated cost of any subsequent sole source award would be in the best interest and fair and reasonable to the Government.

8. Market Research:

See Section 6, “Efforts to Determine Only One Source” above.

9. Other Pertinent Information:

N/A

10. List of Interested Parties:

Other companies/organizations have not expressed an interest in this requirement.

11. Efforts to Remove Barriers to Competition:

The NTSB will continue to conduct market research to determine if Devolutions is the only source or if there are other sources that are capable of meeting the NTSB’s requirement.

12. Contracting Officer’s Certification The Contracting Officer certifies that this JOFOC is accurate and complete.
