About this file

This is a Justification for Other than Full and Open Competition document for a follow-on contract at the National Institutes of Health Clinical Center. The NIH Pharmacy Department is seeking a one-year maintenance and support contract for Omnicell automated dispensing cabinets and pharmacy management system equipment purchased in 2024 and 2025. The total estimated contract value is $380,806.56, with a period of performance from March 1, 2026 through February 28, 2027. Services to be provided include replacement parts coverage, service support, telephone support, software and hardware support, full maintenance coverage, labor, travel expenses, tools, test equipment, and other incidentals necessary to maintain the equipment to operating specifications per the manufacturer's recommendations.

The proposed contractor is Omnicell, Inc., located at 500 Cranberry Woods Drive, Cranberry Township, Pennsylvania. This is a follow-on to the previous contract sequence number 36F79723D0073, which was competitively awarded. The justification for other than full and open competition is based on 41 USC 501 and FAR Part 8.405-6 (Federal Supply Schedule limited competition). The acquisition is justified on the basis that Omnicell equipment is proprietary system/software and Omnicell Inc is the Original Equipment Manufacturer and only known authorized service provider for preventative maintenance on this equipment. The contracting officer determined the price fair and reasonable based on Federal Open Market data. The requirement was not publicized due to compelling urgency. The requestor is Falguni Kanthan, Section Chief – Pharmacy Informatics, and the contracting officer is Susan Nsangou, Branch Chief. The justification was certified on March 6, 2026.
