About this file

This document is a Justification for Other than Full and Open Competition (JOFOC) for a simplified acquisition contract to obtain real-time meteorological monitoring, forecasting and data services from the incumbent vendor DTN for the Western Area Power Administration (WAPA).

WAPA requires these 24/7/365 meteorological services, which are integrated with custom WAPA applications for power marketing and operations. WAPA has established automated data transfers with the incumbent vendor and deems it essential to maintain continuity of these critical integrations. Changing vendors would require expensive and time-consuming custom integrations, retraining, and IT system reconfigurations at an estimated cost of $24,000. Due to the mission-critical nature of these services and WAPA's existing investment, WAPA intends to award a sole-source firm-fixed-price contract to DTN under the simplified acquisition procedures of FAR Part 13.

Single Source Justification Western Area Power Administration

FAR 13.106-1(b)(1), Simplified Acquisitions

1. Identification of the agency and the contracting office.

The Department of Energy (DOE), Western Area Power Administration (WAPA), Upper Great Plains

Region, (UGPR), Billings, Montana.

2. Description of supply or service required to meet the agency’s needs.

WAPA requires the renewal maintenance of the 24x7x365 real-time meteorological monitoring, forecasting and data services. These services are integrated with customized WAPA applications for Power Marketing and Operations organizations.

A firm fixed price contract will be awarded.

3. The rationale or circumstances for limiting competition.

The current vendor provides real-time meteorological georeferenced data services in which WAPA has established automated data transfers into customized integrations into existing WAPA systems. These integrations are essential to WAPA for loading forecasts, gathering source data, and providing weather forecasts that are utilized by their Power Marketing and Operations organizations. Without the continued stability of the existing vendor’s meteorological real-time data services, WAPA cannot ensure quality service to the Power Marketing and Operations organization’s unique mission requirements and meet FERC Order 881 requirements.

WAPA personnel have developed custom automated integrations to move real-time meteorological data from DTN into WAPA’s systems. This was an expensive and time-consuming process. To consider alternative services, it would be necessary to conduct similar customizations which would introduce an unknown vendor solution and could de-stabilize the systems we have today. In addition, a new vendor’s service would require retraining WAPA users and reconfiguring Information Technology (IT) systems to allow a new vendors’ solution costing WAPA approximately $24,000 in labor hours.

4. A description of the Market Research (MR) conducted and the results or a statement of the reason MR was not conducted.

No other Contractors were taken into consideration due to the fact that WAPA has already invested time and labor hours with our current solution. It would not be in the best interest of the government to change solutions as this would cost the government money in labor to learn, train and configure a new system.

5. Price estimate, including all options, if applicable.

6. Recommended source.
