About this file

This document is a Single Source Justification form for a sole source procurement by the Department of State's Overseas Post in Tbilisi. The requirement is to purchase consumables for PCR and sequence analysis for the Walter Reed Army Institute of Research (WRAIR) Europe-Middle East (EME) laboratory, with an estimated total value of $36,201.00 including options. The procurement is specifically for brand-name test kits that have been extensively evaluated in laboratory work to produce high-quality, region-specific data, and are uniquely compatible with WRAIR-EME's existing equipment and standard operating procedures. The justification emphasizes that using alternate products would require additional costly components and risks compromising data quality due to reagent specificity, making these specific consumables critical for maintaining research continuity and data comparability.

SINGLE SOURCE JUSTIFICATION NOT EXCEEDING THE SIMPLIFIED ACQUISTION

THRESHOLD

SECTION 1: IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY

Department of State Contracting Activity ☒ Overseas Post Tbilisi

Requiring Activity WRAIR Europe-Middle East

SECTION 2: NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED

Approval is requested to award on a sole source basis to Brand Name Justification for the supplies and/or services described in Section 3 on behalf of the Requiring Activity.

SECTION 3: DESCRIPTION OF SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS

The requirement is to provide consumables for PCR and sequence analysis at WRAIR - EME. The estimated value for the entire period of performance is $36,201.00, including options. These supplies/services require that purchased supplies are compatible with the Standard Operating Procedures operated at WRAIR – EME laboratory. Requested items should be delivered in accordance with the provided schedule by an authorized dealer. This will allow the Office of WRAIR – EME to accomplish PCR- analysis as well as short- and long-read next-generation sequence analysis of study specimens collected under various surveillance activities, as part of WRAIR – EME’s mission.

SECTION 4: IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING OTHER THAN

FULL AND OPEN COMPETITION

In accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1), the Contracting Officer has deemed only one source reasonably available based on the following:

☒ Brand-name

SECTION 5: DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE

QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY

CITED

The selection of these specific items is based on the preceding extensive laboratory work to identify and select the most suitable, best- performing test kits among different manufacturers, able to produce region-specific high - quality data. Using alternate products will result in the need to acquire additional components that would be cost prohibitive. Purchase of consumables from a manufacturer, other than requested, has a high probability of not obtaining similar quality data due to reagent specificity. In addition, it is important to use the same test kits through the study in order to collect data comparable with the previous results and perform proper data analysis. The WRAIR-EME’s equipment is designed to run those specific consumables.

SECTION 6. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST

TO THE GOVERNMENT IS FAIR AND REASONABLE
