About this file
This is a Notice of Intent to Award a Sole Source/Restrict Competition issued by the U.S. Department of Justice, Justice Management Division, Office of Acquisition Management. The Department intends to solicit a single source contract from Tyler Technologies, located at 5101 Tennyson Parkway, Plano, Texas, for its Reasonable Accommodation (RA) Program Management solution. The procurement is categorized under NAICS 513210 (Software Publishers) and PSC 7A21 (IT and Telecom - Business Application Software - Perpetual License Software). The solution will support the Department's end-to-end RA process and program administration while ensuring compliance with federal laws, Equal Employment Opportunity Commission (EEOC) regulations, and applicable security and privacy standards.
The Government's justification for sole source procurement is based on Tyler Technologies' unique ability to meet agency requirements without substantial modification, development, or integration. The Tyler Federal Product Suite is FedRAMP Certified with Moderate impact-level authorization status, providing the requisite Federal security foundation essential for protecting sensitive Personally Identifiable Information (PII) and medical information. The Department determined that selecting a commercially available application without Federal security authorization would require unacceptable implementation risk and substantial additional Government effort for assessment, authorization, and maintenance within the required timeframe. The Government contemplates awarding a firm fixed purchase order. Interested parties may submit responses by email to Marie Headley at Marie.Jeanne.Headley@usdoj to indicate capability and interest; however, responses will be evaluated solely to determine whether to conduct a competitive procurement and will not be treated as quotations.

U.S. Department of Justice Justice Management Division Office of Acquisition Management Washington, D.C. 20530
Notice of Intent to Award a Sole Source / Restrict Competition
NAICS: 513210 Software Publishers
PSC: 7A21 IT and Telecom - Business Application Software (Perpetual License Software)
The United States Department of Justice intends, under the authority of Federal Acquisition Regulation (FAR) Part 12.102(b)(Deviated), to solicit from a Single Source, Tyler Technologies of 5101 Tennyson Parkway, Plano Texas for its Reasonable Accommodation (RA) Program Management solution in support of the Departments end-to-end RA process and program administration needs while ensuring compliance with all applicable federal laws and Equal Employment Opportunity Commission (EEOC) regulations, to include security and privacy standards and requirements.
A determination not to compete this proposed procurement is based on the company's unique ability to satisfy the agency's requirement without substantial modification, development, integration, security authorization, or unacceptable implementation risk. The Tyler Federal Product Suite is identified in the FedRAMP Marketplace as FedRAMP Certified, with a Moderate impact-level with ongoing authorization status, providing the Federal security foundation required, which is particularly significant because the system will contain sensitive PII and medical information, and the Department cannot reasonably satisfy its security and privacy requirements by selecting a commercially capable application that lacks the required Federal security authorization and then undertake a substantial additional Government effort to assess, authorize, secure, and maintain said environment within the allotted timeframe to support regulatory compliance.
The Government contemplates award of a firm fixed purchase order resulting from this notice.
Interested persons may identify their interest and capability to respond to the requirement. Responses received as a result of this notice of intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is posted for informational purposes only and is not a request for competitive offers. Responses will not be considered as quotations. A determination by the Government not to open this requirement to competition, based upon the written responses to this notice, is solely within the discretion of the Government. Inquires will only be accepted by email. The point of contact is Marie Headley at Marie.Jeanne.Headley@usdoj.
