Evaluation Factors for Award
The selection criteria below are listed in descending order of importance.
(1) Geographic proximity. For the prime contractor, as well as Structural, Civil, Mechanical, Electrical, and Architectural personnel, the Government’s evaluation of geographic proximity will consider the firm’s physical location and knowledge of the locality (Grand Forks AFB), provided that application of this criterion leaves an appropriate number of qualified firms.
(2) Capacity to accomplish work in the required amount of time. The Government's evaluation of the offeror's capacity to accomplish work in the required amount of time will be derived from proposal submission document Standard Form (SF) 330 “Architect-Engineer Qualifications" and past performance information that is stored in government databases (e.g., Contractor Performance Assessment Reporting System (CPARS), Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS).
(3) Specialized experience and technical competence in the type of work required. The Government's evaluation of specialized experience and technical competence will consider experience diversity in design of projects involving water drainage mitigation and control, pavements (with consideration to roads and highways within the North Dakota Department of Transportation), Department of Defense anti-terrorism and force protection measures, police administrative facilities, vehicle inspection and maintenance facilities, working dog kennels, and high performance and sustainable building requirements.

The Government's evaluation of past performance will consider the offeror's recent and relevant past 10 years performance on contracts with government agencies and private industry in terms of experience with cost control, quality of work, compliance with performance schedules, and percentages of work completed by the prime contractor for basic disciplines as listed above in Factor 1.
