About this file

This document contains questions and answers related to a federal contract opportunity for the repair of the fire suppression and fire alarm systems in Building 580, a 7,100 square foot vehicle storage facility for aircraft refueling vehicles. The building is located at an Air Force base and the historical drawings are inaccurate, requiring field investigation and measurement. The scope of work includes performing field reconnaissance, studies, site investigations, and preliminary design to produce contract documents. Key requirements include replacing AFFF foam fire suppression with a non-foam system to meet Air Force requirements, updating the water supply analysis, and addressing security and ATFP upgrades. The project is considered a "major project" under UFC 3-600-01, requiring a complete fire protection and life safety analysis. The solicitation number is JFSD210014 and the contracting agency is the Department of the Air Force Air Mobility Command.

JFSD210014 DSN-Repair Fire Sup. & Alarm Refuel Veh B580 Questions & Answers

July 1, 2024

1. What is the square footage of the facility?

The building is roughly 7100 sqft

2. What are the vehicles (ground transport or aircraft)?

This facility houses aircraft refueling trucks.

3. Are there any recent water supply analysis or is that needed as part of the project?

I would include water supply analysis as part of the project.

4. RFP Factor (1) Geographic proximity. You refer to the prime contractor which I assume you are referring to a Fire Protection Engineering Company (or company with a fire protection engineering division) since this RFP is very specific to Fire Protection Engineering. Fire Protection Engineer is listed under Factor (5) but is not specifically called out in Factor (1).

Geographic proximity applies to all parties, though the proximity of the primary design party is more relevant.

5. RFQ Factor (3) Specialized experience. It discusses experience diversity in design of project involving water drainage mitigation and control, pavements (with consideration to roads and highways within the North Dakota Department of Transportation) … working dog kennels, …. Some of this information does not seem to apply. Please review and advise on specialized experience.

Specialized experience as applicable to this project. So primarily fire suppression and alarm systems, especially in areas with fuels or fuel truck storage. Qualification document edited appropriately

6. RFQ Factor (5) Professional Qualifications. This calls for more additional disciplines not listed in Factor (1) such as interior designer, landscape architect and others. Please verify disciplines needed.

Include a statement in submittal addressing unnecessary concerns in edited qualifications document

7. SOW Type “A” 1.2.4 references a site survey including utility survey is required. It is understood this SOW for this project is to replace fire protection systems therefore the existing utilities outside the building footprint would not be impacted.

This was included to cover any potential relocation of utilities and to ensure accurate drawings given the poor quality and outdated nature of existing records for this facility.

8. SOW Type “A” 3.3 asks for Proposed floor/site plan diagram. Evaluate and provide recommendations for the existing / newly proposed facility with respect to … – I didn’t see any requirements for a building addition or replacement, just a fire suppression and alarms system repair project. Please elaborate on intent of this section.

This project will include creation of new drawings since the existing records are inaccurate.

9. SOW Type “A” 3.7 asks about security and ATFP upgrades. Do you really want those evaluated and included in the project?

At a very basic level, yes

10. SOW Type “A” 3.9 calls for an asbestos and lead based paint survey – If this is really warranted should we also include an industrial hygienist?

Include all disciplines you feel are necessary. If a listed discipline is not used, provide an explanation addressing why not.

11. SOW Type “B” 5.2 calls for color boards and finish samples. Please clarify the need for this.

Included on an as needed basis. If some element of the design requires notable refinishing, it will be necessary.

12. Do the lead fire protection engineers on this project need to meet the criteria in UFC 3-600-01 of a QFPE? See UFC 3-600-01, Section 2-1.16.2.

Yes

13. Please confirm the Sundown Policy is not applicable to this project. It is understood per the SOW that this is a refueler vehicle storage facility. The sundown policy is specifically for aircraft hangars. The requirements for refueler vehicle storage is governed by NFPA 30A per UFC 3-600-01, Section 4-47.2. Therefore the it is understood the Sprinkler Design will be in accordance with UFC 3-600-01/NFPA13 since NFPA 30A differs to NFPA 13.

The Sundown Policy is applicable under ‘hangars and similar facilities that equipped with a foam FSS’.

14. Please confirm this is a “major project” in accordance with UFC 3-600-01, therefore complete fire protection and life safety analysis is required for the entire facility.

This is a major project with regards to UFC 3-600-01

15. Please confirm existing drawings will be provided in native format CAD/Mircostation/RVT? Otherwise new background drawings will need to be produced for the entire facility.

Not confirmed. The supplied as-builts are the only files available. A new background drawing will need to be produced.

16. Item 2 discusses performance evaluations including CPARs. If we have CPARs for the projects we include in Section F of the SF330, can they be included as an Appendix and not be included as part of the page count?

Yes, that is acceptable.

17. Item 3 mentions demonstrating experience with the design of water drainage and mitigation control, pavements, etc. However, the scope outlined in the SOW is for the repair of a fire suppression and fire alarm system in Building 580. There is no mention of any pavement-related work. Please clarify if the information in Item 3 is incorrect?

See question #5

18. In Item 5, a number of disciplines are presented. Again, given the scope for the repair of a fire suppression and fire alarm system, is there a need for a Landscape Architect, Interior Designer, and Civil Engineer. Please confirm if these disciplines will be required.

See question #6

19. Item 1.2.4 indicates that a site survey including utility locations will be required.

Since it appears per the scope of work that this task will involve fire suppression / fire alarm design for the interior of the building, is a site survey actually required? If an exterior survey of utility systems is required, is there a limit on the distance from the building to be surveyed and will a resume for the Surveyor be required in the

SF330?

See question #7

20. In Item 3.9, it is mentions that an asbestos and lead based paint survey will be required. An environmental specialist will be required to perform the survey. Since it is not listed as a discipline in Item 5 of the RFQ, please confirm that this survey will be required. If it is required, will a resume for the Environmental Specialist need to be included with the SF330?

Survey is required. See #10
