About this file
This is a Justification for an Exception to Fair Opportunity (JEFO) document for a sole-source delivery order under the NASA SEWP V contract vehicle. The U.S. Department of Education's Federal Student Aid (FSA) Contracts Operations Division is issuing a directed-source order to AlphaSix (contract number NNG15SD28B) for managed print services with an estimated value of $237,405.22 (Action ID 8872). The procurement encompasses networked multifunction devices, installation, maintenance, supplies, secure print functionality, and transition support, with performance periods from October 1, 2026, through September 30, 2027, for the base year and October 1, 2027, through September 30, 2028, for the optional year.
The justification cites urgency under FAR 16.507-6(b)(1) as the basis for the exception to fair opportunity. FSA's existing device fleet is tied to established HP lease and service agreements that expire September 30, 2026, requiring seamless transition by October 1, 2026, with no intervening service gap. The compressed timeline does not permit a different contractor to replace the fleet and establish necessary operational integrations within the required timeframe. AlphaSix is positioned to ensure zero service disruption given its existing relationship, familiarity with the scope of work, and established network integrations. The Contracting Officer will determine fair and reasonable pricing using historical comparisons, market research, and published price lists, with potential for additional negotiated discounts. The Government commits to issuing a new competitive solicitation by May 2028 by finalizing requirements, conducting market research, standardizing device specifications, validating security requirements, and establishing transition schedules.

The Government intends to issue a sole-source/directed-source NASA SEWP V delivery order to AlphaSix contract number NNG15SD28B, for managed print services, networked multifunction devices, installation, maintenance, supplies, secure print functionality, and transition support. Estimated value $ 237,405.22
The contractor will provide the equipment and services described in the attachments. The immediate objective is to maintain uninterrupted printing, copying, scanning, and related mission support while the Government completes a competitive follow-on acquisition. The existing device fleet is tied to established HP lease and service agreements held through the current contractor, and the operational environment relies on existing agency network, identity, print-service, queue, supply, and service-desk integrations.

ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES AND SERVICES IS MADE.
The managed print requirement presents an immediate transition need with no available service gap. FSA's existing devices come off the current Department wide contract effective September 30, 2026, and the new order must be effective by October 1, 2026. The transition is therefore required to occur on the same day, with no intervening period available to remove, replace, configure, authorize, and operationalize a different fleet. This timing is substantially shorter than the transition period contemplated by the Performance Work Statement, which allows up to 60 calendar days for transition-in. This has created an immediate and significant challenge to the planned procurement process. As a result of this unforeseen shift, it is critical to FSA's mission to expeditiously transition without interruption.
Alpha Six is best situated to fulfill these services, there will be a zero disruption of services associated with this action. Any disruption of service would affect the agency's established printing, copying, scanning, and related document workflow environment at the point the current contractual coverage ends. The available timeline does not permit a different contractor to replace the fleet, establish its management environment, The Contracting Officer will determine the anticipated price fair and reasonable before award using a comparison to historical prices paid, market research, any published price lists, independent Government estimate, discounts from contract pricing, or other price analysis. This action is being issued to the current vendor who is familiar with the scope of work, and has a good track record of good past performance and reasonable pricing. The Government will negotiate additional discounts where appropriate.
Conducting a full procurement full and open competition under the current timeline and circumstances would result in a gap in service of essential printing services and would create an unmanageable work stoppage for managed print services, networked multifunction devices, maintenance, supplies, secure print functionality, and support.
Barring unexpected delays, the Government intends to be ready to issue a new competitive solicitation no later than May 2028, by finalizing requirements, completing market research, issuing a competitive request for quote, standardize device specifications, validate security requirements, and establish a transition schedule, which will allow for subsequent requirements to be competed.
