About this file

This document is an addendum issued by the Department of Military and Veterans Affairs for the JBER Concrete & Asphalt Repair Project (Project Number 02A7019051) located at Joint Base Elmendorf-Richardson (JBER), Alaska. The addendum clarifies repair requirements for concrete surfaces, including comprehensive guidance on crack and joint filling, surface preparation, and warranty expectations. The project involves repairing concrete sidewalks and areas as depicted on updated maps, with contractors responsible for determining power washing needs. A mandatory pre-bid walk-through is scheduled for September 16, 2025, at 10:00 pm at Hangar 6, with bid submissions due by September 24, 2025, at 1:00 pm Alaska Time. The contract is set to be completed by September 30, 2026, with a one-year warranty requirement.

The engineer's estimated project value is approximately $712,500.00, representing a significant infrastructure maintenance contract for military facilities. The solicitation does not specify specific set-aside designations and allows broad bidder participation. Contractors must submit a comprehensive bid package including DMVA FMO Federally Funded Contracts Supplemental Requirements, bid schedule, cover page, and bid bond. Work is expected to commence within 10 calendar days of award, with potential federal funding considerations. Bidders must demonstrate technical capability in pavement maintenance, particularly in military airfield environments, and comply with documentation requirements including subcontractor listings and current business licenses.

Addendum #2 This addendum forms a part of the contract documents and modifies the original drawings and/or specifications for the subject work. In case of conflicts between this addendum and previously issued documents, this addendum shall take precedence.

Can you please clarify for all contractors what repairs need to done on the sidewalks and concrete. For example do just the spalling and broken areas need repaired. All concrete areas that are depicted on the updated map are to be repaired.

Do the cracks and joints need filled. All cracks and joints need filled.

Do they need pressure washed etc. we all need to know what the end product expectations need to be so we can all bid apples to apples. It is the contractors responsibility to determine rather or not any surfaces need to be power washed.

Is there any warranty needed for this project? A 1 year warranty will be required.

There were some changes discussed @ the site visit to the sidewalk work and Addendum #2 did not change any of the sidewalk areas. Should we bid the sidewalks per the solicitation? Yes.

Should the crack repair work conform to the following: perform crack routing at a minimum of 1/2" x 1/2" in preparation for the crack-sealing methods/requirements of UFC 3-270-01? Contractors shall adhere to approved methods and materials.
