About this file
This document is an Antiterrorism Awareness pamphlet for contractors working at Joint Base McGuire-Dix-Lakehurst (JB MDL) in New Jersey. The document provides guidelines for contractors to recognize and report potential terrorist activities, defining terrorism as "the unlawful use of violence to instill fear and coerce governments or societies." Key awareness instructions include being alert to surroundings, recognizing what seems out of place, and understanding different types of potential victim scenarios such as "Victim By Association" and "Victim By Location."
The pamphlet outlines specific surveillance indicators to watch for, including unfamiliar people or vehicles, vehicles with expired tags, illegally parked vehicles remaining in one place for extended periods, and repeatedly passing vehicles. It provides emergency contact information, specifically the 87th Security Forces Squadron at (609) 754-6001 for reporting suspicious activities. The document also details Force Protection Conditions (FPCON) levels from Normal to Delta, explaining increased security measures and protective actions corresponding to escalating threat levels, with the goal of enhancing base security through contractor vigilance.
