About this file

This is a Janitorial Services Specification document issued by the City of New Haven Free Public Library (NHFPL) in Connecticut for competitive sealed bids covering janitorial services at five library locations: Ives Memorial Library (Main), Fair Haven Branch, Stetson Branch, Mitchell Branch, and Wilson Branch. The contract requires comprehensive daily cleaning services including bathroom sanitation, carpet vacuuming and shampooing, floor mopping and waxing, dusting, window washing, and trash removal across all five facilities totaling 10,088 contract hours annually. The contractor must conduct mandatory site walkthroughs prior to bid submission by registering with James O'Hair at johair@nhfpl.org. The Ives Main Library requires 105 hours per week across four personnel, while the four branches collectively require 89 hours per week distributed among individual personnel assignments, with detailed cleaning schedules and punch lists provided for each location.

The City of New Haven's Livable Wage Ordinance applies to this contract, with the current hourly rate set at $21.38 per hour plus all appropriate state, federal, and local taxes; any bid not including the livable wage rate may be rejected. The contractor must provide all equipment, supplies, and green cleaning materials certified or environmentally safe, with a materials safety data sheet logbook maintained at each site. Mandatory contractor requirements include proof of five years' prior janitorial experience in municipal or institutional facilities, background checks for all employees, bloodborne pathogen and hazard communication training for staff, commercial-grade equipment (vacuums, carpet extractors, mops, buffers), 24/7 emergency response capability with carpet extraction equipment on-site at the main library, weekly supervisory inspections coordinated with City officials, uniforms with company identification and city ID badges, and 24-hour response time to cleaning complaints. The City reserves the right to cancel the contract within thirty days' notice if unsatisfactory work is not corrected within 24 hours, and contractors will be back-charged for work that library personnel must complete if contractual obligations are not met.
